In a qualitative movement aimed at regulating the quality of private and social education and enhancing governance in the sector, the Council of General Education Affairs has approved the "Regulations for Private Educational Institutions," based on the new general education system, to establish a comprehensive legislative framework governing the licensing and operation of non-governmental and non-profit schools and educational institutions in the Kingdom.
The new regulations include a package of critical provisions, most notably the requirement to pass through two main phases with a strict prohibition on any advertising or promotion of educational services before obtaining the final license, and obligating institutions to disclose tuition fees and their details early through the ministry's electronic platform at least 180 days before the start of the academic year, in addition to preventing any harm to students or withholding their results or depriving them of resources due to any financial disputes between the school and the guardian.
In terms of ensuring the quality of outputs, the regulations impose stringent obligations that include the implementation of approved curricula and plans, national identity materials, and the necessity for institutions to obtain school accreditation from the Education and Training Evaluation Commission, as well as subjecting schools to a precise risk assessment system and periodic compliance indicators that allow the ministry to monitor any violations and require offenders to follow strict corrective plans that ensure the protection of students' rights and safety.
