تجاوز عدد القضاة الملتحقين بالدبلوم العالي للقانون المدني (1000) قاضٍ في مختلف درجات السلك القضائي ضمن البرنامج الذي ينفذه مركز التدريب العدلي، ويشتمل على (21) مقرراً بإجمالي (380) ساعة تدريبية، تُقدم من خلال نخبة من المتخصصين في القانون المدني.
وكان وزير العدل الدكتور وليد بن محمد الصمعاني قد دشّن البرنامج في أكتوبر الماضي، في إطار مواكبة النهضة التشريعية التي تشهدها المملكة بقيادة ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز، بما يسهم في حفظ الحقوق، وترسيخ مبادئ العدالة والشفافية، وتعزيز إمكانية التنبؤ بالأحكام.
ويهدف الدبلوم إلى تمكين القضاة من التطبيق الدقيق لأحكام نظام المعاملات المدنية، وتعزيز جودة التسبيب القضائي في القضايا المدنية، بما يسهم في استقرار المعاملات، وإمكانية التنبؤ بالأحكام.
ويتضمن البرنامج دراسة متعمقة للنظريات العامة للالتزامات والعقود والحقوق العينية، إلى جانب التطبيقات القضائية العملية وآليات إدارة الدعوى المدنية، بما يعزز سلامة التكييف النظامي وجودة بناء الحكم القضائي.
واستهدف البرنامج في مرحلته الأولى قضاة المحاكم العامة، فيما تشمل المرحلة الثانية جميع قضاة المملكة إضافة إلى المحامين، على أن تتخرج الدفعة الأولى خلال عام 2026م، ضمن الخطة المعتمدة لتطوير الكفاءة القضائية في القضاء المدني.
The number of judges enrolled in the Higher Diploma in Civil Law has exceeded (1000) judges across various levels of the judicial system within the program implemented by the Judicial Training Center, which includes (21) courses totaling (380) training hours, offered by a select group of specialists in civil law.
The Minister of Justice, Dr. Walid bin Mohammed Al-Samaani, launched the program last October, as part of the legislative renaissance taking place in the Kingdom under the leadership of Crown Prince and Prime Minister Mohammed bin Salman bin Abdulaziz, which contributes to safeguarding rights, establishing principles of justice and transparency, and enhancing the predictability of rulings.
The diploma aims to enable judges to accurately apply the provisions of the Civil Transactions System and to enhance the quality of judicial reasoning in civil cases, contributing to the stability of transactions and the predictability of rulings.
The program includes an in-depth study of the general theories of obligations, contracts, and real rights, along with practical judicial applications and mechanisms for managing civil lawsuits, thereby enhancing the integrity of legal classification and the quality of judicial rulings.
The program targeted general court judges in its first phase, while the second phase will include all judges in the Kingdom as well as lawyers, with the first cohort expected to graduate in 2026, as part of the approved plan to develop judicial efficiency in civil justice.
