أكد رئيس المجلس الأوروبي أنطونيو كوستا، الموافقة على تقديم دعم بقيمة 90 مليار يورو لأوكرانيا للفترة الممتدة بين عامي 2026 و2027.
وكان رئيس الوزراء البولندي دونالد توسك أكد أن زعماء دول الاتحاد الأوروبي اتفقوا في قمة في بروكسل (الخميس) على العمل على خيار تمويل أوكرانيا في عامي 2026 و2027 من خلال استخدام الأصول الروسية المجمدة بدلا من اللجوء إلى الاقتراض المشترك من دول التكتل.
وأضاف توسك للصحفيين «نسعى بالتأكيد لتحقيق انفراجة، وهذا يعني موافقة الجميع على أن الأمر يستحق المحاولة وأن استخدام الأصول الروسية لصالح أوكرانيا سيكون مبررا وجيدا لأوروبا».
ومن إجمالي الأصول الروسية المجمدة في الاتحاد الأوروبي بعد انطلاق العملية العسكرية الروسية في أوكرانيا في 2022 والبالغة 210 مليارات يورو، يوجد 185 مليار يورو في مركز إيداع الأوراق المالية المركزي التابع لشركة يوروكلير في بلجيكا، ولذلك تخشى بلجيكا من أن تكون هدفا لرد انتقامي من روسيا إذا وافقت على الإفراج عن تلك الأمول بموجب خطة الاتحاد الأوروبي.
ووفق مسؤول أمريكي، فإن مبعوثا من الكرملين سيتوجه إلى ولاية فلوريدا الأمريكية لمناقشة خطة اقترحتها الولايات المتحدة لإنهاء الحرب في أوكرانيا، وذلك في إطار الدبلوماسية المتبادلة مع دفع إدارة الرئيس الأمريكي دونالد ترمب نحو اتفاق محتمل.
European Council President Antonio Costa confirmed the approval of providing support worth 90 billion euros to Ukraine for the period between 2026 and 2027.
Polish Prime Minister Donald Tusk confirmed that the leaders of EU countries agreed at a summit in Brussels (on Thursday) to work on a funding option for Ukraine in 2026 and 2027 by using frozen Russian assets instead of resorting to joint borrowing from the bloc's countries.
Tusk added to reporters, "We are certainly striving for a breakthrough, and this means that everyone agrees it is worth trying and that using Russian assets for the benefit of Ukraine would be justified and good for Europe."
Of the total frozen Russian assets in the European Union, amounting to 210 billion euros after the start of the Russian military operation in Ukraine in 2022, 185 billion euros are held in the central securities depository of Euroclear in Belgium. Therefore, Belgium fears it could be the target of retaliatory measures from Russia if it agrees to release those funds under the EU plan.
According to an American official, an envoy from the Kremlin will travel to the state of Florida to discuss a plan proposed by the United States to end the war in Ukraine, as part of reciprocal diplomacy with the Trump administration pushing towards a potential agreement.
