حققت المملكة العربية السعودية إنجازاً تاريخياً غير مسبوق، بحصولها على المرتبة الثانية عالمياً في مؤشر نضج الحكومة الرقمية (GTMI) لعام 2025 الصادر عن مجموعة البنك الدولي ضمن تقييم شمل 197 دولة حول العالم، جاء ذلك خلال المؤتمر الصحفي الذي عُقد اليوم، في العاصمة الأمريكية واشنطن للإعلان عن النتائج.
ووفقاً لبيانات تقرير البنك الدولي، حققت السعودية تفوقاً في المؤشرات الفرعية جميعها، لتصنف ضمن مجموعة الدول «المتقدمة جداً» بنسبة بلغت 99.64% على مستوى المؤشر العام، من حيث البنية الرقمية، والأنظمة الحكومية الأساسية، وتقديم الخدمات الإلكترونية، والتفاعل مع المواطنين، وهي من أعلى النتائج المسجلة عالمياً.
وأوضح محافظ هيئة الحكومة الرقمية المهندس أحمد بن محمد الصويان بأن هذا التقدم يأتي نتيجة للدعم غير المحدود الذي تحظى به الحكومة الرقمية من القيادة الرشيدة، ويعكس تكامل الجهود بين الجهات الحكومية، إلى جانب الشراكة الفاعلة مع القطاع الخاص، مشيراً إلى أن فرق العمل الوطنية عملت خلال السنوات الماضية على إعادة هندسة الخدمات الحكومية وتطوير بنية رقمية متقدمة مكّنت المملكة من تحقيق هذا المركز العالمي، مؤكداً أن هيئة الحكومة الرقمية، كونها الجهة المختصة في التحول الرقمي الحكومي، مستمرة في تعزيز الابتكار ورفع جودة المنتجات الرقمية بما يدعم الاقتصاد الوطني ويُرسّخ مستهدفات رؤية المملكة 2030.
وبيّنت نتائج مؤشر نضج الحكومة الرقمية لعام 2025 تفوقاً سعودياً في جميع المؤشرات الفرعية، إذ حققت المملكة نسبة 99.92% في مؤشر توفر الأنظمة الحكومية الأساسية «CGSI»، ونسبة 99.90% في مؤشر تقديم الخدمات الحكومية الرقمية «PSDI»، فيما بلغ نضجها في مؤشر التفاعل مع المواطنين «DCEI» نسبة 99.30%، وحصلت على نسبة 99.50% في مؤشر تعزيز ممكنات التحول الرقمي الحكومي (GTEI)، هذا الأداء المتوازن وضع المملكة ضمن التصنيف «A» للدول المتقدمة جداً، في انعكاس واضح لنضج المنظومة الرقمية الحكومية.
ويأتي هذا الإنجاز تتويجاً لمسار تصاعدي للحكومة الرقمية في المملكة العربية السعودية منذُ إطلاق رؤية المملكة 2030، التي جعلت الإنسان محور التحول الرقمي من خلال تقديم أفضل الخدمات الحكومية للمواطن والمقيم، وتحسين تجربة المستفيد، ورفع كفاءة العمل الحكومي، وقد صاحب ذلك تكامل حكومي واسع، وتطوير شامل للأنظمة الرقمية، وتبني الذكاء الاصطناعي والتقنيات الناشئة، إذ حققت السعودية منذُ النسخة الأولى لمؤشر نضج الحكومة الرقمية (GTMI) الصادر عن البنك الدولي المرتبة 49 عالمياً في بيانات عام 2020، قبل أن تقفز إلى المرتبة الثالثة عالمياً في نسخة عام 2022، لتواصل تفوقها وصولاً إلى المركز الثاني عالمياً في عام 2025، مؤكدة مكانتها لتكون أبرز الدول الرائدة عالمياً في التحول الرقمي والابتكار.
The Kingdom of Saudi Arabia has achieved an unprecedented historical milestone by securing the second position globally in the Government Digital Maturity Index (GTMI) for 2025, issued by the World Bank Group, in a evaluation that included 197 countries around the world. This announcement was made during a press conference held today in the U.S. capital, Washington, to reveal the results.
According to the data from the World Bank report, Saudi Arabia excelled in all sub-indicators, classifying it among the "very advanced" group of countries with a score of 99.64% in the overall index, in terms of digital infrastructure, core government systems, provision of electronic services, and interaction with citizens, which are among the highest results recorded globally.
The Governor of the Digital Government Authority, Engineer Ahmed bin Mohammed Al-Suwaiyan, explained that this progress comes as a result of the unlimited support that the digital government receives from the wise leadership, reflecting the integration of efforts among government entities, alongside effective partnerships with the private sector. He pointed out that national working teams have worked over the past years to re-engineer government services and develop an advanced digital infrastructure that enabled the Kingdom to achieve this global ranking, affirming that the Digital Government Authority, as the competent body in government digital transformation, continues to enhance innovation and improve the quality of digital products to support the national economy and solidify the objectives of the Kingdom's Vision 2030.
The results of the Government Digital Maturity Index for 2025 showed Saudi Arabia's superiority in all sub-indicators, as the Kingdom achieved a score of 99.92% in the availability of core government systems index (CGSI), a score of 99.90% in the provision of digital government services index (PSDI), while its maturity in the citizen interaction index (DCEI) reached 99.30%, and it obtained a score of 99.50% in the index for enhancing the enablers of government digital transformation (GTEI). This balanced performance placed the Kingdom in the "A" classification of very advanced countries, clearly reflecting the maturity of the government digital system.
This achievement crowns an upward trajectory for the digital government in the Kingdom of Saudi Arabia since the launch of Vision 2030, which positioned the individual at the center of digital transformation by providing the best government services to citizens and residents, improving the beneficiary experience, and enhancing the efficiency of government work. This was accompanied by extensive governmental integration, comprehensive development of digital systems, and the adoption of artificial intelligence and emerging technologies. Since the first version of the Government Digital Maturity Index (GTMI) issued by the World Bank, Saudi Arabia ranked 49th globally in the 2020 data, before jumping to the third position globally in the 2022 version, continuing its excellence to reach the second position globally in 2025, affirming its status as one of the leading countries in the world in digital transformation and innovation.
