The Saudi Red Sea Authority has issued, for the first time in Saudi Arabia, requirements and conditions for recreational boat rental activities to regulate coastal tourism activities, enhance service quality, and promote safety and marine environmental protection. The requirements govern the rental of boats for visitors and tourists in Saudi Arabia's territorial waters in the Red Sea, stipulating that the entity responsible for managing and operating the boats must obtain a marine activity operator license and secure an independent tourist rental license for each boat after passing a field technical inspection by an accredited company and meeting the necessary conditions. The licenses are valid for 12 months, with the possibility of renewal after reviewing the compliance record and service quality.
Regarding safety, the authority has mandated operators to provide safety instructions to visitors before each trip, to have a written emergency plan in both Arabic and English, to consider sea conditions, weather, boat speed, and capacity, and to refrain from sailing in unsuitable conditions, in addition to taking necessary precautions to ensure visitor safety and providing insurance coverage to protect them and the marine environment from potential harm.
The requirements guarantee visitors' rights to access details about the trip, its duration, route, departure and return points, and activities offered before booking, along with disclosing prices and cancellation and refund policies, and not charging undisclosed fees. Operators are also required to provide suitable means of communication for non-Arabic speakers when necessary, establish a clear mechanism for handling complaints, and disclose the suitability of boats and services for persons with disabilities and the available assistance options.
The conditions emphasize the protection of coral reefs and marine biodiversity, raising visitor awareness of environmentally responsible behaviors, and limiting the activity to destinations and marine areas approved by the authority.
