The unified system for volunteer work in the Gulf Cooperation Council countries includes a number of prohibitions, the most prominent of which is the prevention of the benefiting entity from any financial returns from the efforts of volunteers, and the prohibition of collecting donations. It also prohibits the volunteer or the volunteer team from engaging in activities that violate the law.
The system emphasizes the provision of insurance coverage against risks arising from volunteer work and the organization of incentives. It allows for exceptions for any volunteer work and sets conditions and regulations for practicing any volunteer work outside the country during crises, while allowing each country to determine administrative penalties for anyone who violates the provisions of the system or its regulations.
The system aims to promote a culture of volunteer work, attract volunteers to participate in available volunteer activities to serve and develop the community, and organize and develop volunteer work in the Council countries, while enhancing and developing the role of individuals and institutions in volunteer work.
The provisions of the system reveal a prohibition on establishing volunteer teams or conducting or organizing volunteer work without obtaining a license from the competent authority. The competent authority is responsible for issuing the necessary licenses related to volunteer work according to what is specified in the regulations, supervising and monitoring volunteer work, and establishing the rules governing volunteer work.
The articles of the system also stipulate that a register shall be established in the competent authority to record the names of volunteers, their specialties, volunteer teams, volunteer programs and activities, and the entity they are volunteering with, along with data and information related to volunteer work.
According to the system, the entity benefiting from the volunteers is obligated to attract those interested in volunteer work to participate in the volunteer activities it organizes, according to the regulations set by the competent authority, while bearing all expenses and costs arising from volunteer work, and not involving any volunteer in volunteer work unless they are registered in the register to perform this work, along with training volunteers and enhancing their capabilities in their field of specialization, and monitoring and evaluating their performance and motivating them.
Safety of Volunteers
The entity is committed to ensuring the safety of volunteers from any harm that may befall them due to volunteer work, by establishing a system of preventive and safety procedures according to what is determined by the competent authority, providing safe places for volunteers to conduct their volunteer work, and covering medical care for volunteers and compensating for any harm they incur while performing their volunteer work or as a result of it, in accordance with the applicable laws and regulations in the country. Volunteers, volunteer teams, or the entities they volunteer with are prohibited from collecting donations or allowing their collection or advertising them through any means in violation of the applicable regulations in the country.
