رؤية 2030 وضعت التحول نحو العالم الرقمي وتنمية البنية التحتية الرقمية ضمن مستهدفاتها
أضحى العالم اليوم قرية كونية صغيرة تعمل وفق أنظمة تقنية عالية الجودة، تتفاعل أنشطتها الحياتية بالرقمنة والذكاء الاصطناعي، وبدأ العالم يتهيأ لاستقبال نهضة صناعية جديدة تقوم على الأساس المتسارع للقدرات الحاسوبية، والاستعداد للتعامل مع منتجات ومعطيات الذكاء الاصطناعي والروبوتات والأجهزة ذاتية التحكم، وهي المحاور التي دفعت السعودية لمواكبة هذه النقلة الهائلة والمتسارعة بتأسيس خدمات إلكترونية سهلت على المواطن والمقيم إنهاء معاملاته بيسر وسهولة.
خطى المستقبل
في موازاة ذلك، تقف المملكة العربية السعودية على أرض صلبة، تؤسس خطى المستقبل والعالم الرقمي بمثابرة وخطوات متسارعة، إذ أمر خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز بإنشاء وتأسيس الهيئة السعودية للبيانات والذكاء الاصطناعي، في خطوة طموحة نحو الانتقال إلى عالم التقنية والثقافة الرقمية، وصدر أمر التأسيس في 29/12/1440، وتتمتع الهيئة بالشخصية الاعتبارية لتحقيق طموحات رؤية 2030، عن طريق تحديد التوجه الإستراتيجي للبيانات والذكاء الاصطناعي والإشراف على تحقيقه عبر حوكمة البيانات، وتوفير الإمكانات المتعلقة بالبيانات والقدرات الاستشرافية، وتعزيزها بالابتكار المتواصل في مجال الذكاء الاصطناعي.
ومن الأمثلة على سبيل المثال، السحابة الحكومية (ديم)، بنك البيانات الوطني، منصة «استشراف»، منظومة «توكلنا»، منظومة «إحسان»، منصة «بروق»، منصة «أبشر - أفراد»، منصة «أبشر - أعمال»، منصة «نفاذ»، منصة «إيفاء»، منصة «نبأ»، منصة «التحريات المالية»، التعرف على السمات الحيوية، متجر «بيان»، أجهزة الخدمة الذاتية لإنهاء إجراءات السفر، مبادرة «طريق مكة»، «إياب»، دعم مركز الإقامة المميزة، تنفيذ قمة قادة مجموعة الـ20، الفرع الإلكتروني وبرنامج البيانات المفتوحة.
كل ذلك، جاء انطلاقاً من إدراك المملكة لهذه المتغيرات وتفاعلها مع مستجدات العصر وتطوراته، وترجمةً لنهج خادم الحرمين الشريفين الملك سلمان بن عبدالعزيز في قيادة المملكة لتكون نموذجاً ناجحاً ورائداً في العالم على الأصعدة كافة. وقد جعلت رؤية المملكة 2030 التحول نحو العالم الرقمي وتنمية البنية التحتية الرقمية ضمن مستهدفاتها؛ لذلك صدر أمر ملكي بالموافقة على تنظيم الهيئة الوطنية للأمن السيبراني؛ لتكون الهيئة الجهة المختصة، والمرجع الوطني في شؤونه، وتهدف إلى تعزيزه؛ حمايةً للمصالح الحيوية للدولة وأمنها الوطني والبنى التحتية الحساسة والقطاعات ذات الأولوية والخدمات والأنشطة الحكومية.

Vision 2030 has placed the transition to the digital world and the development of digital infrastructure among its targets.
Today, the world has become a small global village operating according to high-quality technological systems, where its daily activities interact through digitization and artificial intelligence. The world is beginning to prepare for a new industrial renaissance based on the accelerating foundation of computing capabilities and the readiness to deal with products and data related to artificial intelligence, robotics, and autonomous devices. These are the key areas that have driven Saudi Arabia to keep pace with this enormous and rapid shift by establishing electronic services that have made it easier for citizens and residents to complete their transactions with ease and convenience.
Steps into the Future
In parallel, the Kingdom of Saudi Arabia stands on solid ground, establishing the steps of the future and the digital world with perseverance and rapid strides. His Majesty King Salman bin Abdulaziz ordered the establishment of the Saudi Data and Artificial Intelligence Authority, in an ambitious step towards transitioning to the world of technology and digital culture. The establishment order was issued on 29/12/1440, and the authority enjoys legal personality to achieve the aspirations of Vision 2030 by determining the strategic direction for data and artificial intelligence and overseeing its achievement through data governance, providing data-related capabilities and foresight, and enhancing them with continuous innovation in the field of artificial intelligence.
Examples include the Government Cloud (Dum), the National Data Bank, the "Istishraf" platform, the "Tawakkalna" system, the "Ehsan" system, the "Burooq" platform, the "Absher - Individuals" platform, the "Absher - Businesses" platform, the "Nafath" platform, the "Ifa" platform, the "Nabaa" platform, the "Financial Investigations" platform, biometric recognition, the "Bayan" store, self-service machines for travel procedures, the "Makkah Road" initiative, "Iyaab," support for the Premium Residency Center, the implementation of the G20 Leaders' Summit, the electronic branch, and the open data program.
All of this has come from the Kingdom's awareness of these changes and its interaction with the developments of the era, translating the approach of His Majesty King Salman bin Abdulaziz in leading the Kingdom to be a successful and pioneering model in the world across all fronts. Vision 2030 has made the transition to the digital world and the development of digital infrastructure among its targets; therefore, a royal decree was issued approving the organization of the National Cybersecurity Authority to be the competent authority and the national reference in its affairs, aiming to enhance it to protect the vital interests of the state, its national security, sensitive infrastructure, priority sectors, and government services and activities.
