التصدي للإغراق:
كشف وكيل محافظ الهيئة العامة للتجارة الخارجية المكلف للمعالجات التجارية، عبدالعزيز العقيل، لـ«عكاظ»، أن الهيئة أجرت منذ نهاية 2023، ثمانية تحقيقات لمكافحة الإغراق، انتهت خمسة منها بفرض رسوم، فيما تواصل حالياً إجراءاتها في ثلاثة تحقيقات تتعلق بقطاعات مختلفة وواردات من دول متعددة.
وأوضح العقيل، أن الهيئة تتصدى لممارسات الإغراق من خلال تحقيقات المعالجات التجارية، التي تشمل مكافحة الإغراق والدعم والزيادة غير المبررة في الواردات، بهدف حماية الصناعة المحلية وتعزيز المنافسة العادلة داخل السوق، والحد من الأضرار التي قد تلحق بالمصنعين المحليين جراء تلك الممارسات.
وبيّن، أن الإغراق ينعكس سلباً على السوق المحلية، إذ يؤدي إلى إيجاد منافسة غير عادلة، قد تترتب عليها خسائر مادية وارتفاع في تكاليف الإنتاج، ما يفرض تحديات على استمرارية المصنعين المحليين وقدرتهم على المنافسة، فضلاً عن احتمال إتاحة المجال أمام احتكار الواردات الأجنبية للسوق.
وأشار إلى أن التحقيقات الثمانية التي بدأت الهيئة إجراءاتها منذ نهاية عام 2023، شملت قطاعات وواردات من دول مختلفة، إذ انتهت خمسة تحقيقات بفرض رسوم لمكافحة الإغراق، بينما لا تزال ثلاثة تحقيقات قيد الإجراء، وفقاً للأنظمة والإجراءات المعمول بها في المعالجات التجارية.
Anti-Dumping Measures:
Abdulaziz Al-Oqail, the acting deputy governor of the General Authority for Foreign Trade for trade remedies, revealed to "Okaz" that the authority has conducted eight investigations to combat dumping since the end of 2023, five of which resulted in the imposition of duties, while it is currently continuing its procedures in three investigations related to various sectors and imports from multiple countries.
Al-Oqail explained that the authority addresses dumping practices through trade remedy investigations, which include anti-dumping, countervailing measures, and unjustified increases in imports, with the aim of protecting the local industry, promoting fair competition within the market, and minimizing the harm that may befall local manufacturers due to such practices.
He indicated that dumping negatively impacts the local market, as it leads to unfair competition, which may result in financial losses and increased production costs, posing challenges to the sustainability of local manufacturers and their ability to compete, in addition to the potential for allowing foreign imports to monopolize the market.
He noted that the eight investigations initiated by the authority since the end of 2023 covered various sectors and imports from different countries, with five investigations concluding with the imposition of anti-dumping duties, while three investigations are still ongoing, in accordance with the regulations and procedures applicable in trade remedies.
