وضعت وزارة البلديات والإسكان، 20 محورًا خدميًا وحضريًا أمام سكان المدن لتقييمها، ضمن استطلاع «آراء السكان عن الخدمات البلدية المقدمة في المدن»، الذي يقيس مدى انتشار الملاحظات في الأحياء، ومستوى رضا السكان عن الجهود البلدية لمعالجتها.
وتصدر تنظيم مواقف السيارات وتخطيطها محاور الاستطلاع، في وقت يظل ملف مواقف الأحياء في الرياض محل نقاش، على خلفية الجدل الذي أثارته تنظيمات المواقف وتباين الآراء حولها، خصوصًا ما يتعلق بالمواقف في الأحياء السكنية وانعكاساتها على السكان والزوار.
وشملت المحاور التي طرحتها الوزارة: الوقوف العشوائي للسيارات في الأماكن العامة، السيارات التالفة، والنفايات في الشوارع والأرصفة، الأراضي الفضاء غير المسورة، حاويات النفايات المتهالكة، مواقع البيع العشوائية، واجهات المباني التجارية المشوهة، المباني المهجورة أو المتهالكة، الكتابات على الجدران، مظلات السيارات المشوهة، الحفريات المكشوفة، الصبات والحواجز الخرسانية، أعمدة الإنارة المتضررة، الطرق غير محددة المسارات، والمحلات الصناعية العشوائية.
كما تضمنت المحاور مساحات التشجير الفارغة، ومخلفات البناء والهدم، والأرصفة المتهالكة، والحفر في الشوارع، والحدائق والملاعب العامة المهملة أو المهجورة.
وطلبت الوزارة من المشاركين تحديد مدى انتشار كل مظهر في أحيائهم وفق أربعة مستويات: «منتشر بشكل كبير»، و«منتشر نوعاً ما»، و«غير منتشر»، و«لا أعلم»، قبل تقييم مستوى رضاهم عن الجهود البلدية لمعالجته، عبر خيارات «راضٍ»، و«محايد»، و«غير راضٍ»، و«لا أعلم».
وشمل تقييم الرضا، تنظيم مواقف السيارات، وإزالة السيارات التالفة، ورفع وكنس النفايات، وصيانة الحاويات، وتسوير الأراضي الفضاء، وتنظيم مواقع الباعة الجائلين، وإصلاح الأرصفة والحفر، وتشجير المساحات المخصصة، وإزالة مخلفات البناء والهدم، وصيانة الحدائق والملاعب، إلى جانب معالجة مظاهر التشوه البصري.
في المقابل، رصدت «عكاظ» ميدانيًا في عدد من أحياء الحوية شمال الطائف شوارع داخل نطاقات سكنية لا تزال دون سفلتة مكتملة، إلى جانب نفايات ومخلفات متناثرة في مواقع مختلفة، وهي مظاهر تتقاطع مباشرة مع المحاور التي طرحتها الوزارة أمام السكان لتحديد مدى انتشارها وتقييم جهود معالجتها.
وامتد الاستطلاع إلى قياس وعي السكان بالمشهد الحضري، من خلال سؤال المشاركين عن مفهوم «التشوه البصري»، ليجمع بين رصد واقع الخدمات داخل الأحياء وقياس مستوى الرضا عن معالجتها، ويضع ملفات يومية تمس السكان مباشرة، أبرزها المواقف والنفايات والحفر والأرصفة والإنارة والتشجير، أمام تقييم المستفيد نفسه.
The Ministry of Municipalities and Housing has presented 20 service and urban axes for city residents to evaluate, as part of the survey "Residents' Opinions on Municipal Services Provided in Cities," which measures the extent of observations in neighborhoods and the level of residents' satisfaction with municipal efforts to address them.
Parking organization and planning topped the survey axes, while the issue of neighborhood parking in Riyadh remains a topic of discussion, amid the controversy surrounding parking regulations and the varying opinions about them, especially regarding parking in residential areas and their impact on residents and visitors.
The axes proposed by the ministry included: random parking of cars in public places, damaged vehicles, waste in streets and sidewalks, un-fenced vacant lands, dilapidated waste containers, random selling sites, distorted facades of commercial buildings, abandoned or dilapidated buildings, graffiti on walls, distorted car shelters, exposed excavations, concrete barriers and blocks, damaged lighting poles, undefined roads, and random industrial shops.
Additionally, the axes included empty greening spaces, construction and demolition debris, dilapidated sidewalks, potholes in streets, and neglected or abandoned public parks and playgrounds.
The ministry requested participants to specify the prevalence of each aspect in their neighborhoods according to four levels: "Very widespread," "Somewhat widespread," "Not widespread," and "I don't know," before evaluating their level of satisfaction with municipal efforts to address it, through options of "Satisfied," "Neutral," "Dissatisfied," and "I don't know."
The satisfaction evaluation included the organization of parking, removal of damaged vehicles, collection and sweeping of waste, maintenance of containers, fencing of vacant lands, organization of street vendor sites, repair of sidewalks and potholes, greening designated areas, removal of construction and demolition debris, maintenance of parks and playgrounds, in addition to addressing visual distortion issues.
In contrast, "Okaz" observed in several neighborhoods in Al-Hawiya, north of Taif, streets within residential areas that still lack complete paving, along with scattered waste and debris in various locations, which directly intersect with the axes proposed by the ministry for residents to determine their prevalence and assess the efforts to address them.
The survey also extended to measure residents' awareness of the urban scene, by asking participants about the concept of "visual distortion," combining the observation of the reality of services within neighborhoods and measuring the level of satisfaction with their management, placing daily issues that directly affect residents, most notably parking, waste, potholes, sidewalks, lighting, and greening, before the evaluation of the beneficiaries themselves.
