يُشكّل دمج قوات سورية الديمقراطية في الجيش السوري تحولاً سياسياً وإستراتيجياً مهماً في مسار إعادة تشكيل سورية الجديدة، بعد سنوات من الحرب والانقسام. وأعلنت «قسد»، (الثلاثاء)، حلَّ نفسها كقوة عسكرية مستقلة، واستكمال اندماج مقاتليها ضمن مؤسسات الدولة، في تطور يأتي امتداداً لاتفاقات سابقة بين دمشق وقيادة «قسد».
ثمّة دلالات إيجابية لهذا التطور، إذ سيؤدي إلى تعزيز سلطة الدولة المركزية ووحدة الأراضي السورية، فوجود قوة عسكرية مستقلة تسيطر على مساحات واسعة من شمال شرقي البلاد ظلّ أحد أبرز التحديات أمام توحيد المؤسسات السورية.
ومع عملية الدمج، تنتقل العلاقة بين دمشق و«قسد» من صيغة التفاوض بين سلطتين عسكرية وسياسية منفصلتين إلى محاولة استيعاب القوى الموجودة في الشمال الشرقي داخل مؤسسات الدولة.
من شأن هذه الخطوة، أن تؤدي إلى استعادة الدولة السيطرة على موارد ومواقع إستراتيجية، فاتفاقات الدمج شملت المؤسسات المدنية والعسكرية، إضافة إلى المعابر الحدودية وحقول النفط والغاز، وهو ما يمنح دمشق قدرة أكبر على إدارة الموارد السيادية، وإعادة توحيد الاقتصاد والمؤسسات.
يحمل الدمج بعداً إقليمياً ودولياً واضحاً، فـ«قسد» كانت الشريك المحلي الرئيسي للولايات المتحدة في الحرب على تنظيم «داعش»، ومن ثم قد يساهم انتقال عناصرها إلى مؤسسات الدولة السورية في تخفيف أحد مصادر التوتر الإقليمي، خصوصاً مع تركيا، مع بقاء ملف الحقوق والتمثيل الكردي عاملاً حاسماً في استدامة الاتفاق.
المؤكد، أن دمج «قسد» لا يعني مجرد إعادة توزيع وحدات عسكرية، بل يشير إلى انتقال سورية من مرحلة تعدد القوى المسلحة ومناطق النفوذ إلى محاولة إعادة بناء مركز الدولة. ولا شك أن نجاح هذه الخطوة يعتمد على قدرة دمشق على تحويل الاندماج العسكري إلى شراكة سياسية حقيقية، وضمان الحقوق الكردية، ومنع عودة الصراع بصيغ مختلفة.
The integration of the Syrian Democratic Forces into the Syrian army represents an important political and strategic shift in the process of reshaping a new Syria, after years of war and division. "SDF" announced on Tuesday its dissolution as an independent military force and the completion of the integration of its fighters into state institutions, in a development that extends from previous agreements between Damascus and the leadership of "SDF".
There are positive implications for this development, as it will enhance the authority of the central state and the unity of Syrian territory. The existence of an independent military force controlling vast areas of northeastern Syria has remained one of the most significant challenges to unifying Syrian institutions.
With the integration process, the relationship between Damascus and "SDF" shifts from a negotiation format between two separate military and political authorities to an attempt to incorporate existing forces in the northeast into state institutions.
This step is likely to lead to the state regaining control over strategic resources and locations, as the integration agreements included both civil and military institutions, in addition to border crossings and oil and gas fields, which grants Damascus greater capacity to manage sovereign resources and to reunify the economy and institutions.
The integration carries a clear regional and international dimension, as "SDF" was the main local partner of the United States in the war against ISIS. Therefore, the transition of its elements to Syrian state institutions may help alleviate one of the sources of regional tension, especially with Turkey, while the issue of Kurdish rights and representation remains a decisive factor in the sustainability of the agreement.
It is certain that the integration of "SDF" does not merely mean a redistribution of military units, but indicates Syria's transition from a phase of multiple armed forces and spheres of influence to an attempt to rebuild the center of the state. There is no doubt that the success of this step depends on Damascus's ability to transform military integration into a genuine political partnership, ensure Kurdish rights, and prevent the return of conflict in different forms.
