أكد وزير البلديات والإسكان ماجد بن عبدالله الحقيل أن موافقة مجلس الوزراء على عدم توثيق أي تصرف عقاري ناقل لملكية الأرض الخاضعة لأحكام نظام رسوم الأراضي البيضاء والعقارات الشاغرة إلا بعد التحقق من سداد الرسوم المستحقة عليها، تأتي خطوة إستراتيجية تهدف إلى حفظ حقوق الدولة في استيفاء الرسوم المستحقة، وتعزيز الشفافية والحوكمة في القطاع العقاري، بما يدعم استدامة نموه وتطوره.
وأوضح أن التنظيم يقضي بأنه لا يُوثَّق أي تصرف عقاري ناقل لملكية الأرض الخاضعة لأحكام نظام رسوم الأراضي البيضاء والعقارات الشاغرة إلا بعد التحقق من سداد الرسوم المستحقة عليها، بما يضمن استيفاء الحقوق المالية للدولة وفق الأطر النظامية المعتمدة.
وأشار الحقيل إلى أن التنظيم صُمم لتحقيق التوازن بين حفظ حقوق الدولة واستمرارية الحركة التطويرية في القطاع، مؤكداً أنه لا يعيق عمليات تطوير الأراضي، وإنما يحفز الملاك على البدء في تطويرها فعلياً، بما يسهم في زيادة المعروض العقاري ورفع كفاءة استغلال الأراضي داخل النطاق العمراني.
وأضاف وزير البلديات والإسكان أن الغاية النهائية من هذا التنظيم هي دعم قطاع الإسكان وتمكين المواطنين من تملك منازلهم بيسر وسهولة، من خلال توفير خيارات سكنية أكثر تنوعاً ووفرة، بما يسهم في تحقيق مستهدفات رؤية السعودية 2030 في رفع نسبة تملك الأسر السعودية للمساكن.
واختتم بالتأكيد أن هذه الخطوات التنظيمية تعزز كفاءة السوق العقارية، وتحفظ الحقوق، وتحفز تطوير الأراضي، وتدفع عجلة التنمية الحضرية المستدامة بما يخدم المصلحة العامة ويحقق التوازن في السوق العقارية السعودية.
The Minister of Municipalities and Housing, Majed bin Abdullah Al-Huqail, confirmed that the Cabinet's approval to not document any real estate transaction transferring ownership of land subject to the provisions of the White Land and Vacant Properties Fee System, except after verifying the payment of the due fees, is a strategic step aimed at preserving the state's rights in collecting the due fees, and enhancing transparency and governance in the real estate sector, which supports the sustainability of its growth and development.
He explained that the regulation stipulates that no real estate transaction transferring ownership of land subject to the provisions of the White Land and Vacant Properties Fee System shall be documented except after verifying the payment of the due fees, ensuring the collection of the state's financial rights according to the approved regulatory frameworks.
Al-Huqail pointed out that the regulation is designed to achieve a balance between preserving the state's rights and the continuity of developmental movement in the sector, affirming that it does not hinder land development operations, but rather encourages owners to start actual development, contributing to an increase in the real estate supply and enhancing the efficient utilization of land within urban areas.
The Minister of Municipalities and Housing added that the ultimate goal of this regulation is to support the housing sector and enable citizens to own their homes with ease and convenience, by providing more diverse and abundant housing options, which contributes to achieving the targets of Saudi Vision 2030 in increasing the homeownership rate among Saudi families.
He concluded by affirming that these regulatory steps enhance the efficiency of the real estate market, preserve rights, stimulate land development, and drive sustainable urban development in a way that serves the public interest and achieves balance in the Saudi real estate market.
