أثارت طلبات نقل الطلاب إلكترونياً من مدرسة إلى أخرى جدلاً مع انطلاقة العام الدراسي الجديد، في وقت أكدت فيه الوزارة، أن النقل يتم آلياً وفق ضوابط محددة، أبرزها توافر شاغر في المدرسة المراد الانتقال إليها، وأعادت تجربة أحد أولياء الأمور المتعثرين في نقل ابنته التساؤلات حول كفاءة الخدمات الرقمية والبدائل المتاحة عند تعطلها.
وتفاعلت وزارة التعليم، عبر مركز رعاية المستفيدين (تواصل)، مع شكوى بشأن تعثر نقل طالبة إلى مدرسة أخرى، وطلبت من مقدمها تقديم تذكرة «استفسار» عبر «تواصل»، وتوجيهها إلى إدارة التعليم المختصة، واختيار خدمة «شؤون القبول»، ثم «شؤون القبول بنين-بنات»، ليتم التعامل معها من الجهة المختصة.
وجاء التفاعل بعد أن طرح الدكتور حزام السبيعي تجربته مع التحول الرقمي في وزارة التعليم عبر منصة «إكس»، موضحاً أنه لم يتمكن من نقل ابنته إلكترونياً إلى مدرسة قريبة من منزله، فيما رفضت مديرة المدرسة إتمام النقل ورقياً. وأشار إلى أنه تواصل مع الرئيس التنفيذي للشركة المشغلة، قبل أن يُوجَّه إلى مركز خدمة العملاء (تواصل)، باعتباره الجهة المختصة بالدعم.
وأوضح السبيعي، أنه تواصل مع حساب «تواصل» عبر منصة «X» في 18 أغسطس، ولم يتلق رداً حتى وقت نشر تغريدته، قبل أن يتفاعل الحساب الرسمي لاحقاً معه ويدعوه إلى التواصل عبر الرسائل الخاصة.
وأثارت الواقعة تعليقات حول آلية التحول الرقمي في التعليم، إذ يرى الإعلامي داوود الشريان، أن التحول الرقمي ألغى المسار التقليدي قبل ضمان جاهزية المسار الإلكتروني، معتبراً أن تعطل المنصة وغياب البديل اليدوي قد يحول التقنية إلى إجراء بيروقراطي إضافي.
تحديات التحول الرقمي
الاستشاري علي حسن المالكي، أكد لـ«عكاظ»، أن الواقعة تسلط الضوء على تحدٍ حقيقي في مسار التحول الرقمي، مشدداً على أهمية الاستعانة بالكفاءات الوطنية في تصميم وتشغيل ودعم الأنظمة الرقمية الحكومية، بما يحولها من أدوات تقنية إلى خدمات أكثر سرعة وكفاءة وسلاسة.
ودعا المالكي، إلى تعزيز توطين المناصب التقنية والقيادية المرتبطة بالتحول الرقمي الحكومي، مؤكداً وجود كفاءات سعودية مؤهلة في تحليل الأعمال والهندسة المؤسسية وإدارة الإستراتيجية والمنتجات الرقمية والحوكمة والجودة، وقادرة على تطوير الخدمات الرقمية وتحسين تجربة المستفيد.
وفي السياق ذاته، أكدت سمر السلطان لـ«عكاظ»، أهمية التكامل بين وزارة التعليم والقطاع الخاص في تطوير الخدمات الرقمية، مشيرة إلى وجود شركات تقنية تعليمية وطنية وحلول واعدة يمكن أن تسهم في تحسين تجربة المدارس والمستفيدين، مع توفير بيئة مناسبة للتكامل والوصول إلى الميدان.
وبحسب دليل المستخدم لولي الأمر الصادر عن وزارة التعليم، تتيح خدمة نقل الطالب إلكترونياً الانتقال من مدرسة إلى أخرى آلياً وفق الشواغر المتاحة. وحددت الوزارة 3 ضوابط للاستفادة من الخدمة، تشمل أن يكون الطالب مضافاً في نظام «نور» ومسنداً إلى فصل، وأن يكون مرتبطاً بولي الأمر (الأب أو الأم) بصفته ولي أمر أساسياً، إلى جانب توافر شاغر في المدرسة المراد الانتقال إليها.
قنوات بديلة عند التعثر
في حال تعثر الخدمة إلكترونياً، أوضحت الوزارة وجود قنوات بديلة للحصول عليها، من خلال الاتصال بمركز رعاية المستفيدين على مدار الساعة طوال أيام الأسبوع أو التواصل مع مركز «تواصل».
كما نشر تطبيق «توكلنا» خطوات نقل الأبناء إلى مدرسة جديدة، التي تبدأ بالبحث عن خدمة «نقل طالب إلى مدرسة»، ثم اختيار «استمرار»، واستكمال البيانات المطلوبة وتأكيد الطلب، بما يوفر مساراً رقمياً إضافياً لتقديم طلبات نقل الطلاب.
The requests for electronically transferring students from one school to another have sparked controversy with the start of the new academic year, at a time when the ministry confirmed that transfers are carried out automatically according to specific regulations, the most important of which is the availability of a vacancy in the desired school. The experience of a parent who faced difficulties in transferring his daughter raised questions about the efficiency of digital services and the alternatives available when they fail.
The Ministry of Education interacted, through the Beneficiary Care Center (Tawasul), with a complaint regarding the difficulty of transferring a student to another school, and requested the complainant to submit an "Inquiry" ticket via "Tawasul," directing it to the relevant education department, and selecting the "Admissions Affairs" service, then "Boys-Girls Admissions Affairs," so that it could be handled by the appropriate authority.
This interaction came after Dr. Hazem Al-Sabii shared his experience with digital transformation in the Ministry of Education via the "X" platform, explaining that he was unable to transfer his daughter electronically to a school near their home, while the school principal refused to complete the transfer on paper. He indicated that he contacted the CEO of the operating company before being directed to the customer service center (Tawasul), as it is the competent authority for support.
Al-Sabii explained that he reached out to the "Tawasul" account via the "X" platform on August 18, and did not receive a response until the time of publishing his tweet, before the official account later interacted with him and invited him to communicate via private messages.
The incident sparked comments about the mechanism of digital transformation in education, as media figure Dawood Al-Sharyan believes that digital transformation has eliminated the traditional path before ensuring the readiness of the electronic path, considering that platform failures and the absence of a manual alternative could turn technology into an additional bureaucratic procedure.
Challenges of Digital Transformation
Consultant Ali Hassan Al-Maliki confirmed to "Okaz" that the incident highlights a real challenge in the path of digital transformation, emphasizing the importance of utilizing national competencies in designing, operating, and supporting government digital systems, transforming them from technical tools into faster, more efficient, and smoother services.
Al-Maliki called for enhancing the localization of technical and leadership positions related to government digital transformation, affirming the presence of qualified Saudi competencies in business analysis, enterprise engineering, strategic management, digital products, governance, and quality, capable of developing digital services and improving the beneficiary experience.
In the same context, Samar Al-Sultan confirmed to "Okaz" the importance of integration between the Ministry of Education and the private sector in developing digital services, pointing out the existence of national educational technology companies and promising solutions that can contribute to improving the experience of schools and beneficiaries, while providing a suitable environment for integration and reaching the field.
According to the user guide for parents issued by the Ministry of Education, the electronic student transfer service allows for automatic transfer from one school to another based on available vacancies. The ministry specified three conditions for benefiting from the service, including that the student must be registered in the "Noor" system and assigned to a class, and must be linked to a guardian (father or mother) as the primary guardian, in addition to the availability of a vacancy in the desired school.
Alternative Channels in Case of Difficulty
If the service fails electronically, the ministry clarified that there are alternative channels to obtain it, by contacting the Beneficiary Care Center around the clock throughout the week or communicating with the "Tawasul" center.
The "Tawakkalna" application also published steps for transferring children to a new school, which begin with searching for the "Transfer Student to School" service, then selecting "Continue," completing the required data, and confirming the request, providing an additional digital pathway for submitting student transfer requests.
