أدان وزراء خارجية السعودية، وجمهورية مصر العربية، والمملكة الأردنية الهاشمية، وجمهورية باكستان الإسلامية، وجمهورية إندونيسيا، والجمهورية التركية، ودولة قطر، ودولة الإمارات العربية المتحدة الرفض الإسرائيلي المعلن لخريطة الطريق لاستكمال تنفيذ خطة الرئيس الأمريكي دونالد ترمب الشاملة لإنهاء النزاع في غزة، التي أيدها قرار مجلس الأمن التابع للأمم المتحدة رقم 2803، وكذلك الرفض الإسرائيلي لإقامة الدولة الفلسطينية.
جاء ذلك في بيان مشترك، جاء فيه: «يدين وزراء خارجية المملكة العربية السعودية، وجمهورية مصر العربية، والمملكة الأردنية الهاشمية، وجمهورية باكستان الإسلامية، وجمهورية إندونيسيا، والجمهورية التركية، ودولة قطر، ودولة الإمارات العربية المتحدة الرفض الإسرائيلي المعلن لخريطة الطريق لاستكمال تنفيذ خطة الرئيس الأمريكي دونالد ترمب الشاملة لإنهاء النزاع في غزة، التي أيدها قرار مجلس الأمن التابع للأمم المتحدة رقم 2803، وكذلك الرفض الإسرائيلي لإقامة الدولة الفلسطينية، وتمثل هذه المواقف رفضًا مباشرًا للخطة الشاملة، وتهدد تنفيذها، وتقوض بصورة جوهرية الجهود الجماعية المبذولة لتحقيق سلام عادل ودائم، ويؤكد هذا الرفض أن إسرائيل تتحمل الآن مسؤولية عرقلة الجهود الرامية إلى إحلال السلام في غزة وبقية الأرض الفلسطينية المحتلة».
وتأتي خريطة الطريق، التي قبلتها الفصائل الفلسطينية، تتويجًا لجهود مكثفة بذلها الوسطاء، وهي جمهورية مصر العربية، ودولة قطر، والجمهورية التركية، والولايات المتحدة الأمريكية، والممثل الأعلى لغزة، ومجلس السلام، وتشكل محطة بالغة الأهمية لحصر السلاح بالتزامن مع انسحاب القوات الإسرائيلية، ونشر قوة الاستقرار الدولية، ونقل السلطة الإدارية إلى اللجنة الوطنية لإدارة غزة، وإعادة إعمار غزة، على النحو المنصوص عليه في الخطة الشاملة.
إفشال الجهود
ويشكل رفض خريطة الطريق رفضًا صريحًا للمضي قدمًا في تنفيذ الخطة الشاملة، ويهدد بصورة مباشرة بإفشال الجهود المكثفة التي بذلها الرئيس الأمريكي دونالد ترمب لإنهاء الحرب في غزة وتهيئة الظروف اللازمة لتحقيق سلام دائم. وفي هذا الصدد، يؤكد الوزراء أهمية استمرار الانخراط الأمريكي الفاعل لضمان إلزام إسرائيل بالامتثال الكامل للالتزامات والترتيبات المنصوص عليها في الخطة الشاملة وخريطة الطريق التابعة لها، ومنع أي عرقلة إضافية لتنفيذهما.
كما يشددون على أن إسرائيل تتحمل المسؤولية المباشرة والكاملة عن أي تبعات تترتب على استمرار رفضها أو عرقلتها أو تأخيرها أو عدم امتثالها، بما في ذلك أي تدهور ناتج عن ذلك في الأوضاع على الأرض، وأي تعطيل للجهود الرامية إلى إنهاء الحرب في غزة.
معالجة الوضع الإنساني
ويؤكد الوزراء مجددًا الحاجة الملحة إلى التنفيذ الكامل والفوري للخطة الشاملة، بما يسهم في معالجة الوضع الإنساني الخطير، وضمان الأمن والاستقرار للجميع في غزة، وتمهيد الطريق لإعادة الإعمار والتعافي، والدفع نحو تحقيق سلام عادل ودائم يستند إلى حق الشعب الفلسطيني في تقرير المصير وإقامة دولته وفقًا للقانون الدولي، بما يمهد الطريق لتحقيق الأمن والاستقرار لجميع دول وشعوب المنطقة. ويرفض الوزراء رفضًا قاطعًا أي محاولة لإنكار إقامة الدولة الفلسطينية أو الحيلولة دون تجسيدها، بما في ذلك من خلال الإجراءات الأحادية. ولن يتحقق سلام عادل ودائم وشامل إلا من خلال تنفيذ حل الدولتين، وتجسيد دولة فلسطينية مستقلة وذات سيادة على أساس خطوط عام 1967، وعاصمتها القدس الشرقية، وفقًا للقانون الدولي وقرارات الأمم المتحدة ذات الصلة. وعليه، فإن أي محاولة لإنكار إقامة الدولة الفلسطينية أو الحيلولة دون تجسيدها تقوض بصورة مباشرة آفاق السلام والأمن والاستقرار في المنطقة بأسرها.
تنفيذ خريطة الطريق
أكد الوزراء أهمية استمرار الدور الذي يضطلع به مجلس السلام، ويدعون جميع الأطراف إلى دعم جهوده الرامية إلى تنفيذ خريطة الطريق والمضي قدمًا في تنفيذ المرحلة الثانية من خطة الرئيس ترمب الشاملة.
كما دعا الوزراء مجلس السلام، بدعم ومشاركة فاعلين من جانب الولايات المتحدة، إلى اتخاذ تدابير فورية وملموسة في إطار ولايته، بما يكفل الحفاظ على سلامة الخطة الشاملة والحيلولة دون قيام أي طرف بعرقلة تنفيذها.
The foreign ministers of Saudi Arabia, the Arab Republic of Egypt, the Hashemite Kingdom of Jordan, the Islamic Republic of Pakistan, the Republic of Indonesia, the Republic of Turkey, the State of Qatar, and the United Arab Emirates condemned the announced Israeli rejection of the roadmap to complete the implementation of U.S. President Donald Trump's comprehensive plan to end the conflict in Gaza, which was supported by United Nations Security Council Resolution 2803, as well as the Israeli rejection of the establishment of a Palestinian state.
This was stated in a joint statement, which said: "The foreign ministers of the Kingdom of Saudi Arabia, the Arab Republic of Egypt, the Hashemite Kingdom of Jordan, the Islamic Republic of Pakistan, the Republic of Indonesia, the Republic of Turkey, the State of Qatar, and the United Arab Emirates condemn the announced Israeli rejection of the roadmap to complete the implementation of U.S. President Donald Trump's comprehensive plan to end the conflict in Gaza, which was supported by United Nations Security Council Resolution 2803, as well as the Israeli rejection of the establishment of a Palestinian state. These positions represent a direct rejection of the comprehensive plan, threaten its implementation, and fundamentally undermine the collective efforts made to achieve a just and lasting peace. This rejection confirms that Israel now bears the responsibility for obstructing efforts aimed at achieving peace in Gaza and the rest of the occupied Palestinian territories."
The roadmap, which was accepted by the Palestinian factions, is the culmination of intensive efforts made by the mediators, namely the Arab Republic of Egypt, the State of Qatar, the Republic of Turkey, the United States of America, the High Representative for Gaza, and the Peace Council. It represents a critical juncture for the disarmament process alongside the withdrawal of Israeli forces, the deployment of an international stabilization force, the transfer of administrative authority to the National Committee for Gaza's administration, and the reconstruction of Gaza, as stipulated in the comprehensive plan.
Thwarting Efforts
The rejection of the roadmap constitutes a clear refusal to proceed with the implementation of the comprehensive plan and directly threatens to thwart the intensive efforts made by U.S. President Donald Trump to end the war in Gaza and create the necessary conditions for achieving lasting peace. In this regard, the ministers emphasize the importance of continued active U.S. engagement to ensure Israel's full compliance with the commitments and arrangements stipulated in the comprehensive plan and its associated roadmap, and to prevent any further obstruction to their implementation.
They also stress that Israel bears direct and full responsibility for any consequences arising from its continued rejection, obstruction, delay, or non-compliance, including any deterioration resulting from this in the conditions on the ground, and any disruption of efforts aimed at ending the war in Gaza.
Addressing the Humanitarian Situation
The ministers reaffirm the urgent need for the full and immediate implementation of the comprehensive plan, which contributes to addressing the serious humanitarian situation, ensuring security and stability for all in Gaza, paving the way for reconstruction and recovery, and pushing towards achieving a just and lasting peace based on the Palestinian people's right to self-determination and the establishment of their state in accordance with international law, thereby paving the way for security and stability for all countries and peoples in the region. The ministers firmly reject any attempt to deny the establishment of the Palestinian state or to prevent its realization, including through unilateral measures. A just, lasting, and comprehensive peace can only be achieved through the implementation of the two-state solution and the realization of an independent and sovereign Palestinian state based on the 1967 borders, with East Jerusalem as its capital, in accordance with international law and relevant United Nations resolutions. Therefore, any attempt to deny the establishment of the Palestinian state or to prevent its realization directly undermines the prospects for peace, security, and stability throughout the entire region.
Implementing the Roadmap
The ministers emphasized the importance of the continued role played by the Peace Council and called on all parties to support its efforts to implement the roadmap and move forward with the second phase of President Trump's comprehensive plan.
They also urged the Peace Council, with the support and active participation of the United States, to take immediate and tangible measures within its mandate to ensure the integrity of the comprehensive plan and to prevent any party from obstructing its implementation.
