شارك مركز الملك سلمان للإغاثة والأعمال الإنسانية ممثلاً بمستشار المشرف العام مدير إدارة الشراكات والعلاقات الدولية، الدكتورة هناء عمر، عبر الاتصال المرئي، في حوار ويلتون بارك بعنوان «مبادرة الأمم المتحدة 80 وإعادة ضبط العمل الإنساني، إعادة تعريف أدوار الأمم المتحدة في نظام إنساني أكثر محلية». وشاركت الدكتورة هناء بصفتها متحدثة في جلسة عن التوطين، مستعرضة تجربة المركز في تعزيز الشراكات مع الجهات المحلية الإنسانية وبناء قدراتها، بما يسهم في تمكينها من قيادة الاستجابة الإنسانية، انطلاقاً من مبدأ «محلي بقدر الإمكان، ودولي بقدر الضرورة»، الذي يمثل أحد المرتكزات الرئيسية لإصلاحات (UN80) وخريطة طريق (Humanitarian Reset).
يُشار إلى أن الحوار يُعقد بالتعاون مع وزارة الخارجية والكومنولث والتنمية في المملكة المتحدة لبريطانيا العظمى وإيرلندا الشمالية، ويستند إلى المناقشات التي دارت في مؤتمر الشراكات العالمية الذي استضافته المملكة المتحدة في مايو 2026 بمشاركة المملكة العربية السعودية من خلال المركز في اللجنة التوجيهية، ويهدف الحوار إلى مناقشة هذه الموضوعات والمبادرات قبل الأسبوع رفيع المستوى للجمعية العامة للأمم المتحدة في سبتمبر من هذا العام.
وتناول حوار ويلتون بارك آثار توطين العمل الإنساني على نطاق عمل الأمم المتحدة، وعلى الدور المحدد لوكالات الأمم المتحدة، وجمع الحدث ما يصل إلى 45 دولة عضواً مختارة، إضافة إلى ممثلين عن الأمم المتحدة، وجهات فاعلة وطنية ومحلية، في جلسات نقاش غير رسمية حول سبل إحراز تقدم في هذا الشأن.
ويهدف الحوار إلى بلورة توصيات عملية تسهم في تطوير نظام إنساني عالمي أكثر كفاءة، وتمكيناً للجهات المحلية، وتعزيز دور الأمم المتحدة في مجالات التنسيق والحماية والدعم الفني، بما يثري النقاشات الدولية.
The King Salman Center for Relief and Humanitarian Work, represented by the General Supervisor's Advisor and Director of Partnerships and International Relations, Dr. Hanaa Omar, participated via video conference in the Wilton Park Dialogue titled "UN 80 Initiative and Resetting Humanitarian Action: Redefining the Roles of the UN in a More Localized Humanitarian System." Dr. Hanaa participated as a speaker in a session on localization, showcasing the center's experience in enhancing partnerships with local humanitarian entities and building their capacities, which contributes to empowering them to lead humanitarian responses, based on the principle of "Local as much as possible, International as much as necessary," which represents one of the main pillars of the (UN80) reforms and the (Humanitarian Reset) roadmap.
The dialogue is held in collaboration with the UK Foreign, Commonwealth & Development Office and is based on discussions that took place at the Global Partnerships Conference hosted by the UK in May 2026, with the participation of Saudi Arabia through the center in the steering committee. The dialogue aims to discuss these topics and initiatives ahead of the high-level week of the UN General Assembly in September of this year.
The Wilton Park Dialogue addressed the impacts of localizing humanitarian action on the scope of the UN's work and the specific role of UN agencies. The event brought together up to 45 selected member states, in addition to representatives from the UN, national and local actors, in informal discussion sessions on ways to make progress in this regard.
The dialogue aims to formulate practical recommendations that contribute to developing a more efficient global humanitarian system, empowering local entities, and enhancing the role of the UN in areas of coordination, protection, and technical support, enriching international discussions.
