ويتولى مركز عمليات المسجد الحرام مهمة المراقبة في كامل أدوار المسجد وأروقته ومداخله وساحاته، ومتابعة حركة الدخول والخروج وتنظيم تدفق المعتمرين والمصلين، ورصد أي ملاحظات ميدانية أو أمنية، والتعامل معها بشكل فوري وفق خطط تشغيلية دقيقة، تضمن انسيابية الحركة وسلامة الجميع.
ويعمل المركز حلقة وصل رئيسية بين مختلف الجهات الأمنية والخدمية ذات العلاقة التي تشارك في خدمة ضيوف الرحمن، من خلال تنسيق الجهود وتوحيد القرارات الميدانية، بما يحقق تكامل الأدوار ويعزز سرعة الاستجابة لمختلف الحالات، خصوصاً في أوقات الكثافة العالية داخل المسجد الحرام ومحيطه.
ويعمل في مركز العمليات كادر أمني مؤهل من الضباط والأفراد، يتمتعون بخبرات تراكمية وحس أمني عالٍ، اكتسبوه من العمل الميداني المستمر في إدارة الحشود وتدار العمليات وفق قراءة آنية للمشهد داخل الحرم وساحاته، وبما يواكب المتغيرات اللحظية في حركة الزوار.
وتمتاز منظومة العمليات بتقنيات وأنظمة ذكية متقدمة، تشمل عدداً كبيراً من الشاشات المرتبطة بكاميرات عالية الجودة، تغطي جميع أرجاء المسجد الحرام وساحاته والمنطقة المركزية المحيطة به، ما يتيح متابعة دقيقة للحركة والحالة الأمنية والخدمية على مدار الساعة.
وتعمل غرفة العمليات والمراقبة التلفزيونية ضمن منظومة العمل الأمني لخدمة المعتمرين والمصلين، وتتولى رصد حركة المعتمرين وأدائهم للنسك، ونقل الملاحظات التي ترصدها الكاميرات أو التي ترد من الميدان، ليتم التعامل معها ومعالجتها بشكل فوري، بما يسهم في تهيئة بيئة آمنة ومنظمة داخل المسجد الحرام.
كبسولات التشغيل وشاشات المراقبة
تضم غرفة العمليات عدداً من الكبسولات التشغيلية المرتبطة بشاشات مراقبة، تستخدم لمتابعة حركة الحشود داخل المسجد الحرام وساحاته، إضافة إلى مراقبة الشوارع الرئيسية، والمنطقة المركزية، بما يعزز كفاءة إدارة الحركة وتنظيمها.
ويبرز دور مركز العمليات وغرفة المراقبة بشكل أكبر خلال أوقات الذروة، حيث يتم التنسيق المستمر مع القيادات الميدانية الأمنية لتنظيم حركة المشاة، ومتابعة آلية التفويج إلى محطات النقل العام، ورصد مواقع الزحام في الطرق والمحاور المحيطة بالمنطقة المركزية، والعمل على معالجتها بشكل فوري.

The operations center is staffed by a qualified security team of officers and personnel who possess cumulative experience and a high security sense, gained from continuous fieldwork in crowd management. Operations are managed based on real-time assessments of the scene inside the holy site and its courtyards, keeping pace with the instantaneous changes in visitor movement.
The operations system features advanced smart technologies and systems, including a large number of screens connected to high-quality cameras that cover all areas of the Grand Mosque and its courtyards, as well as the surrounding central area, allowing for precise monitoring of movement and the security and service situation around the clock.
The operations and television surveillance room operates within the security framework to serve the pilgrims and worshippers, monitoring the movement of pilgrims and their performance of rituals, and relaying observations captured by the cameras or reported from the field, to be addressed and processed immediately, contributing to creating a safe and organized environment inside the Grand Mosque.

The operations room includes several operational capsules connected to monitoring screens, used to track crowd movement inside the Grand Mosque and its courtyards, in addition to monitoring the main streets and the central area, enhancing the efficiency of movement management and organization.
The role of the operations center and the monitoring room becomes more prominent during peak times, where continuous coordination occurs with field security leaders to organize pedestrian movement, monitor the mechanism of crowd dispersal to public transport stations, identify congestion points on the roads and routes surrounding the central area, and work to address them immediately.
