The proposed grant to the transport authority allows car rental companies the right to refuse to rent to the beneficiary if it is proven that they enabled the vehicle to others to engage in land transport activities in an unlawful manner within a year from the date of proving the practice.

The amendments proposed by the authority to the executive regulations for private car rental activities and brokerage aim to address negative practices represented by the use of rental cars in land transport activities in violation of regulations. According to the proposed amendment, a fourth paragraph is added to Article 39 of the system, stating, "It is required that the beneficiary and those authorized under the contract to drive the private vehicle have a valid, approved identification and a valid driver's license throughout the duration of the contract that allows them to drive the private vehicle, and that they meet the insurance coverage conditions stipulated in the terms of the private vehicle insurance document."

The added fourth paragraph indicates that there is no proof of their practice or enabling others to engage in any land transport activities unlawfully with the private rental vehicle within a year from the date of proving the practice.
