تواصل المملكة العربية السعودية تعزيز حضورها العالمي في مجال البيانات المفتوحة، عبر منظومة وطنية متكاملة تقودها الهيئة السعودية للبيانات والذكاء الاصطناعي (سدايا)، بهدف تعظيم الاستفادة من البيانات ودعم الاقتصاد الوطني وتحفيز الابتكار، بما ينسجم مع مستهدفات رؤية المملكة 2030.
وشكّل إطلاق إستراتيجية البيانات المفتوحة نقطة تحول محورية في مسيرة المملكة نحو بناء بيئة بيانات متقدمة؛ إذ أرست «سدايا» من خلالها الأطر التنظيمية والتقنية اللازمة لإتاحة البيانات واستخدامها بكفاءة، بما يعزز الشفافية ويرفع جودة الاستفادة من البيانات بوصفها أحد الأصول الوطنية الداعمة للتنمية المستدامة وصناعة القرار.
أدوار ومسؤوليات
وفي هذا الإطار، أصدرت «سدايا» سياسة البيانات المفتوحة التي تحدد نطاق البيانات المتاحة ومبادئها، وتوضح الأدوار والمسؤوليات على المستويين الوطني والمؤسسي، إضافة إلى وضع ضوابط وآليات نشر البيانات بما يضمن إتاحتها بصورة منظمة وآمنة وموثوقة.
ولتعزيز الوصول إلى البيانات وتوسيع دائرة الاستفادة منها، دشّنت «سدايا» المنصة الوطنية للبيانات المفتوحة لتكون بوابة موحدة تتيح للجهات الحكومية نشر مجموعات البيانات التي تنتجها بصيغ مفتوحة قابلة للقراءة آلياً، مع تحديثها بشكل مستمر، بما يمكّن الباحثين ورواد الأعمال والمطورين والجهات الحكومية والقطاع الخاص من استخدامها في تطوير الأعمال والمشاريع البحثية والخدمات الرقمية.
تقدم متسارع
وباتت المنصة اليوم إحدى الركائز الأساسية في منظومة البيانات الوطنية، إذ توفر بيانات موثوقة ومتنوعة تسهم في دعم الأبحاث، وتمكين الابتكار، وتعزيز اتخاذ القرار المبني على البيانات.
وتعكس الأرقام حجم التقدم المتسارع في هذا المجال؛ إذ ارتفع عدد الجهات المزودة للبيانات إلى أكثر من 338 جهة حكومية، فيما تجاوز عدد مجموعات البيانات المنشورة 18,679 مجموعة بيانات، ما يؤكد توسع مشاركة البيانات الحكومية وتنامي الاستفادة منها في مختلف القطاعات.
وفي إنجاز دولي بارز، حققت المملكة المركز الأول عالمياً في مؤشر البيانات الحكومية المفتوحة (OGDI) لعام 2024، كما نالت جائزة الحكومة الرقمية لدول مجلس التعاون 2025 عن فئة أفضل مبادرة للبيانات المفتوحة (فئة متميز)، في تأكيد على ريادتها الإقليمية والعالمية في هذا المجال.
وتواصل «سدايا» جهودها لنشر ثقافة البيانات المفتوحة ورفع الوعي بأهميتها، بما يعزز مكانة المملكة كمركز عالمي متقدم في البيانات والذكاء الاصطناعي.
The Kingdom of Saudi Arabia continues to enhance its global presence in the field of open data through a comprehensive national system led by the Saudi Data and Artificial Intelligence Authority (SDAIA), aiming to maximize the benefits of data, support the national economy, and stimulate innovation, in line with the objectives of the Kingdom's Vision 2030.
The launch of the open data strategy has marked a pivotal turning point in the Kingdom's journey towards building an advanced data environment; through it, SDAIA has established the necessary regulatory and technical frameworks to make data available and used efficiently, enhancing transparency and improving the quality of data utilization as one of the national assets supporting sustainable development and decision-making.
Roles and Responsibilities
In this context, SDAIA has issued the open data policy that defines the scope of available data and its principles, clarifying the roles and responsibilities at both the national and institutional levels, in addition to setting controls and mechanisms for data dissemination to ensure its availability in an organized, secure, and reliable manner.
To enhance access to data and expand its utilization, SDAIA has launched the national open data platform to serve as a unified gateway that allows government entities to publish the datasets they produce in open, machine-readable formats, continuously updating them, enabling researchers, entrepreneurs, developers, government entities, and the private sector to use them in developing businesses, research projects, and digital services.
Accelerated Progress
Today, the platform has become one of the essential pillars of the national data system, providing reliable and diverse data that contributes to supporting research, enabling innovation, and enhancing data-driven decision-making.
The figures reflect the magnitude of accelerated progress in this field; the number of data providers has risen to more than 338 government entities, while the number of published datasets has exceeded 18,679 datasets, confirming the expansion of government data sharing and the growing benefits derived from it across various sectors.
In a notable international achievement, the Kingdom ranked first globally in the Open Government Data Index (OGDI) for 2024, and received the Digital Government Award for the Gulf Cooperation Council 2025 in the category of Best Open Data Initiative (Distinguished Category), affirming its regional and global leadership in this field.
SDAIA continues its efforts to promote the culture of open data and raise awareness of its importance, enhancing the Kingdom's position as an advanced global center in data and artificial intelligence.
