حققت المملكة العربية السعودية المرتبة الأولى في منطقة الشرق الأوسط وشمال أفريقيا في مؤشر جاهزية الحكومات للذكاء الاصطناعي لعام 2025، الصادر عن مؤسسة Oxford Insights، أحد أهم المؤشرات العالمية التي يُعتد بها في صنع القرار والتخطيط التنظيمي للدول في هذه التقنيات المتقدمة، في إنجاز يعكس استمرار المملكة في تقدمها المتسارع في تبنّي وتطوير تقنيات الذكاء الاصطناعي على المستوى الحكومي بشكل مستدام.
ويُعد مؤشر جاهزية الحكومات للذكاء الاصطناعي من المؤشرات العالمية المتخصصة التي تقيس قدرة الحكومات على تبنّي الذكاء الاصطناعي وتوظيفه في السياسات العامة والخدمات الحكومية، ويشمل في تقييمه (195) دولة حول العالم، مستندًا إلى مجموعة من المعايير المرتبطة بالحوكمة والبنية التحتية والجاهزية المؤسسية.
ويعكس هذا الإنجاز نضج التجربة الوطنية للمملكة في مجال الذكاء الاصطناعي، ودورها المتنامي في تعزيز الاستخدام المسؤول والفعّال للتقنيات الحديثة، بما يدعم جودة الحياة، ويرفع كفاءة الخدمات الحكومية، ويسهم في تحقيق مستهدفات رؤية المملكة 2030.
كما حققت المركز السابع عالميًا في محور الحوكمة، إلى جانب حصولها على المركز التاسع عالميًا في محور تبنّي القطاع العام، بما يعكس تقدمها المتوازن في الجوانب التنظيمية والتطبيقية للذكاء الاصطناعي على المستوى الحكومي.
ويأتي هذا الإنجاز في ظل ما تحظى به الهيئة السعودية للبيانات والذكاء الاصطناعي (سدايا) من دعم مستمر ومتواصل من ولي العهد رئيس مجلس الوزراء رئيس مجلس إدارة «سدايا» الأمير محمد بن سلمان، لتضطلع بدورها في النهوض بمجال البيانات والذكاء الاصطناعي، وتوفير الإمكانات المتعلقة بالبيانات والقدرات الاستشرافية وتعزيزها بالابتكار المتواصل في مجال الذكاء الاصطناعي، بما يضمن الارتقاء بالمملكة إلى الريادة ضمن الاقتصادات القائمة على البيانات والذكاء الاصطناعي.
ويعكس التقرير تفوق المملكة نظير تحقيقها مستويات متقدمة في عدد من المؤشرات الرئيسية، شملت البنية التحتية المتقدمة للذكاء الاصطناعي، المدعومة بمنصات وحلول وطنية رائدة مثل شركة «هيوماين» التي تسهم جهودها في تمكين القدرات الحاسوبية وتطوير نماذج الذكاء الاصطناعي، وحوكمة الذكاء الاصطناعي، وتبني القطاع العام للتقنيات الذكية، إضافة إلى قدرتها على صياغة السياسات الوطنية، وتسريع تطوير وانتشار أنظمة الذكاء الاصطناعي، والمرونة العالية في تبنّي الحلول التقنية الحديثة.
The Kingdom of Saudi Arabia has achieved the first rank in the Middle East and North Africa in the Government AI Readiness Index for 2025, issued by Oxford Insights, one of the most important global indicators relied upon in decision-making and organizational planning for countries in these advanced technologies. This achievement reflects the Kingdom's continuous progress in the accelerated adoption and development of artificial intelligence technologies at the government level in a sustainable manner.
The Government AI Readiness Index is a specialized global indicator that measures the ability of governments to adopt and employ artificial intelligence in public policies and government services. It includes an evaluation of (195) countries around the world, based on a set of criteria related to governance, infrastructure, and institutional readiness.
This achievement reflects the maturity of the Kingdom's national experience in the field of artificial intelligence and its growing role in promoting the responsible and effective use of modern technologies, which supports the quality of life, enhances the efficiency of government services, and contributes to achieving the objectives of Vision 2030.
The Kingdom also ranked seventh globally in the governance dimension, along with achieving ninth place globally in the public sector adoption dimension, reflecting its balanced progress in the regulatory and practical aspects of artificial intelligence at the government level.
This achievement comes amid the continuous and ongoing support that the Saudi Data and Artificial Intelligence Authority (SDAIA) receives from the Crown Prince, Prime Minister, and Chairman of the Board of Directors of "SDAIA," Prince Mohammed bin Salman, to fulfill its role in advancing the field of data and artificial intelligence, providing data-related capabilities and enhancing them with continuous innovation in the field of artificial intelligence, ensuring the Kingdom's rise to leadership among data-driven and AI-based economies.
The report reflects the Kingdom's superiority due to its achievement of advanced levels in several key indicators, including advanced artificial intelligence infrastructure, supported by leading national platforms and solutions such as "Humain," whose efforts contribute to empowering computational capabilities and developing AI models, AI governance, and the public sector's adoption of smart technologies, in addition to its ability to formulate national policies, accelerate the development and spread of AI systems, and its high flexibility in adopting modern technological solutions.
