ضمن خطوات إنفاذ توجيهات ولي العهد رئيس مجلس الوزراء الأمير محمد بن سلمان بن عبدالعزيز باتخاذ الإجراءات اللازمة لتحقيق التوازن في القطاع العقاري في مدينة الرياض، ومنها قيام الهيئة الملكية لمدينة الرياض بالعمل على توفير أراضٍ سكنية مخططة ومطورة للمواطنين؛ أعلنت الهيئة اليوم صدور نتائج القرعة الإلكترونية لشراء الأراضي السكنية عبر منصَّة التوازن العقاري، وذلك بعد استكمال جميع الإجراءات المرتبطة بمرحلة التحقُّق من أهلية المتقدمين، والنظر في الاعتراضات التي سبقت إجراء القرعة.
وأوضحت أنَّ القرعة الإلكترونية تمت بإشراف لجنة مستقلَّة تضمُّ ممثلين لكل من الهيئة الملكية لمدينة الرياض، ووزارة العدل، والهيئة العامة للعقار، وأمانة منطقة الرياض، والهيئة السعودية للبيانات والذكاء الاصطناعي (سدايا)، وجرى تنفيذها باستخدام أنظمة تقنية متقدِّمة؛ لضمان العدالة وتكافؤ الفرص بين جميع المتقدمين المؤهلين.
وأكدت الهيئة أنَّ نتائج القرعة النهائية أصبحت متاحة الآن عبر منصَّة التوازن العقاري، حيث يمكن للمستحقين الاطلاع على حالة طلباتهم، واستكمال ما يلزم من إجراءات لاحقة، بما في ذلك استعراض تفاصيل القطع المخصَّصة، ومتابعة الخطوات التالية إلكترونيًا.
وتشمل نتائج القرعة الإلكترونية تحديد مواقع الأراضي السكنية المخصَّصة للمستحقين، حيث بلغ إجمالي المساحات 6,380,600 متر مربع، توزَّعت على عدد من المواقع داخل النسيج العمراني في مدينة الرياض، وفي مواقع متعدِّدة يجري تصميمها، ضمن أحياء القيروان، والملقا، والنخيل، والنرجس، ونمار، والرماية، والرمال، والجنادرية، بمساحة 300 متر مربع للقطعة.
وتأتي هذه الخطوة تأكيدًا لما توليه القيادة الرشيدة -أيدها الله- من دعم واهتمام متواصلين لكل ما يُلبّي احتياجات المواطنين، وتطوير الخدمات في العاصمة، وتهيئة السبل للارتقاء بالمعروض العقاري، وإتاحة حلول مرنة، وخيارات متعدِّدة لتملك المواطنين.
وتتمُّ رحلة المستفيد من التقديم حتى التخصيص عبر منصَّة التوازن العقاري الإلكترونية في مراحل واضحة ومحدَّدة، وستكون الخطوات القادمة للمستفيدين من خلال هذه المنصَّة؛ وتشمل إجراءات البيع على الخارطة، واستلام المواقع، وإتمام مراحل البناء.
وسيستمرُّ المسار بعد هذا العام في طرح دفعات جديدة خلال الأربع سنوات القادمة؛ للمساهمة في تحقيق التوازن في القطاع العقاري، تماشيًا مع مستهدفات رؤية المملكة 2030، ومؤشرات جودة الحياة في مدينة الرياض؛ حيث تبنَّت الهيئة الملكية معايير التخطيط الحضري خلال مراحل تطوير المخططات العامة، التي تهدف إلى تحقيق مجتمعات عمرانية تراعي جودة الحياة للسكان، كما تمَّ تطوير كود عمراني لتعزيز التجانس في المشهد الحضري، بما يعكس مبادئ عمارة مدينة الرياض.
As part of the steps to implement the directives of the Crown Prince and Prime Minister, Prince Mohammed bin Salman bin Abdulaziz, to take the necessary measures to achieve balance in the real estate sector in Riyadh, including the Royal Commission for Riyadh City working to provide planned and developed residential lands for citizens; the Commission announced today the results of the electronic lottery for purchasing residential lands through the Real Estate Balance Platform, following the completion of all procedures related to the eligibility verification phase of the applicants and the consideration of objections that preceded the lottery.
The Commission clarified that the electronic lottery was conducted under the supervision of an independent committee comprising representatives from the Royal Commission for Riyadh City, the Ministry of Justice, the General Authority for Real Estate, the Riyadh Region Municipality, and the Saudi Data and Artificial Intelligence Authority (SDAIA), and it was implemented using advanced technological systems to ensure fairness and equal opportunities among all eligible applicants.
The Commission confirmed that the final lottery results are now available on the Real Estate Balance Platform, where eligible individuals can check the status of their applications and complete any necessary subsequent procedures, including reviewing the details of the allocated plots and following the next steps electronically.
The results of the electronic lottery include the identification of the locations of the residential lands allocated to the eligible individuals, with a total area of 6,380,600 square meters, distributed across several sites within the urban fabric of Riyadh, and in multiple locations currently being designed, within the neighborhoods of Al-Qayrawan, Al-Malqa, Al-Nakheel, Al-Narjis, Al-Namar, Al-Rumayah, Al-Rimal, and Al-Janadriyah, with a plot size of 300 square meters.
This step reaffirms the continuous support and attention that the wise leadership - may God support it - gives to meet the needs of citizens, develop services in the capital, and prepare ways to enhance the real estate supply and provide flexible solutions and multiple options for citizens to own property.
The journey of the beneficiary from application to allocation will take place through the electronic Real Estate Balance Platform in clear and defined stages, and the next steps for beneficiaries will be through this platform; including procedures for off-plan sales, site handover, and completion of construction phases.
The pathway will continue after this year with new batches being launched over the next four years; to contribute to achieving balance in the real estate sector, in line with the objectives of Vision 2030 and the quality of life indicators in Riyadh; as the Royal Commission has adopted urban planning standards during the development phases of the general plans, which aim to create urban communities that consider the quality of life for residents, and an urban code has been developed to enhance harmony in the urban landscape, reflecting the principles of the architecture of Riyadh.
