طرحت المنصة الإلكترونية الموحدة لاستطلاع آراء العموم والجهات الحكومية (منصة استطلاع) التابعة للمركز الوطني للتنافسية، 24 مشروعًا ذا صلة بالشأن الاقتصادي والتنموي، بالتعاون مع 17 جهة حكومية؛ لتمكين أصحاب المصلحة، من إبداء المرئيات والمقترحات حولها قبل إقرارها.
وتضمنت المشاريع المطروحة عبر المنصة، مشروع (تعديل الأطر التنظيمية للسماح للمستثمرين الأجانب غير المقيمين بالاستثمار المباشر في الأسهم المدرجة في السوق الرئيسية) التي تهدف من خلاله هيئة السوق المالية إلى تعديل الأحكام المنظمة للاستثمار الأجنبي في الأوراق المالية، بما يتيح للمستثمرين الأجانب غير المقيمين الاستثمار المباشر في الأسهم المدرجة في السوق الرئيسية، وينتهي الاستطلاع على المشاريع بتاريخ 31 أكتوبر 2025.
وطرح مركز التأمين الصحي الوطني عبر المنصة مشروع (لائحة انضمام المؤسسات الصحية إلى شبكة مركز التأمين الصحي الوطني للمؤسسات الصحية المعتمدة)؛ بهدف إصدار لائحة تنظيمية تهدف إلى بيان المؤسسات المعتمدة المقدمة لخدمات الرعاية الصحية أو المنتجات المتعلقة بها، وينتهي الاستطلاع على المشروع بتاريخ 25 أكتوبر 2025.
وشهدت المنصة طرح المركز الوطني للوقاية من الآفات النباتية والأمراض الحيوانية ومكافحتها لمشروع (دليل تسجيل الأعداء الحيوية)؛ الذي يهدف من خلاله المركز إلى تنظيم ومراقبة وتتبع الأعداء الحيوية على طول سلسلة الإمداد داخل المملكة، وتتيح المنصة الاستطلاع على المشروع إلى يوم 20 أكتوبر 2025.
من جانبها طرحت وزارة البلديات والإسكان مشروع (اشتراطات مغاسل الموتى) التي تهدف من خلاله إلى ضبط وتنظيم إنشاء مباني مغاسل الموتى حسب متطلبات واشتراطات كود البناء السعودي، وينتهي الاستطلاع على المشاريع بتاريخ 13 أكتوبر 2025.
ويأتي طرح مشاريع الأنظمة واللوائح وما في حكمها من خلال منصة (استطلاع)؛ تأكيدًا على تعزيز الشفافية في البيئة التشريعية ونشر ثقافة الاستطلاع لدى العموم والجهات الحكومية والقطاع الخاص، وإشراكهم في صياغة المشاريع المتعلقة ببيئة الأعمال.
The unified electronic platform for public and governmental opinions survey (Survey Platform) affiliated with the National Competitiveness Center has launched 24 projects related to economic and developmental matters, in collaboration with 17 governmental entities; to enable stakeholders to express their views and suggestions regarding them before their approval.
The projects presented through the platform include the project (Amendment of regulatory frameworks to allow non-resident foreign investors to invest directly in shares listed on the main market), which aims for the Capital Market Authority to amend the provisions governing foreign investment in securities, allowing non-resident foreign investors to invest directly in shares listed on the main market. The survey on the projects will end on October 31, 2025.
The National Health Insurance Center has presented through the platform the project (Regulations for the inclusion of health institutions in the National Health Insurance Center network for accredited health institutions); aimed at issuing a regulatory framework to clarify the accredited institutions providing healthcare services or related products. The survey on the project will end on October 25, 2025.
The platform also witnessed the launch of a project by the National Center for Plant and Animal Pest Prevention and Control (Guide to Registering Biological Enemies); through which the center aims to organize, monitor, and track biological enemies along the supply chain within the Kingdom. The platform allows for the survey on the project until October 20, 2025.
For its part, the Ministry of Municipalities and Housing has launched the project (Requirements for Mortuary Wash Facilities), which aims to regulate and organize the establishment of mortuary wash facilities according to the requirements and conditions of the Saudi Building Code. The survey on the projects will end on October 13, 2025.
The launch of regulatory projects and similar initiatives through the (Survey) platform emphasizes the enhancement of transparency in the legislative environment and the promotion of a culture of surveying among the public, governmental entities, and the private sector, involving them in shaping projects related to the business environment.
