دشّن أمير المنطقة الشرقية الأمير سعود بن نايف بن عبدالعزيز، اليوم (الأحد)، بحضور وزير البيئة والمياه والزراعة المهندس عبدالرحمن بن عبدالمحسن الفضلي (63) مشروعا تنمويا لمنظومة البيئة والمياه والزراعة في المنطقة، بتكلفة مالية تجاوزت (20.8) مليار ريال، كما وضع سموه حجر الأساس لـ(59) مشروعا تنمويا لمنظومة البيئة في المنطقة، بكُلفة تجاوزت (8) مليارات ريال، وذلك دعما لتحقيق الاستدامة البيئية والمائية، وفقا لمستهدفات رؤية السعودية 2030.
نقلة نوعية نحو تحقيق الاستدامة البيئية والمائية والغذائية
وأكد أمير المنطقة الشرقية أن المشاريع التنموية تأتي استمرارا للدعم الكبير الذي يحظى به قطاع البيئة والمياه والزراعة من القيادة الحكيمة، وهو دعم ينعكس بشكل مباشر على حياة الإنسان في المملكة، خصوصا في المنطقة الشرقية، مشيرا إلى أن هذه المشاريع تمثل نقلة نوعية نحو تحقيق الاستدامة البيئية والمائية والغذائية، بما يسهم في دعم الموارد الطبيعية، وتوفير بيئة صحية وآمنة ترتقي بجودة حياة المواطن والمقيم.
وأوضح وزير البيئة والمياه والزراعة أن المشاريع التي دشنها أمير المنطقة الشرقية تخدم جميع مدن المنطقة ومحافظاتها ومراكزها إنفاذا للتوجيهات السامية الكريمة من لدن خادم الحرمين الشريفين وولي عهده الأمين بما يتماشى مع رؤية السعودية 2030.
تعزيز منظومة توزيع مياه الشرب
وأكد أن المشاريع المُدشّنة اليوم تأتي لتعزيز منظومة توزيع مياه الشرب للمستفيدين في المنطقة الشرقية، مؤكدا أن الهيئة السعودية للمياه نفذت (9) مشاريع للمياه بتكلفة تجاوزت (12) مليار ريال، خُصصت لنظام نقل مياه الجبيل إلى مدن المنطقة الشرقية، ومشروع نظام نقل مياه الخبر إلى حي الجامعة بمدينة الدمام، ومشروع نظام نقل مياه خط التغذية إلى مدينة الطاقة الصناعية، ونظام نقل المياه من حقل مياه الطفيح إلى خزانات محطات الجبيل، ومشروع نظام نقل مياه الخبر الهفوف (المرحلة الثانية)، ومشروع تشييّد محطة تحلية الجبيل (المرحلة الثانية)، ومشروع إنشاء محطة تحلية الخبر (المرحلة الثانية)، ومشروع منظومة إنتاج مياه البحر بالخبر- المرحلة الأولى، ومشروع منظومة إنتاج مياه البحر بالجبيل (مشروع المليون)، مبينا أن هذه المشاريع تهدف إلى إمداد مدن المنطقة الشرقية بالمياه المحلاة، ورفع جودة المياه بالجبيل، وزيادة كمية المياه المحلاة بالمنطقة.
وأشار الوزير الفضلي إلى أن المشاريع التي دشنها أمير المنطقة الشرقية تضمنت مشروعين نفذتهما الشركة السعودية لشراكات المياه بتكلفة تجاوزت (3.3) مليار ريال، منهما مشروع مائي الجبيل (3ب) المستقل لتحلية المياه بهدف مد منطقتي الرياض والقصيم بـ(570) ألف متر مكعب يوميا، وذلك تلبية للطلب المتزايد على مياه الشرب والإسهام في الأمن المائي، ومشروع آخر بيئي تضمن تشيّيد محطة المعالجة غرب مدينة الدمام لرفع الضرر البيئي ومعالجة (200) ألف متر مكعب يوميا للاستفادة منها في مجالات متعددة.
وبين الفضلي أن شركة المياه الوطنية نفَّذت (38) مشروعا مائيا وبيئيا بتكلفة تجاوزت (5) مليارات ريال، تضمنت (20) مشروعا مائيا بتكلفة تجاوزت (4) مليارات ريال، موضحا أن المشاريع المائية تضمنت مد نحو مليون متر طولي من خطوط المياه الرئيسية والشبكات الفرعية، إضافة إلى إنشاء (52) خزانا سعتها الإجمالية تتجاوز (1.5) مليون متر مكعب، ومحطات ضخ بسعة تتجاوز (2.5) مليون متر مكعب يوميا.
وأضاف الفضلي أن المشاريع المائية شملت تنفيذ ثلاثة مشاريع لتحسين شبكات المياه في مدينة الدمام ومشروعين لتحسين شبكات المياه في محافظة الخبر، ومشروعين لتحسين شبكة المياه في محافظة الأحساء، ومشروعين لتحسين شبكات المياه في محافظة القطيف، وقال: «تضمنت المشاريع التي دشنها أمير المنطقة الشرقية الانتهاء من تطوير محطة نقل المياه مع حفر آبار واستبدال خطوط المياه بمحافظة حفر الباطن، ومشروع تجهيز حقل مياه الطفيح بالمنطقة الشرقية، وثلاثة مشاريع لشبكات المياه بمناطق متفرقة بمحافظة حفر الباطن والقيصومة، ومشروع شبكات المياه الرئيسية والفرعية بمناطق متفرقة بالعزيزية بمحافظة الخبر، إضافة إلى مشروع توسعة شبكة المياه بقرى محافظة الأحساء، ومشروع تنفيذ وتأهيل واستكمال مرافق المياه والصرف الصحي بإسكان ديار الأحساء، وتشييد خزانات عالية لهجر محافظة الأحساء وبقيق، ومشروع إنشاء خزان بمحطة المياه بمحافظة الخفجي، ومشروع استبدال وتنفيذ خطوط المياه الرئيسية والفرعية بمناطق متفرقة بالدمام».
وأشار إلى أنه لتحقيق الاستدامة البيئية، وإزالة الضرر البيئي، فقد انتهت الشركة من تنفيذ (18) مشروعا بيئيا بتكلفة تجاوزت مليار ريال، مشيرا إلى أن المشاريع تضمنت مد أكثر من (نصف مليون) متر طولي من خطوط وشبكات الصرف الصحي، إضافة إلى إنشاء محطات معالجة سعتها (189) ألف متر مكعب يوميا، ومحطات رفع بسعة تجاوزت (242) ألف متر مكعب يوميا.
ولفت إلى أن المشاريع البيئية تضمنت تنفيذ محطة معالجة الصرف الصحي بمحافظة الأحساء (المرحلة الأولى)، وتنفيذ مشروع الصرف الصحي لضاحية الملك فهد غرب طريق أبو حدرية بالدمام (المرحلة الأولى)، واستكمال توسعة محطة المعالجة الثنائية بصفوى (الجزءين الأول والثاني)، ومشروع استبدال خطوط الانحدار القائمة مع تنفيذ خطوط طرد جديدة وتطوير بعض محطات الضخ القائمة بمدينة الدمام، وتنفيذ مشروعين لشبكات الصرف الصحي بمحافظة حفر الباطن والقيصومة، ومشروع نقل تدفقات محطات ضخ بالدمام إلى محطة المعالجة الجديدة، إضافة إلى مشروع تحويل تدفقات محطة الصرف الصحي الرئيسية بغرب الفيصلية بالدمام إلى محطة المعالجة الجديدة غرب أبو حدرية، ومشروع شبكات الصرف الصحي ومحطة الضخ بحي النايفية ومناطق متفرقة بالأحساء، ومد الخط الناقل للصرف الصحي بالعزيزية بمحافظة الخبر، وتوسعة شبكات الصرف الصحي لمخطط 92/2 بمحافظة الخبر، وتنفيذ شبكات الصرف الصحي ومحطة الضخ بشرق المحدود مع خط الطرد بالأحساء.
وأفاد الفضلي أن المشاريع البيئية التي نفذتها شركة المياه الوطنية تضمنت أيضا استكمال مشروع شبكات الصرف الصحي ومحطة الضخ مع خطوط الطرد بمحافظة الأحساء، ومشروع مصب الصهاريج بمحطة معالجة الهفوف، واستكمال شبكات الصرف الصحي بمواقع متفرقة بمحافظة رأس تنورة، ومد شبكات الصرف الصحي بمخطط 457/2 و149/2 بمحافظة الخبر، وتنفيذ خط الصرف الصحي الداخل إلى محطة المقربية بالعيون بمحافظة الأحساء، ومد خط بين محطة المعالجة القديمة والمحطة الثلاثية بالدمام.
وكشف الفضلي أن المؤسسة العامة للري نفذت (3) مشاريع بتكلفة تجاوزت (161) مليون ريال تضمنت إنشاء خزانين قطاع (10) بجميع مرافقهما بمحافظة الأحساء، وتنفيذ البنية التحتية لنظام المراقبة والتحكم (سكادا) لغرفة المراقبة الرئيسية لتغطية جميع أنحاء المملكة وربطها بفروع المؤسسة ومرافقها، ومشروع تحويل قنوات الري المفتوحة لأنابيب مغلقة القطاع (8) بمحافظة الأحساء، وذلك بهدف تزويد المستهلكين بالمياه المجددة لإيقاف استهلاك المياه الجوفية، وتعزيز الرصد والتقيّد بالمعايير لرفع كفاءة استخدام المياه، وتحقيق إمدادات مياه الري وتوفيرها لضمان استدامة الموارد المائية.
وأفاد أن المركز الوطني لتنمية الغطاء النباتي ومكافحة التصحر نفذ (10) مشاريع في المنطقة الشرقية، بكُلفة تجاوزت (77) مليون ريال، مفيدا أنها تضمنت تشجير متنزه بحيرة العيون الوطني بـ(100) ألف شجرة، وزراعة 500 ألف شجرة مانجروف في الخليج العربي، ومشروع تشجير متنزه الأحساء الوطني (المرحلة الثانية) بـ(616) شجرة، وتنفيذ مشروع التشجير بزراعة (150) ألف شجرة في الهفوف، وتنفيذ توريد وتركيب (565) لوحة إرشادية في المنطقة الشرقية، ومشروع توريد وتركيب (100) بترة و(20) لوحة إرشادية لمتنزه بحيرة الأصفر بمحافظة الأحساء، ومشروع حماية مواقع المحميات الرعوية الجديدة (المرحلة الثالثة) في المنطقة الشرقية.
وبيّن المهندس الفضلي أن وكالة الوزارة للزراعة نفذت مشروع إنشاء وإعادة تأهيل محجر ميناء الملك عبدالعزيز بالدمام بكُلفة تجاوزت (52) مليون ريال، وذلك بهدف الكشف على الحيوانات القادمة للمملكة للتأكد من خلوها من الأمراض، وإصدار أذونات الاستيراد والتصدير.
وضع حجر أساس (59) مشروعا تنمويا بتكلفة تجاوزت (8) مليارات ريال
وأكد الفضلي أن أمير المنطقة الشرقية وضع حجر أساس (59) مشروعا تنمويا بتكلفة تجاوزت (8) مليارات ريال، ستنفذ شركة المياه الوطنية منها (42) مشروعا مائيا وبيئيا بتكلفة إجمالية تبلغ أكثر من (7.2) مليار ريال، موضحا أن الهيئة السعودية للمياه ستنفذ مشروعين بتكلفة تجاوزت (284) مليون ريال، فيما ستنفذ المؤسسة العامة للري (3) مشاريع بتكلفة (403) ملايين ريال، فيما ستنفذ وكالة الوزارة للمياه مشروعا بتكلفة نحو (5) ملايين ريال، فيما سينفذ المركز الوطني لتنمية الغطاء النباتي ومكافحة التصحر (3) مشاريع بتكلفة تتجاوز (27) مليون ريال، فيما ستنفذ وكالة الوزارة للزراعة (4) مشاريع كُلفتها نحو (5) ملايين ريال، وسينفذ برنامج التنمية الريفية الزراعية المستدامة (4) مشاريع بأكثر من (48) مليون ريال.
وبيّن الفضلي أن هذه المشاريع النوعية نُفذت وفق أفضل الممارسات العملية والخبرات الفنية، لتعكس سير منظومة البيئة والمياه والزراعة، وفق إستراتيجيات وطنية أُسست لتترجم رؤية بلادنا الطموحة 2030، وتعكس حرص قادتها على توفير كل سبل العيش الكريم لمواطنيها، وللمقيمين على أراضيها.

The Prince of the Eastern Province, Prince Saud bin Naif bin Abdulaziz, today (Sunday), in the presence of the Minister of Environment, Water, and Agriculture, Engineer Abdulrahman bin Abdulmohsen Al-Fadli, inaugurated (63) developmental projects for the environment, water, and agriculture system in the region, with a financial cost exceeding (20.8) billion riyals. His Highness also laid the foundation stone for (59) developmental projects for the environmental system in the region, with a cost exceeding (8) billion riyals, in support of achieving environmental and water sustainability, in accordance with the objectives of Saudi Vision 2030.
A Qualitative Leap Towards Achieving Environmental, Water, and Food Sustainability
The Prince of the Eastern Province affirmed that the developmental projects come as a continuation of the significant support that the environment, water, and agriculture sector receives from the wise leadership, which directly reflects on the lives of people in the Kingdom, especially in the Eastern Province. He pointed out that these projects represent a qualitative leap towards achieving environmental, water, and food sustainability, contributing to the support of natural resources and providing a healthy and safe environment that enhances the quality of life for citizens and residents.
The Minister of Environment, Water, and Agriculture clarified that the projects inaugurated by the Prince of the Eastern Province serve all cities, governorates, and centers in the region, implementing the noble directives from the Custodian of the Two Holy Mosques and his trustworthy Crown Prince, in line with Saudi Vision 2030.
Enhancing the Drinking Water Distribution System
He emphasized that the projects inaugurated today aim to enhance the drinking water distribution system for beneficiaries in the Eastern Province, confirming that the Saudi Water Authority has implemented (9) water projects with a cost exceeding (12) billion riyals, allocated for the water transfer system from Jubail to the cities of the Eastern Province, the water transfer project from Khobar to the University District in Dammam, the water transfer system from the feeding line to the industrial energy city, the water transfer system from the Al-Tufaih water field to the Jubail station reservoirs, the second phase of the Khobar Al-Hofuf water transfer project, the second phase of the Jubail desalination plant, the second phase of the Khobar desalination plant, the first phase of the sea water production system in Khobar, and the million project of the sea water production system in Jubail. He indicated that these projects aim to supply the cities of the Eastern Province with desalinated water, improve water quality in Jubail, and increase the amount of desalinated water in the region.
Minister Al-Fadli noted that the projects inaugurated by the Prince of the Eastern Province included two projects implemented by the Saudi Water Partnerships Company at a cost exceeding (3.3) billion riyals, including the independent Jubail water project (3B) for desalination, aimed at supplying the Riyadh and Qassim regions with (570) thousand cubic meters daily, to meet the increasing demand for drinking water and contribute to water security. Another environmental project included the construction of a treatment plant west of Dammam to mitigate environmental damage and treat (200) thousand cubic meters daily for use in various fields.
Al-Fadli explained that the National Water Company has implemented (38) water and environmental projects at a cost exceeding (5) billion riyals, including (20) water projects at a cost exceeding (4) billion riyals. He clarified that the water projects included laying about one million linear meters of main water lines and sub-networks, in addition to constructing (52) reservoirs with a total capacity exceeding (1.5) million cubic meters, and pumping stations with a capacity exceeding (2.5) million cubic meters daily.
Al-Fadli added that the water projects included the implementation of three projects to improve water networks in the city of Dammam, two projects to improve water networks in Khobar, two projects to improve water networks in Al-Ahsa, and two projects to improve water networks in Qatif. He stated: "The projects inaugurated by the Prince of the Eastern Province included the completion of the water transfer station development with drilling wells and replacing water lines in Hafr Al-Batin, the preparation of the Al-Tufaih water field in the Eastern Province, and three water network projects in various areas of Hafr Al-Batin and Al-Qaisumah, as well as the main and sub-water networks in various areas of Al-Aziziyah in Khobar, in addition to the project to expand the water network in the villages of Al-Ahsa, the project to implement, rehabilitate, and complete water and sewage facilities in Diar Al-Ahsa housing, the construction of elevated tanks for the villages of Al-Ahsa and Al-Buqayq, the project to create a tank at the water station in Al-Khafji, and the project to replace and implement main and sub-water lines in various areas of Dammam.
He pointed out that to achieve environmental sustainability and eliminate environmental damage, the company has completed (18) environmental projects at a cost exceeding one billion riyals, indicating that the projects included laying more than (half a million) linear meters of sewage lines and networks, in addition to constructing treatment plants with a capacity of (189) thousand cubic meters daily, and lift stations with a capacity exceeding (242) thousand cubic meters daily.
He noted that the environmental projects included the implementation of a sewage treatment plant in Al-Ahsa (phase one), the implementation of the sewage project for King Fahd District west of Abu Hadriah Road in Dammam (phase one), the completion of the expansion of the dual treatment plant in Safwa (parts one and two), the project to replace existing gravity lines with new discharge lines and develop some existing pumping stations in Dammam, the implementation of two sewage network projects in Hafr Al-Batin and Al-Qaisumah, and the project to transfer flows from pumping stations in Dammam to the new treatment plant, in addition to the project to convert flows from the main sewage plant west of Al-Faisaliyah in Dammam to the new treatment plant west of Abu Hadriah, and the sewage networks and pumping station in Al-Nayfiyah and various areas in Al-Ahsa, laying the sewage transfer line in Al-Aziziyah in Khobar, expanding the sewage networks for the 92/2 scheme in Khobar, and implementing sewage networks and a pumping station in East Al-Muhadid with a discharge line in Al-Ahsa.
Al-Fadli reported that the environmental projects implemented by the National Water Company also included the completion of the sewage networks and pumping station with discharge lines in Al-Ahsa, the project for the tank outlet at the Al-Hofuf treatment plant, the completion of sewage networks in various locations in Ras Tanura, laying sewage networks in the 457/2 and 149/2 schemes in Khobar, implementing the sewage line entering the Al-Muqribiyah station in Al-Oyun in Al-Ahsa, and laying a line between the old treatment plant and the tertiary plant in Dammam.
Al-Fadli revealed that the General Authority for Irrigation has implemented (3) projects at a cost exceeding (161) million riyals, which included the construction of two tanks in sector (10) with all their facilities in Al-Ahsa, the implementation of the infrastructure for the monitoring and control system (SCADA) for the main control room to cover all parts of the Kingdom and connect it with the authority's branches and facilities, and the project to convert open irrigation channels to closed pipes in sector (8) in Al-Ahsa, aimed at supplying consumers with reclaimed water to stop the consumption of groundwater, enhancing monitoring and compliance with standards to improve water use efficiency, and achieving irrigation water supplies and providing them to ensure the sustainability of water resources.
He stated that the National Center for Vegetation Cover Development and Combating Desertification has implemented (10) projects in the Eastern Province, at a cost exceeding (77) million riyals, indicating that they included planting (100) thousand trees in the Al-Oyun National Park, planting 500 thousand mangrove trees in the Arabian Gulf, a project to plant trees in Al-Ahsa National Park (phase two) with (616) trees, implementing a planting project of (150) thousand trees in Al-Hofuf, supplying and installing (565) informational signs in the Eastern Province, and a project to supply and install (100) benches and (20) informational signs for the Al-Asfar Lake Park in Al-Ahsa, as well as a project to protect new grazing reserve sites (phase three) in the Eastern Province.
Engineer Al-Fadli indicated that the Ministry's Agriculture Agency has implemented a project to establish and rehabilitate the King Abdulaziz Port quarantine in Dammam at a cost exceeding (52) million riyals, aimed at inspecting animals arriving in the Kingdom to ensure they are free from diseases and issuing import and export permits.
Laid the Foundation Stone for (59) Developmental Projects at a Cost Exceeding (8) Billion Riyals
Al-Fadli confirmed that the Prince of the Eastern Province laid the foundation stone for (59) developmental projects at a cost exceeding (8) billion riyals, of which the National Water Company will implement (42) water and environmental projects at a total cost of more than (7.2) billion riyals. He clarified that the Saudi Water Authority will implement two projects at a cost exceeding (284) million riyals, while the General Authority for Irrigation will implement (3) projects at a cost of (403) million riyals. The Ministry's Water Agency will implement a project at a cost of about (5) million riyals, while the National Center for Vegetation Cover Development and Combating Desertification will implement (3) projects at a cost exceeding (27) million riyals. The Ministry's Agriculture Agency will implement (4) projects costing about (5) million riyals, and the Sustainable Agricultural Rural Development Program will implement (4) projects worth more than (48) million riyals.
Al-Fadli indicated that these qualitative projects were implemented according to the best practical practices and technical expertise, reflecting the progress of the environment, water, and agriculture system, in accordance with national strategies established to translate our ambitious Vision 2030, and reflecting the leaders' commitment to providing all means of a decent living for its citizens and residents on its lands.
At the end of the ceremony, the Prince of the Eastern Province honored the participating entities.
