The Board of Directors of the Saudi Electricity Regulatory Authority, chaired by the Minister of Energy Prince Abdulaziz bin Salman, has approved the imposition of an annual fee of 60 riyals for each kilovolt-ampere of reserved but unused electrical capacity, under specific conditions, with the decision set to take effect one month from now.
The decision stipulates that five years must have passed since the commencement of electrical service to the consumer, and that the highest recorded consumption over the last three years does not reach 80% of the contracted load. Additionally, the consumer must be connected to the medium voltage network and must not have borne the cost of the transmission station or participated in its costs, as well as being located in an area where the conditions for establishing transmission stations and transferring ownership to the service provider are met.
The decision clarified that the financial fee is calculated by multiplying 60 riyals by the result of subtracting 120% of the highest recorded load over the last three years from the total contracted load.
The decision requires the service provider to send three notifications to the consumer: the first when the conditions are met, the second after three months, and the third two months after the second notification, while providing the option to reduce the contracted loads to avoid the fees.
The decision also stated that a separate invoice for the fees must be issued, distinct from the electricity consumption bill, at least one month after the last notification, with the fees to be collected annually, adhering to the specified notification timelines.
