كشفت هيئة التأمين أن أداء الاستثمار في قطاع التأمين تأثر في عام 2025 بإعادة توزيع الأصول وبيئة أسعار الفائدة.
تراجع أسعار الفائدة
بيّنت الهيئة، في تقريرها السنوي لعام 2025، بروز ثلاثة عوامل ذات صلة وثيقة بذلك، وتشمل استمرار تراجع أسعار الفائدة. أوضحت أنه من المحتمل أن يتسبب أي خفض إضافي في سعر إعادة الشراء (الريبو) في تقليص عوائد النقد والودائع قصيرة الأجل كخطوة أولى، وبالتالي قد تواجه شركات التأمين التي تحتفظ بنسب أعلى من النقد ضغوطاً على دخل استثماراتها الأساسية قبل غيرها. وفي المقابل، قد تتمكن شركات التأمين التي لديها نسبة استثمار أعلى في أدوات الدخل الثابت من الحفاظ على مستويات عوائدها لأمد أبعد، اعتماداً على هيكل استحقاق الآجال ومتطلبات إعادة الاستثمار والجودة الائتمانية والمعالجة المحاسبية.
رسوم المخاطر
أوضحت هيئة التأمين أن العامل الثاني يتمثل في قابلية رأس المال المبني على المخاطر ورسوم المخاطر، حيث أشارت إلى أن إطار رأس المال المبني على المخاطر لعام 2027 سيعزز من أهمية ربط الإستراتيجية الاستثمارية بكفاءة رأس المال. وأفادت بأن قرارات تخصيص الأصول لن تقتصر على اعتبارات العائد والسيولة فحسب، بل ستمتد لتشمل شروط قبول الأصول، ورسوم المخاطر، والتركيز الائتماني، ومدد الاستحقاق، ومطابقة الأصول بالالتزامات. وأضافت أنه رغم أن الاحتفاظ بأوضاع نقدية مرتفعة قد يبقى خياراً مناسباً لبعض شركات التأمين، إلا أنه لا يمثل بالضرورة الاستخدام الأمثل لرأس المال ضمن إطار أكثر حساسية للمخاطر، داعية شركات التأمين للبدء في نمذجة تخصيص أصول محافظها مبكراً وفق التقديرات المتوقعة لإطار رأس المال المبني على المخاطر دون انتظار البدء في المرحلة الانتقالية.

تخصيص الأصول
توقعت الهيئة أن تقوم شركات التأمين بتقييم تخصيص الأصول الحالية وفق المعايير المحتملة لإطار رأس المال المبني على المخاطر، وحاجات السيولة، وطبيعة الالتزامات، والتأثير المحتمل لانخفاض عائدات إعادة الاستثمار. وأشارت إلى أن دخل الاستثمار ساعد في دعم ربحية القطاع خلال فترة ضغوط الاكتتاب، مبينة أنه إذا استمرت أسعار الفائدة في الانخفاض، فقد يتراجع هذا الدعم، وبناءً على ذلك ستصبح ربحية القطاع على المدى المتوسط أكثر اعتماداً على هوامش الاكتتاب المستدامة، والإدارة المنضبطة للمطالبات، والاستراتيجيات الاستثمارية التي توازن بين العائد والسيولة وكفاءة رأس المال.
The Insurance Authority revealed that investment performance in the insurance sector was affected in 2025 by asset reallocation and the interest rate environment.
Declining Interest Rates
The Authority indicated in its annual report for 2025 that three closely related factors emerged, including the continued decline in interest rates. It explained that any further reduction in the repo rate could lead to a decrease in returns on cash and short-term deposits as a first step, and thus insurance companies holding higher cash ratios may face pressure on their core investment income before others. Conversely, insurance companies with a higher investment ratio in fixed-income instruments may be able to maintain their return levels for a longer period, depending on the maturity structure, reinvestment requirements, credit quality, and accounting treatment.
Risk Charges
The Insurance Authority clarified that the second factor relates to risk-based capital and risk charges, noting that the risk-based capital framework for 2027 will enhance the importance of linking the investment strategy to capital efficiency. It stated that asset allocation decisions will not be limited to return and liquidity considerations alone but will extend to include asset acceptance conditions, risk charges, credit concentration, maturities, and matching assets with liabilities. It added that while maintaining high cash positions may remain a suitable option for some insurance companies, it does not necessarily represent the optimal use of capital within a more risk-sensitive framework, urging insurance companies to begin modeling the allocation of their portfolios early based on the expected estimates of the risk-based capital framework without waiting for the transition phase to begin.
Economic Variables
The Insurance Authority noted that the third factor relates to macroeconomic and geopolitical variables, indicating that the operational environment for 2026 is characterized by instability and volatility, representing a radical shift compared to the stability that prevailed last year. It pointed out that geopolitical tensions affecting the region, including the availability of international reinsurance, may also spill over into asset markets, with potential implications for equity valuations, credit spreads, and the reliability of return assumptions. Regarding the expected impact on the sector, the Authority stated that investment portfolio decisions for 2026 will affect the level of profit resilience and the readiness of companies to implement the risk-based capital framework.
Asset Allocation
The Authority anticipated that insurance companies would evaluate their current asset allocation according to the potential criteria of the risk-based capital framework, liquidity needs, the nature of liabilities, and the potential impact of declining reinvestment returns. It noted that investment income has helped support the sector's profitability during the underwriting pressure period, indicating that if interest rates continue to decline, this support may diminish. Consequently, the sector's profitability in the medium term will become more dependent on sustainable underwriting margins, disciplined claims management, and investment strategies that balance returns, liquidity, and capital efficiency.
