تحركت اليابان لوضع واحدة من أكثر خطط الطوارئ طموحاً في تاريخها، عبر إنشاء عاصمة احتياطية يمكنها تولي إدارة شؤون الدولة في حال تعرض طوكيو لزلزال مدمر يعطل مؤسسات الحكم والاقتصاد.
وتأتي هذه الخطوة في ظل تزايد المخاوف من وقوع زلزال كبير في منطقة العاصمة، وهو سيناريو ترى السلطات أنه قد يؤدي إلى توقف عمل الحكومة والبرلمان والمؤسسات الحيوية، مما يهدد استمرارية إدارة الدولة.
وبحسب ما أوردته «بلومبيرغ»، أقر البرلمان الياباني إطاراً قانونياً يمهد لإنشاء عاصمة احتياطية، بحيث تنتقل إليها الحكومة المركزية فوراً إذا أصبحت طوكيو غير قادرة على أداء مهامها بسبب كارثة طبيعية أو ظرف استثنائي.
وتهدف الخطة إلى ضمان استمرار عمل مؤسسات الدولة دون انقطاع، من خلال توفير مركز بديل يضم مقار الحكومة والوزارات والهيئات السيادية.

According to what was reported by "Bloomberg," the Japanese parliament has approved a legal framework that paves the way for the establishment of a backup capital, so that the central government can immediately relocate there if Tokyo becomes unable to perform its duties due to a natural disaster or exceptional circumstances.
The plan aims to ensure the uninterrupted operation of state institutions by providing an alternative center that includes the headquarters of the government, ministries, and sovereign bodies.
