أظهر التقرير السنوي لعام 2025 حول «رؤية السعودية 2030»، الصادر اليوم، أن مؤشر الاستثمار الأجنبي كنسبة للناتج المحلي الإجمالي في السعودية يُعد أحد مؤشرات الوعود التي تضمنتها وثيقة الرؤية، وقد مرّ بمراحل متعددة لتحسين جودة البيانات وتعزيز شفافيتها.
ووفقاً لآخر قراءة للمؤشر، ارتفعت قيمته من 1% في العام 2017 إلى 2.85% في العام 2024، محققاً نحو 98% من مستهدفه السنوي بفارق طفيف.
وشهدت الاستثمارات الأجنبية توسعاً وتنوعاً خلال السنوات الأخيرة، متدفقة إلى مختلف القطاعات ومدن المملكة، وهو ما سيكون حافزاً لاستقطاب المزيد من الاستثمارات الأجنبية مستقبلاً؛ لمواكبة هذه الوتيرة المتسارعة حتى تحقيق مستهدف عام 2030.
وأظهر التقرير السنوي لرؤية السعودية 2030 أن مؤشر البطالة يعد أحد المؤشرات التي تضمنتها وثيقة الرؤية، وقد حقق مستهدفه لعام 2030 عند 7% قبل أوانه بنهاية العام 2024.
توطين الوظائف وتقليص فجوة المهارات
وحسب التقرير الصادر عن عام 2025، فإن بيانات المؤشر حُدّثت وفقاً لتحديث بيانات التعداد السكاني في العام 2024 بناءً على تعداد السعودية للعام 2022؛ بهدف تقديم قراءة أكثر دقة تعكس التقدم المشاهد في توليد الوظائف، إلا أن معدل البطالة بين السعوديين سجل 7.2% بنهاية العام 2025.
وذكر التقرير أن الإصلاحات الاقتصادية ساهمت في انخفاض معدل البطالة بين السعوديين؛ إذ كان للسياسات المتبعة في توطين الوظائف وتوليد فرص العمل أثر بالغ في ذلك، مدعومة بمبادرات استراتيجية سوق العمل وبرنامج تنمية القدرات البشرية، التي عملت على تقليص الفجوة بين مهارات طالبي العمل والمهارات المطلوبة في سوق العمل، إلى جانب التوسع في تنمية القطاعات وإيجاد فرص الاستثمار، وهو ما رفع عدد السعوديين العاملين في القطاع الخاص إلى أكثر من 2.5 مليون موظف بنهاية العام 2025، وتوظيف 562 ألف سعودي في القطاع الخاص خلال 2025 بنمو 29%.
أدنى مستوى تاريخي لمعدل بطالة المرأة
كما ساعدت الإصلاحات الاجتماعية في تمكين عمل المرأة السعودية وإيجاد الفرص لها، وهو ما انعكس إيجاباً على المؤشر بانخفاض معدل البطالة بين السعوديات مسجلاً 10.3% عند أدنى مستوى تاريخي، مدفوعاً بمبادرات عديدة عملت على تسهيل الوصول إلى مقار العمل، ومبادرات الحضانة، وغيرها من المبادرات الداعمة لها في بيئات العمل.
وأشار إلى أن الجهات ذات العلاقة تواصل جهودها لتعزيز أداء المؤشر من خلال عدد من المبادرات، منها مبادرة «تعزيز الخبرات العملية للطلاب» التي تهدف إلى إمداد طلاب وطالبات المرحلة الثانوية بالمهارات الموائمة لاحتياجات سوق العمل، عبر توفير فرص التطوع والعمل الجزئي وخدمة المجتمع؛ بما يسهم في زيادة احتكاكهم وخبراتهم وبناء قدراتهم المهنية.
وإلى جانب مبادرة «تنمية قدرات ريادة الأعمال في مؤسسات التعليم التقني والمهني»، التي تهدف إلى تطوير مقررات موجهة لمتدربي ومتدربات التعليم التقني والمهني، لتنمية القدرات في مجالات ريادة الأعمال والشركات الناشئة، تسعى مبادرة «التدريب الإلزامي لمدة 6 أشهر قبل التخرج من التعليم العالي» إلى تحفيز أصحاب الأعمال والشركات والمنظمات بمختلف القطاعات على توفير فرص التدريب؛ لرفع جاهزية الخريجين لسوق العمل وزيادة فرص توظيفهم.
The annual report for 2025 on "Saudi Vision 2030," released today, indicates that the foreign investment index as a percentage of GDP in Saudi Arabia is one of the promising indicators included in the vision document, having gone through multiple phases to improve data quality and enhance transparency.
According to the latest reading of the index, its value rose from 1% in 2017 to 2.85% in 2024, achieving about 98% of its annual target with a slight margin.
Foreign investments have expanded and diversified in recent years, flowing into various sectors and cities across the Kingdom, which will serve as an incentive to attract more foreign investments in the future; to keep pace with this accelerating rate until the 2030 target is achieved.
The annual report for Saudi Vision 2030 showed that the unemployment index is one of the indicators included in the vision document, having achieved its target for 2030 at 7% ahead of schedule by the end of 2024.
Localization of Jobs and Reducing the Skills Gap
According to the report issued for 2025, the index data has been updated based on the 2024 population census, following Saudi Arabia's 2022 census; aiming to provide a more accurate reading that reflects the observed progress in job creation, although the unemployment rate among Saudis recorded 7.2% by the end of 2025.
The report mentioned that economic reforms contributed to the decrease in the unemployment rate among Saudis; as the policies implemented in job localization and job creation had a significant impact on this, supported by strategic labor market initiatives and the Human Capacity Development Program, which worked to reduce the gap between the skills of job seekers and the skills required in the labor market, alongside the expansion in sector development and investment opportunities, which raised the number of Saudis working in the private sector to over 2.5 million employees by the end of 2025, with 562,000 Saudis employed in the private sector during 2025, marking a growth of 29%.
Historic Low for Women's Unemployment Rate
Social reforms have also helped empower Saudi women to work and create opportunities for them, positively reflected in the index with the unemployment rate among Saudi women dropping to 10.3%, reaching a historic low, driven by numerous initiatives that facilitated access to workplaces, childcare initiatives, and other supportive measures in work environments.
It was noted that relevant entities continue their efforts to enhance the performance of the index through several initiatives, including the "Enhancing Practical Experience for Students" initiative, which aims to equip high school students with skills aligned with labor market needs by providing opportunities for volunteering, part-time work, and community service; contributing to increasing their exposure and experiences and building their professional capabilities.
In addition to the "Developing Entrepreneurship Skills in Technical and Vocational Education Institutions" initiative, which aims to develop curricula directed at trainees in technical and vocational education to enhance capabilities in entrepreneurship and startups, the "Mandatory 6-Month Training Before Graduation from Higher Education" initiative seeks to encourage employers, companies, and organizations across various sectors to provide training opportunities; to enhance graduates' readiness for the labor market and increase their employment opportunities.
