تتحرك وزارة المالية عبر مركز المهارات المالية نحو إعادة صياغة دور إدارات الميزانيات في الوزارات والهيئات الحكومية، بإطلاق برنامج إدارة الميزانية المتقدم - إدارة المخاطر المالية، الذي يهدف إلى رفع كفاءة الممارسين الماليين وتعزيز قدرتهم على تحليل المخاطر والتعامل معها أثناء إعداد وتنفيذ الميزانيات العامة، بما يسهم في بناء منظومة مالية أكثر كفاءة واستدامة.
البرنامج التدريبي يأتي ضمن نهج الوزارة في تطوير قدرات الكوادر الحكومية وتوسيع مهاراتهم في التعامل مع المتغيرات المالية والاقتصادية، عبر تمكينهم من أدوات تحليل دقيقة تساعدهم على تقييم المخاطر المالية وتخفيف أثرها في مختلف مراحل إعداد الميزانية وتنفيذها، وتحسين جودة التقديرات المالية ودقة التخطيط، بما ينعكس مباشرة على كفاءة الإنفاق العام.
ويركّز البرنامج على تطوير قدرات الممارسين الماليين في تحليل البيانات المالية وربطها بمصادر الخطر المحتملة، إلى جانب رفع كفاءة التقديرات المالية ودقة التخطيط المالي داخل الجهات الحكومية، وتعزيز الجاهزية للتغيرات والظروف الطارئة التي قد تؤثر في سير الميزانيات أو تنفيذ الخطط التشغيلية.
ويغطي البرنامج عدة محاور رئيسية تشمل المفاهيم الأساسية لإدارة المخاطر، وإدارة المخاطر المالية في الموازنات الحكومية، والمخاطر المرتبطة بمراحل إعداد وتنفيذ الميزانية، إضافة إلى حوكمة إدارة المخاطر التي تضمن انضباط السياسات المالية واستدامة القرارات المرتبطة بها.
إطلاق هذا البرنامج يأتي امتداداً لجهود وزارة المالية في بناء بيئة مالية حكومية قادرة على استشراف المخاطر والتعامل معها بفاعلية عالية، وتحويل الميزانية العامة إلى أداة إستراتيجية تدعم الكفاءة، وتُحصّن الإنفاق الحكومي من التقلبات، وترسّخ مبادئ الحوكمة والاستدامة في إدارة المال العام.
The Ministry of Finance is moving through the Financial Skills Center towards redefining the role of budget departments in ministries and government agencies by launching the Advanced Budget Management Program - Financial Risk Management, which aims to enhance the efficiency of financial practitioners and strengthen their ability to analyze and manage risks during the preparation and implementation of public budgets, contributing to building a more efficient and sustainable financial system.
The training program is part of the ministry's approach to developing the capabilities of government personnel and expanding their skills in dealing with financial and economic changes, by enabling them with precise analytical tools that help them assess financial risks and mitigate their impact at various stages of budget preparation and implementation, thereby improving the quality of financial estimates and planning accuracy, which directly reflects on the efficiency of public spending.
The program focuses on developing the capabilities of financial practitioners in analyzing financial data and linking it to potential sources of risk, in addition to enhancing the efficiency of financial estimates and the accuracy of financial planning within government entities, and strengthening readiness for changes and emergency conditions that may affect the progress of budgets or the implementation of operational plans.
The program covers several main axes, including the basic concepts of risk management, financial risk management in government budgets, risks associated with the stages of budget preparation and implementation, in addition to the governance of risk management that ensures the discipline of financial policies and the sustainability of decisions related to them.
The launch of this program is an extension of the Ministry of Finance's efforts to build a government financial environment capable of anticipating risks and dealing with them effectively, transforming the public budget into a strategic tool that supports efficiency, protects government spending from fluctuations, and reinforces the principles of governance and sustainability in managing public funds.
