The governance of studying requests for the transformation of government and public entities has revealed new controls and conditions for transformation requests, which include preparing plans to deal with surplus workforce, including transitioning to the private sector, terminating service, or early retirement, in addition to studying the financial impacts of the transformation for 3 consecutive financial years, without exceeding the communicated guideline ceilings for the entities.
The controls will apply to all government and public entities, including new and existing transformation requests, starting from the date of their approval, with the aim of enhancing the accuracy of transformation outcomes related to human resources, financial impact, justifications for the request, and targeted results.
Addressing Surplus Jobs
The governance has obligated the entities requesting transformation to submit a workforce plan, which includes the current and targeted job categories, their numbers, and the financial impact resulting from the transformation, in coordination with the Ministry of Human Resources and Social Development, ensuring that employees and workers match the job needs according to the unified Saudi classification of professions.
It also requires the registration of data for all unutilized competencies of those occupying surplus jobs in the database of the Ministry of Human Resources and Social Development, and preparing an incentive plan to deal with workers for whom there is no need, including options for transitioning to the private sector, terminating service, or early retirement.
3 Financial Years
On the financial side, the governance requires entities to provide a precise analysis of the financial impacts resulting from the transformation, including expenses and obligations for 3 consecutive financial years, along with identifying funding sources and the necessary steps to absorb the financial impact and ensure compliance with financial and contractual obligations.
It also requires the submission of reports on budget performance for the last 3 financial years, and any deviation rates if present, in addition to medium and long-term financial planning for human resources, ensuring that the communicated guideline ceilings are not exceeded under any circumstances.
Justifications for Transformation
The governance has identified 4 axes for justifying transformation requests, including the challenges faced by the entity, turnover rates associated with recruitment, resignations, early or regular retirement, the existence of a nationally approved financial strategy or initiatives to achieve the vision or major projects, in addition to the fundamental change in the entity's missions, competencies, and roles.
Entities are required to submit a comprehensive vision document for the transformation, which includes the current and targeted organizational structure, and a performance development strategy that does not exceed a 3-year implementation period, along with a report comparing current performance with the expected results to be achieved after the transformation.
