كشف وزير البلديات والإسكان ماجد الحقيل أن قرار تطبيق رسوم الأراضي البيضاء في مدينة الرياض، هو واحد من 4 توجهات رئيسية لتصحيح السوق.
وأضاف الحقيل أن هدف القرار الأساسي هو رفع المعروض العقاري في الرياض، مشيرا إلى أن تحقيق النمو يتطلب السيطرة على أي ارتفاع غير عادل للأسعار، جاء ذلك خلال حديثه لـ«العربية».
وأعلنت وزارة البلديات والإسكان تحديد النطاقات الجغرافية لتطبيق رسوم الأراضي البيضاء في مدينة الرياض.
وكشفت الوزارة عند تقسيم النطاقات الجغرافية للأراضي البيضاء في الرياض إلى 5 شرائح، مع فرض رسوم متفاوتة على كل شريحة.
وتابعت:«ستُطبق الوزارة رسوما سنوية بنسبة 10% على أراضي الشريحة ذات الأولوية القصوى، و7.5% للعالية، و5% للمتوسطة، و2.5% للمنخفضة».
فيما استُثنيت الشريحة خارج نطاق الأولويات من الرسوم، على أن تحتسب من ضمن مجموع الأراضي البيضاء المملوكة للمكلف داخل نطاق المدينة.
وأكدت وزارة البلديات والإسكان أن اللائحة التنفيذية لبرنامج رسوم الأراضي البيضاء تضمن استمرارية فاعلية الرسوم من خلال مراجعة سنوية لأوضاع كل مدينة أو نطاق جغرافي، تشمل تقييم المعروض العقاري ومستويات الأسعار ورصد الممارسات الاحتكارية، مع إتاحة إمكانية الإبقاء على الرسوم أو تعديلها أو تعليقها بما يحقق أهداف البرنامج.
ودعت الوزارة جميع الملاك إلى تسجيل أراضيهم خلال 60 يوما عبر البوابة الإلكترونية للبرنامج، تفاديا لغرامات قد تصل إلى 100% من قيمة الرسم، مشيرة إلى إمكانية الاستفادة من خدمات مركز «إتمام» لتسريع اعتماد المخططات وإصدار التراخيص، بما يُسهّل عمليات التطوير.
وأشارت إلى أن إيرادات الرسوم المُحصّلة ستُخصص بالكامل لدعم مشاريع الإسكان وزيادة المعروض السكني.

The Minister of Municipalities and Housing, Majid Al-Huqail, revealed that the decision to implement white land fees in Riyadh is one of four main directions to correct the market.
Al-Huqail added that the primary goal of the decision is to increase the real estate supply in Riyadh, noting that achieving growth requires controlling any unfair price increases. This was stated during his talk with "Al Arabiya".
The Ministry of Municipalities and Housing announced the geographic areas designated for the implementation of white land fees in Riyadh.
The ministry revealed that it has divided the geographic areas of white lands in Riyadh into five categories, imposing varying fees on each category.
It continued: "The ministry will apply an annual fee of 10% on lands in the highest priority category, 7.5% for the high category, 5% for the medium category, and 2.5% for the low category."
Meanwhile, the category outside the priority range is exempt from the fees, but it will be counted among the total white lands owned by the taxpayer within the city limits.
The Ministry of Municipalities and Housing confirmed that the executive regulation for the white land fee program ensures the continued effectiveness of the fees through an annual review of the conditions of each city or geographic area, which includes evaluating the real estate supply, price levels, and monitoring monopolistic practices, with the possibility of maintaining, adjusting, or suspending the fees to achieve the program's objectives.
The ministry urged all owners to register their lands within 60 days through the program's electronic portal to avoid fines that could reach 100% of the fee value, noting the possibility of benefiting from the services of the "Etmam" center to expedite the approval of plans and the issuance of licenses, facilitating development processes.
It indicated that the revenues collected from the fees will be fully allocated to support housing projects and increase the housing supply.
