منذ انتهاء الحرب العالمية الثانية، سعى المجتمع الدولي إلى بناء نظام عالمي يمنع تكرار المآسي التي شهدها العالم. فأنشئت الأمم المتحدة، وصندوق النقد الدولي، والبنك الدولي، ومنظمة التجارة العالمية، وغيرها من المؤسسات التي تهدف إلى تنظيم العلاقات بين الدول، وتعزيز السلم والأمن والتعاون الدولي. ومع ذلك، يبقى السؤال مطروحاً: من يحكم العالم حقاً! أهي المؤسسات الدولية، أم القوى الكبرى التي تمتلك النفوذ السياسي والعسكري والاقتصادي!
من الناحية النظرية، يقوم النظام الدولي على مبدأ سيادة الدول والمساواة بينها، حيث يحدد القانون الدولي الحقوق والواجبات، وتتمتع جميع الدول بعضوية الأمم المتحدة. إلا أن الواقع يكشف أن موازين القوة تلعب دوراً مؤثراً في صنع القرار الدولي.
ومع صعود قوى جديدة مثل الصين والهند، وعودة روسيا إلى لعب دور أكثر حضوراً، وتنامي دور التكتلات الاقتصادية مثل مجموعة العشرين ومجموعة (بريكس)، أصبح النظام الدولي أكثر تعددية وأقل اعتماداً على هيمنة قطب واحد. وفي المقابل، تتزايد الدعوات إلى إصلاح مؤسسات الحوكمة العالمية لتصبح أكثر تمثيلاً للتحولات الدولية وأكثر قدرة على مواجهة التحديات المعاصرة.
وفي هذا السياق، تؤكد بلادنا أهمية النظام الدولي القائم على احترام القانون الدولي، وسيادة الدول، وعدم التدخل في الشؤون الداخلية، وتعزيز الحوار والتعاون متعدد الأطراف. كما عززت حضورها الدولي من خلال استضافة قمة مجموعة العشرين (G20) عام 2020، والإسهام في مبادرات دولية في مجالات الاقتصاد والطاقة والمناخ والعمل الإنساني، بما يعكس دورها المتنامي في دعم الاستقرار والتعاون الدولي.
Since the end of World War II, the international community has sought to build a global system that prevents the repetition of the tragedies witnessed by the world. The United Nations, the International Monetary Fund, the World Bank, the World Trade Organization, and other institutions aimed at organizing relations between countries, promoting peace, security, and international cooperation were established. However, the question remains: who really governs the world? Is it the international institutions, or the major powers that possess political, military, and economic influence?
In theory, the international system is based on the principle of state sovereignty and equality among them, where international law defines rights and obligations, and all countries enjoy membership in the United Nations. Yet, reality reveals that the balance of power plays a significant role in international decision-making.
With the rise of new powers such as China and India, the return of Russia to a more prominent role, and the growing influence of economic blocs like the G20 and BRICS, the international system has become more multipolar and less dependent on the dominance of a single pole. In contrast, calls for reforming global governance institutions to make them more representative of international transformations and more capable of addressing contemporary challenges are increasing.
In this context, our country emphasizes the importance of an international system based on respect for international law, state sovereignty, non-interference in internal affairs, and the promotion of dialogue and multilateral cooperation. It has also enhanced its international presence by hosting the G20 summit in 2020 and contributing to international initiatives in the fields of economy, energy, climate, and humanitarian work, reflecting its growing role in supporting stability and international cooperation.
