في لحظة فارقة من مسار الأحداث وفي موضوع بالغ الأهمية، يتصل بمصير حاضرنا ومستقبلنا، حيث يصبح التفكير العميق والمعلن ضرورة لا خياراً.. قضية تفرض أن نفتح لها أبواب التفكير بصوتٍ عالٍ، قبل أن تُغلق الوقائع منافذ القرار.
ولأنها مسألة مهمة ومصيرية.. لا بد في هذه الحالة أن يكون التفكير بصوت عالٍ وقوي.. ففي خضم المتغيرات المتسارعة التي يشهدها الشرق الأوسط، لم تعد منطقة الخليج مجرد ساحة تمر بها الأحداث، بل أصبحت هي قلب المعادلة وميزانها.. فالتوقيع على مذكرة تفاهم أمريكية-إيرانية التي انتهت قبل أن يجف حبرها، ليست حدثاً دبلوماسياً عابراً.. بل هي إعلان عن بداية مرحلة جديدة تعيد تعريف مفهوم «الضمانات» التي اعتاد الخليج الاعتماد عليها لعقود.
هنا يصبح التفكير ضرورة إستراتيجية، لا ترفاً فكرياً.. فالسؤال لم يعد ماذا ستفعل أمريكا أو إيران؟ بل نحن في دول الخليج العربي.. إلى أين نحن ذاهبون بأنفسنا؟ وما شكل الضمانات التي نريدها لأمننا؟ ومن الذي سيصوغها إذا لم نصغها بأيدينا؟
إن أمن الخليج ليس غاية بذاته، بل هو البوابة.. بوابة التنمية والرخاء لدوله وشعوبه، وبوابة التحول من اقتصاد الريع إلى اقتصاد المعرفة والصناعة والتقنية.. وبوابة لحياة شعوب دائماً تتطلع إلى الاستقرار بعيداً عن لغة الصراعات والحروب المدمرة التي أحرقت محيطنا وأعاقت نهوضه لعقود.
ولذلك، فإن أي حديث عن مذكرات واتفاقات تفاهم يجب أن يبدأ من سؤال جوهري.. وهو كيف نضمن أن يكون المستقبل خليجياً بالدرجة الأولى؟ وكيف نحول لحظة القلق الإقليمي إلى لحظة تأسيس لـ«حالة الاتحاد» تضع مصالح شعوب الخليج فوق كل اعتبار، وتجعل من التكامل الدفاعي والسياسي والاقتصادي درعاً تحمي التنمية، لا جداراً يحاصرها؟
أسعى إلى محاولة للإجابة.. وفي محاولة تضع كل الاحتمالات على الطاولة، لأن زمن المجاملات الإستراتيجية انتهى، وزمن المصائر المشتركة بدأ.
لقد مثلت مذكرة التفاهم الأمريكية-الإيرانية، والتي تم التوقيع عليها ولم تنفذ بسبب تخلي الإيرانيين كعادتهم في عدم الالتزام بتعهداتهم، لقد مثلت نظرياً نقطة تحول في معادلة الأمن الإقليمي بالشرق الأوسط.. فهي لا تقف عند حدود الملف النووي أو العقوبات، بل تمس مباشرة بنية التوازنات السياسية والأمنية والإستراتيجية في الخليج العربي، المنطقة الأكثر حساسية للتحولات الدولية والإقليمية.
ولأن الخليج العربي هو ساحة التأثير الأولى والأخيرة لأي تفاهم بين واشنطن وطهران، يصبح السؤال.. كيف تقرأ دول مجلس التعاون مذكرات التفاهم والاتفاقات؟
إنها حالة من التوترات وعدم الثقة في النظام الإيراني بحكم الفكر الطائفي ورعاية الإرهاب وسياسة التوسع وتصدير الثورة التي تسيطر على أدبيات النظام الإيراني منذ عام 1979م.
إذن السؤال: وماذا بعد؟
هل حان وقت الانتقال من «مجلس التعاون» إلى «حالة الاتحاد» لمواجهة متغيرات لا تحتمل التجزئة؟
هناك الأبعاد السياسية والأمنية والإستراتيجية للمذكرات والاتفاقات.. فالبعد السياسي في إدارة التنافس بدلاً من حسمه.. إن مذكرة التفاهم، بمنطقها، تعني انتقال واشنطن من سياسة «الضغط الأقصى» إلى سياسة «الاحتواء التفاوضي».. وهذا التحول يحمل رسالتين.. الأولى لإيران.. في اعتراف ضمني بدورها الإقليمي مقابل ضبط برنامجها النووي والصاروخي.. والثاني للخليج.. بأن الأمن الخليجي لم يعد مضموناً تلقائياً عبر الضمانة الأمريكية المطلقة، بل صار جزءاً من مقايضة جيوسياسية أوسع.
سياسياً، هذا يضعف منطق «التبعية الأمنية» ويقوي منطق «التعددية التحالفية».. أي أن دول الخليج ستضطر للتعامل مع إيران كطرف معترف به في المعادلة، حتى لو استمر الخلاف على السلوك الإقليمي والذي اتضح من التجربة أن إيران دولة لا يوثق بتعهداتها.
وهناك البعد الأمني.. من الردع بالوكالة إلى الردع الذاتي أمنياً، أي تفاهم يخفف حدة المواجهة المباشرة بين أمريكا وإيران، قد يقلل احتمال «حرب بالوكالة» في الخليج على المدى القصير.. لكنه في المقابل يرفع سقف التوقعات من دول المجلس نفسها.
وهناك تراجع هامش المناورة الأمريكية.. فأي التزام أمريكي جديد سيكون مشروطاً، وأقل انخراطاً كما اتضح في ملفات الصواريخ والمسيّرات والمليشيات والأذرع الإرهابية.
وكذلك هناك صعود التهديدات غير التقليدية.. الحوثيون، الهجمات السيبرانية، أمن الممرات المائية، وأمن الطاقة.. ستبقى ملفات ساخنة لأنها أوراق ضغط غير خاضعة مباشرة للمذكرة.
وفي البعد الإستراتيجي تبرز بوضوح إعادة رسم الخرائط التحالفية.. فإستراتيجياً، المذكرة تعني أن أمريكا تريد «فصل الساحات».. تهدئة مع إيران في الخليج، مقابل تركيز على الصين وروسيا وأوكرانيا.. وهذا يدفع الخليج نحو تنويع الشراكات.. إن أمكنها مع الصين، روسيا، أوروبا، الهند.
ونأتي إلى الانعكاسات المحتملة على أمن الخليج.. كأمن مضيق هرمز وسلاسل الإمداد.. فأي تفاهم هش قابل للانهيار سيبقي التوتر في المضيق أداة ابتزاز وضغوط إيرانية.
إيران تنفذ سياستها في فرض الأمر الواقع للسيطرة على مضيق هرمز خلافاً للقوانين الدولية، وهي تنفذ سياسة «فرض الأمر الواقع» في مضيق هرمز عبر إستراتيجية عسكرية تُعرف بمنع الوصول، حيث وإن لم تحصل السيطرة الكاملة على الممر، فإنها تجعل العبور مكلفاً وخطيراً باستخدام الألغام البحرية، الصواريخ المضادة للسفن، والطائرات المسيّرة، وهو ما يتعارض مع القوانين الدولية التي تضمن حرية الملاحة.. وهي تظهر القوة وفرض النفوذ في أحد أهم الممرات البحرية العالمية في ابتزاز اقتصادي عبر تهديد ناقلات النفط وفرض رسوم عبور محتملة تحت غطاء «توفير الأمن»، وهو ما يعتبر ابتزازاً غير قانوني.
كذلك سباق التسلح النوعي.. فإيران قد تحصل على انفراج اقتصادي من خلال الإفراج عن الأموال المجمدة، ما يعزز برامجها الصاروخية والمسيّرات وتواصل الدعم لأذرعها الإرهابية..
ومن هنا أصل إلى مسألة مهمة في البعد الخليجي، وهي الأمن الداخلي والمجتمعي.. إن أي تصعيد طائفي أو إعلامي من قبل أذرع إيران يستغل التفاهم سيتطلب خطاباً خليجياً موحداً وقوياً، يفصل بين «التعايش السياسي» و«التفريط الأمني» وهذه مسألة مهمة وأساسية في المحافظة على التلاحم بين شعوبنا الخليجية وهي تواجه العواصف.
وإلى الاقتصاد والطاقة.. عصب التنمية والازدهار.. إن انخفاض أسعار النفط حال عودة النفط الإيراني للسوق سيضغط على الميزانيات، ما يستدعي تسريع التنويع الاقتصادي ومشاريع الربط الكهربائي والصناعي وربط خطوط المواصلات بالطرق والسكك الحديدية بين دول مجلس التعاون.
والآن.. ماذا يمكن لدول مجلس التعاون أن تفعل؟
التحدي لا يُدار بردود الفعل، بل بمشروع خليجي استباقي يقوم على عدة مسارات.. مسار دفاعي عسكري موحد بقيادة عسكرية خليجية موحدة وبتفعيل وتطوير آلية العمل العسكري المشترك.
ومسار سياسي دبلوماسي استباقي وبموقف وخطاب سياسي موحد.. قناة تفاوض خليجية مباشرة مع الدول المعنية بملف أمني واضح.. وتنسيق ثلاثي خليجي-أمريكي-أوروبي، لضمان أن أي تفاهم أمريكي-إيراني لا يتجاوز مصالح الخليج.
ومسار اقتصادي وتكنولوجي، كسوق خليجية مشتركة، وعملة موحدة، وتوطين الاستثمارات المشترك.. ومسار إعلامي وثقافي، خطاب خليجي واحد يخاطب الرأي العام.. ومسار قانوني-مؤسسي.. ميثاق أمن خليجي ملزم.. أي اعتداء على دولة عضو يعتبر اعتداءً على الكل، مع آليات ردع سريع.
ونأتي إلى المسألة الأهم في طرح السؤال بصوت عالٍ وصريح.. من «مجلس التعاون» إلى «حالة الاتحاد».. هل حان الوقت؟ هل منظومة المجلس قادرة على صياغة «رؤية لمسارات المستقبل»؟
التجربة تقول إن المجلس نجح اقتصادياً وثقافياً، نجح أمنياً وسياسياً ولكن بشكل محدود خاصة عند الأزمات الكبرى.. واليوم المتحولات الإقليمية تفرض المراجعة الجذرية.
لماذا «حالة الاتحاد» الآن؟ قبل 45 عاماً وضع قادة دول الخليج العربي قاعدة بناء كيان خليجي انطلق بتوافق قيادات وشعوب ست دول خليجية أسست لمجلس التعاون لدول الخليج العربية، وكان أساسه القوي يؤسس لمرحلة الانطلاقة الأولى كمجلس التعاون ليصل إلى حالة الاتحاد.. ولا شك أن رؤى 2030 خلقت بنية سياسة واقتصادية واجتماعية متكاملة جاهزة للاندماج السياسي والأمني لتكون فيما بعد نواة «لحالة الاتحاد».. اتحاد أمني ودفاعي ملزم، مع بقاء السيادة السياسية لكل دولة.. نموذج «الناتو الخليجي».
لقد نص النظام الأساسي للمجلس على السعي للوصول إلى مراحل متقدمة من الاندماج، وصولاً إلى حالة الاتحاد.. اليوم، وبعد مرور قرابة نصف قرن من العمل المشترك، أصبح الانتقال من «التعاون» إلى «الاتحاد» ضرورة إستراتيجية تفرضها التطورات الإقليمية والدولية، وتستدعيها طموحات الشعوب ومستقبل الأجيال.
لقد حدد النظام الأساسي لمجلس التعاون الأهداف الأساسية، ومنها تحقيق التنسيق والتكامل والترابط بين الدول الأعضاء في جميع الميادين، وصولاً إلى وحدتها، وبينما شهدت السنوات الماضية العديد من المبادرات المشتركة في المجالات الاقتصادية والأمنية والاجتماعية، إلا أنها لم تبلغ بعد ما نصت عليها رؤية المؤسسين.
خلال العقود الماضية، واجهت المنطقة تحديات سياسية واقتصادية وأمنية هائلة، من حروب وصراعات إقليمية، إلى تقلبات أسعار النفط والتحولات العالمية في مجالات الطاقة والاقتصاد.. وقد أظهرت الأزمات المتتابعة أهمية الموقف الجماعي، فكلما توحدت الكلمة والموقف، زادت القدرة على مواجهة التحديات، كما كشفت بعض الأزمات التي واجهتها دول الخليج، وكانت آخرها الحرب الأمريكية الإيرانية، أهمية وضرورة الوصول إلى درجة أعلى من التكامل المؤسسي والسياسي.
إن الانتقال من التعاون إلى الاتحاد يعكس إرادة سياسية عميقة، ويترجم طموحات شعوب المنطقة في الازدهار والاستقرار.. إن من أبرز مزايا الاتحاد تعزيز المنعة السياسية والأمنية، وتوفير إطار أقوى لاتخاذ قرارات موحدة وفعالة في مواجهة التهديدات، وتقليل الخلافات البينية، وزيادة هيبة الموقف الخليجي عالمياً.
كما سيؤدي إلى تكامل اقتصادي أعمق من خلال أسواق موحدة وعملة خليجية، وتحرير أكبر لحركة رؤوس الأموال والعمالة، ما يساهم في تنويع مصادر الدخل والتنمية المستدامة.. وكذلك تعزيز الهوية الخليجية من حيث إن الاتحاد يعمق الإحساس بالانتماء للجسد الخليجي المشترك، ويسهم في ترسيخ القيم والتراث المشترك.. إضافة إلى زيادة الفاعلية الدولية إذ يمنح الخليج دوراً أكبر في الساحة الدولية، ويعظم من القدرة التفاوضية، خصوصاً في ملفات الطاقة والتجارة والاستثمار.
في عالم تتغير موازينه بسرعة ويفرض تحديات اقتصادية وتقنية متعاظمة، تحتاج دول الخليج لآليات عمل جماعية أكثر صلابة ومرونة.. فالاتحاد يمكن أن يشكل لها المظلة المثلى.
إن شعوب الخليج العربي على قناعة تامة في إرادة قياداتنا وبشجاعة استجابتها للتغيرات، والمشاركة الشعبية الواعية في دعم الانتقال وتحقق التلاحم بين القيادات والشعوب.. كما أن المبادرات العملية لتعزيز الوحدة كتطوير المؤسسات الخليجية المشتركة، وتوسيع نطاق الحقوق للمواطن الخليجي، تساهم في ترسيخ قواعد الاتحاد.
بعد مضي 45 عاماً على تأسيس المجلس، يبقى الانتقال من حالة التعاون إلى الاتحاد ضرورة يتطلبها المستقبل.. فهو ليس خياراً ترفيهياً، بل استجابة عملية وإستراتيجية لما يفرضه الواقع من تحديات واستحقاقات.. وتحقيقه يتطلب من جميع دول المجلس قراءة واعية للماضي، واستشرافاً شجاعاً للمستقبل، وترسيخاً للثوابت التي قامت عليها مسيرة مجلس التعاون منذ انطلاقته.
مذكرات التفاهم والاتفاقات الأمريكية-الإيرانية ليست نهاية القصة، بل بداية مرحلة «ما بعد الضمانة».. وأمام دول مجلس التعاون أن تصنع المستقبل والقفز إلى «حالة الاتحاد» بوعي إستراتيجي، وتحويل التهديد إلى فرصة لبناء منظومة خليجية هي الأقوى في تاريخ المنطقة.
كمواطن خليجي، أرى أن الانتقال من حالة التعاون إلى حالة الاتحاد ليس مجرد حلم سياسي، بل هو ضرورة تاريخية تفرضها التحديات التي تواجه منطقتنا.. لقد أثبتت تجربة مجلس التعاون الخليجي خلال العقود الماضية أنه إطار ناجح للتنسيق، رغم أنه لم يصل بعد إلى مستوى التكامل الذي يضمن مصالح الشعوب على المدى الطويل.
إن الوصول إلى حالة الاتحاد ضرورة لمستقبل أفضل لدول وشعوب الخليج تعكس طموحاً عميقاً نحو مستقبل أكثر استقراراً وقوة لدول وشعوب المنطقة.. وفكرة الانتقال من التعاون إلى الاتحاد ليست مجرد خطوة سياسية، بل مشروع حضاري يفتح الباب أمام تكامل اقتصادي وأمني وثقافي يضع الخليج في موقع أكثر تأثيراً على الساحة الدولية.
فالاتحاد ليس رفاهية، بل ضرورة لمستقبل أفضل.. إنني أؤمن أن الاتحاد ليس خياراً بين عدة بدائل، بل هو الخيار الوحيد لضمان أن يكون الخليج لاعباً أساسياً في القرن الحادي والعشرين، لا مجرد ساحة تتأثر بما يقرره الآخرون.
التاريخ لا ينتظر.. وأمن الخليج اليوم يُكتب بأقلام خليجية، لا يُملى من الخارج.
At a pivotal moment in the course of events and on a matter of great importance, which relates to the fate of our present and future, deep and public thinking becomes a necessity, not an option.. It is a matter that demands we open the doors of thought loudly, before the facts close the avenues of decision.
Because it is an important and fateful issue.. in this case, thinking must be loud and strong.. Amid the rapid changes taking place in the Middle East, the Gulf region is no longer just a stage where events pass, but has become the heart of the equation and its balance.. The signing of the American-Iranian memorandum of understanding, which ended before its ink dried, is not a fleeting diplomatic event.. but rather an announcement of the beginning of a new phase that redefines the concept of "guarantees" that the Gulf has relied on for decades.
Here, thinking becomes a strategic necessity, not an intellectual luxury.. The question is no longer what will America or Iran do? Rather, we in the Gulf Arab states.. where are we heading ourselves? And what form of guarantees do we want for our security? And who will formulate them if we do not shape them with our own hands?
The security of the Gulf is not an end in itself, but rather the gateway.. the gateway to development and prosperity for its states and peoples, and the gateway to the transition from a rentier economy to a knowledge, industry, and technology economy.. and a gateway to the lives of peoples that always aspire to stability away from the language of conflicts and destructive wars that have burned our surroundings and hindered its rise for decades.
Therefore, any discussion about memorandums and agreements must begin with a fundamental question.. which is how do we ensure that the future is primarily Gulf-centric? And how do we transform the moment of regional anxiety into a moment of establishing a "union state" that places the interests of the Gulf peoples above all considerations, and makes defensive, political, and economic integration a shield that protects development, not a wall that besieges it?
I strive to attempt to answer.. and in an attempt that puts all possibilities on the table, because the time for strategic niceties has ended, and the time for shared destinies has begun.
The American-Iranian memorandum of understanding, which was signed but not implemented due to the Iranians' habitual abandonment of their commitments, theoretically represented a turning point in the equation of regional security in the Middle East.. it does not stop at the nuclear file or sanctions, but directly affects the structure of political, security, and strategic balances in the Arabian Gulf, the region most sensitive to international and regional transformations.
And because the Arabian Gulf is the primary and final arena of influence for any understanding between Washington and Tehran, the question becomes.. how do the Gulf Cooperation Council countries read the memorandums of understanding and agreements?
It is a state of tensions and distrust in the Iranian regime due to sectarian ideology, sponsorship of terrorism, expansionist policies, and the export of revolution that have dominated the literature of the Iranian regime since 1979.
So the question is: what comes next?
Is it time to transition from "Cooperation Council" to "Union State" to face changes that cannot be fragmented?
There are the political, security, and strategic dimensions of the memorandums and agreements.. the political dimension in managing competition instead of resolving it.. The memorandum of understanding, by its logic, means Washington's transition from a "maximum pressure" policy to a "negotiated containment" policy.. This shift carries two messages.. the first to Iran.. in implicit recognition of its regional role in exchange for controlling its nuclear and missile program.. and the second to the Gulf.. that Gulf security is no longer an automatic guarantee through absolute American assurance, but has become part of a broader geopolitical bargain.
Politically, this weakens the logic of "security dependency" and strengthens the logic of "alliance pluralism".. meaning that Gulf countries will have to deal with Iran as a recognized party in the equation, even if the disagreement over its regional behavior continues, which experience has shown that Iran is a state whose commitments cannot be trusted.
And there is the security dimension.. from proxy deterrence to self-deterrence security-wise, any understanding that reduces the intensity of direct confrontation between America and Iran may decrease the likelihood of a "proxy war" in the Gulf in the short term.. but conversely raises the expectations from the council countries themselves.
And there is a significant reduction in American maneuverability.. any new American commitment will be conditional, and less engaged as evidenced in the files of missiles, drones, militias, and terrorist arms.
Moreover, there is the rise of unconventional threats.. the Houthis, cyber attacks, the security of waterways, and energy security.. will remain hot files because they are pressure points not directly subject to the memorandum.
In the strategic dimension, the reshaping of alliance maps becomes clear.. Strategically, the memorandum means that America wants to "separate the theaters".. calming with Iran in the Gulf, in exchange for focusing on China, Russia, and Ukraine.. This drives the Gulf towards diversifying partnerships.. if possible with China, Russia, Europe, and India.
We come to the potential implications for Gulf security.. such as the security of the Strait of Hormuz and supply chains.. any fragile understanding that is prone to collapse will keep the tension in the strait as a tool of Iranian blackmail and pressure.
Iran implements its policy of imposing facts on the ground to control the Strait of Hormuz in violation of international laws, and it executes a "facts on the ground" policy in the Strait of Hormuz through a military strategy known as access denial, where, even if it does not achieve complete control over the passage, it makes crossing costly and dangerous by using naval mines, anti-ship missiles, and drones, which contradicts international laws that guarantee freedom of navigation.. It demonstrates power and influence in one of the most important global maritime passages through economic blackmail by threatening oil tankers and imposing potential transit fees under the guise of "providing security," which is considered illegal extortion.
Also, there is a qualitative arms race.. Iran may gain economic relief through the release of frozen funds, which enhances its missile and drone programs and continues support for its terrorist arms..
From here, I arrive at an important issue in the Gulf dimension, which is internal and societal security.. any sectarian or media escalation by Iran's arms that exploits the understanding will require a unified and strong Gulf discourse, that separates between "political coexistence" and "security negligence," and this is an important and fundamental issue in maintaining cohesion among our Gulf peoples as they face the storms.
And to the economy and energy.. the nerve of development and prosperity.. the decline in oil prices upon the return of Iranian oil to the market will pressure budgets, necessitating the acceleration of economic diversification and projects for electrical and industrial connectivity and linking transportation lines by roads and railways between the GCC countries.
And now.. what can the Gulf Cooperation Council countries do?
The challenge is not managed by reactions, but by a proactive Gulf project based on several tracks.. a unified military defense path led by a unified Gulf military command and activating and developing the mechanism for joint military action.
And a proactive political-diplomatic path with a unified position and political discourse.. a direct Gulf negotiation channel with the concerned countries on a clear security file.. and a tripartite Gulf-American-European coordination, to ensure that any American-Iranian understanding does not surpass the interests of the Gulf.
And an economic and technological path, such as a common Gulf market, a unified currency, and the localization of joint investments.. and a media and cultural path, a unified Gulf discourse addressing public opinion.. and a legal-institutional path.. a binding Gulf security charter.. any aggression against a member state is considered aggression against all, with rapid deterrent mechanisms.
And we come to the most important issue in raising the question loudly and clearly.. from "Cooperation Council" to "Union State".. is it time? Is the council system capable of formulating a "vision for future paths"?
The experience indicates that the council has succeeded economically and culturally, and has succeeded security-wise and politically but in a limited manner, especially during major crises.. and today, regional transformations impose a radical review.
Why "Union State" now? Forty-five years ago, the leaders of the Gulf Arab states laid the foundation for building a Gulf entity that started with the agreement of the leaderships and peoples of six Gulf states that established the Gulf Cooperation Council, and its strong foundation established the first launch phase as a Cooperation Council to reach a state of union.. and there is no doubt that the visions of 2030 have created a comprehensive political, economic, and social structure ready for political and security integration to later become the nucleus of a "Union State".. a binding security and defense union, while maintaining the political sovereignty of each state.. a "Gulf NATO" model.
The council's basic system stipulates the pursuit of advanced stages of integration, leading to a state of union.. today, after nearly half a century of joint work, the transition from "cooperation" to "union" has become a strategic necessity imposed by regional and international developments, and demanded by the aspirations of peoples and the future of generations.
The basic objectives of the Cooperation Council's basic system have been defined, including achieving coordination, integration, and interconnection among member states in all fields, leading to their unity, and while the past years have witnessed many joint initiatives in economic, security, and social fields, they have not yet reached what the founders' vision stipulated.

The transition from cooperation to union reflects a deep political will, and translates the aspirations of the region's peoples for prosperity and stability.. one of the most prominent advantages of union is enhancing political and security resilience, providing a stronger framework for making unified and effective decisions in the face of threats, reducing inter-state disputes, and increasing the prestige of the Gulf stance globally.
It will also lead to deeper economic integration through unified markets and a Gulf currency, greater liberation of the movement of capital and labor, contributing to diversifying sources of income and sustainable development.. as well as enhancing the Gulf identity in that the union deepens the sense of belonging to the common Gulf body, and contributes to solidifying shared values and heritage.. in addition to increasing international effectiveness as it grants the Gulf a larger role on the international stage, and enhances its negotiating power, especially in energy, trade, and investment files.
In a world where balances are changing rapidly and imposing growing economic and technological challenges, Gulf countries need more robust and flexible collective working mechanisms.. the union can provide them with the optimal umbrella.
The peoples of the Arabian Gulf are fully convinced of the will of our leaders and their courageous response to changes, and the conscious popular participation in supporting the transition and achieving cohesion between leaders and peoples.. as well as practical initiatives to enhance unity such as developing common Gulf institutions, and expanding the scope of rights for Gulf citizens, contribute to solidifying the foundations of the union.
After 45 years since the establishment of the council, the transition from a state of cooperation to a union is a necessity required by the future.. it is not a recreational option, but a practical and strategic response to the challenges and obligations imposed by reality.. achieving it requires all council countries to have a conscious reading of the past, a brave foresight of the future, and a solidification of the constants upon which the journey of the Cooperation Council has been based since its inception.
The American-Iranian memorandums of understanding and agreements are not the end of the story, but the beginning of a "post-guarantee" phase.. and it is up to the Gulf Cooperation Council countries to shape the future and leap to a "Union State" with strategic awareness, turning the threat into an opportunity to build a Gulf system that is the strongest in the region's history.
As a Gulf citizen, I see that the transition from a state of cooperation to a state of union is not just a political dream, but a historical necessity imposed by the challenges facing our region.. the experience of the Gulf Cooperation Council over the past decades has proven that it is a successful framework for coordination, although it has not yet reached the level of integration that guarantees the interests of peoples in the long term.
Reaching a state of union is a necessity for a better future for the states and peoples of the Gulf that reflects a deep ambition for a more stable and powerful future for the states and peoples of the region.. and the idea of transitioning from cooperation to union is not just a political step, but a civilizational project that opens the door to economic, security, and cultural integration that places the Gulf in a more influential position on the international stage.
The union is not a luxury, but a necessity for a better future.. I believe that the union is not an option among several alternatives, but the only option to ensure that the Gulf is a key player in the twenty-first century, not just a stage affected by what others decide.
History does not wait.. and the security of the Gulf today is being written with Gulf pens, not dictated from abroad.
