In recent days, all parties have been keen to discuss a strike against Iran, with varying discussions about the targets and timing, especially as we are between the Israeli elections and the American midterm elections, which will determine whether the Republican Party will lose its majority in Congress or in the Senate as well.
On its part, Iran has not hesitated to announce its target bank, which has been expanded to include undersea cables, despite the fact that it is harmed by these cables just as the Gulf states are, resembling the step of closing the Strait of Hormuz, from which it has suffered to the same extent as others. Tehran has also not held back on indicators suggesting the Houthis are ready to participate in responding to the anticipated American-Israeli strike, targeting other countries in the Gulf.
In the lead-up to the midterm elections, Iran has made a concerted effort to raise oil prices as much as possible, whether through strikes on the East-West pipeline, attempts to control Bab el-Mandeb, or the recent escalation against ships and oil tankers crossing the Strait of Hormuz, which symbolizes, in addition to its electoral implications, the Iranian economic and political suffocation from the state of no war and no peace.
This serves as an introduction to the reasons why Iran needs the strike; military escalation allows it to galvanize public sentiment more than the state of no war and no peace, especially as it is aware of the repeated Israeli statements about overthrowing the regime, which is based on supporting popular movements. This is one of the reasons that leads it to continuously strike at the Iranian opposition in Iraqi Kurdistan.
On the other hand, there is a noticeable difference between the Americans and the Israelis regarding the target bank and the objective of each party from the strike. The Americans want a strike on the path of economic pressure, which seems to be yielding results even if the Revolutionary Guard denies it. Disrupting many Iranian commercial flights and choking Iranian oil exports, in addition to the recent developments where several neighboring countries like Pakistan halted truck movements in compliance with American sanctions, has represented an additional drying up of Iran's exports and imports.
Thus, the American strike will likely target power generation stations, vital oil export ports (such as Khark Island), refineries, and possibly some bridges or a repeat of the Caspian Sea train, which represented a new artery for connecting with Russia and China. Targeting Revolutionary Guard camps and its leadership may also be among the shared objectives between Israel and America.
As for Netanyahu's ideal target bank, it primarily aims to neutralize radars and air defense systems to secure better conditions for Israeli aviation. The nuclear facilities in Natanz, Fordow, and Arak are also important targets in an attempt to delay the nuclear project, if not completely neutralize it. The missile and drone factories represent a significant target to limit their use by Iran and prevent them from reaching its proxies.
However, the most important aspect for Netanyahu regarding the nature of the strike is its timing. Any strike before the Israeli elections would be a trick that would not fool the Israeli voter, and it would be difficult to agree on postponing the elections among 80 Knesset members. The second window, which is between the elections, could harm American leadership by raising currently high energy prices.
However, it gives Netanyahu the opportunity to corner the opposition into forming a "war emergency" coalition government, especially since polls do not expect him to secure more than 50 seats, while the opposition led by Gadi Eizenkot surpasses him by about 6 seats. The remaining seats will likely go to the Arab bloc, which may be pivotal this time, especially with increased turnout in the current elections. The strike after the midterm elections remains the optimal option for both Trump and Netanyahu.
Yet, I still lean towards the belief that the messages carried by Lavrov as well as the Pakistani army chief carry a warning to Iran not to miss the last opportunity to avoid war. This round is preceded by changes that go beyond the three parties in the conflict; the Russian change should not be underestimated, but also the eight-party meeting between the regional and European quartet in Turkey and their consensus calling for avoiding military escalation.
I hope that economic and diplomatic pressures will lead to a middle ground where each party believes it has made fewer concessions and thus agrees to sign. The Iranians need money and calm, while the Americans need an agreement that wears the guise of victory based on "better than Obama's agreement." The alternative to this would be to adapt to a longer battle that could extend at least until the end of Trump's term.
