أسهل طريقة لتمرير رأي ضعيف، أن تجعله يرتدي اسم مشروع كبير، تقول ما تريد، ثم تترك للاسم مهمة إسكات المعترضين، فإذا سُئلت عن حجتك، أجبت عن إخلاصك للمشروع، وإذا نوقشت في استنتاجك، نقلت النقاش إلى موقف الآخرين من المستقبل، هكذا يختفي صاحب الرأي خلف الرؤية، ويصبح مطلوباً من الناس أن يناقشوا قناعته الشخصية كما لو كانت قراراً وطنياً واجب التسليم.
هنا تحديداً يأتي السؤال: مَن فوّضك؟ بأي صفة تنتقل من تأييد رؤية السعودية إلى احتكار تفسيرها، ومن المشاركة في مشروعها إلى توزيع شهادات الانتماء إليه؟ فبين أن تقول «أرى»، وأن تقول «هذا ما تريده الدولة»، مسافة لا تعبرها كثرة الحماسة، ولا ارتفاع الصوت، ولا قدرتك على إحراج مَن يخالفك أمام جمهور لا يملك وقتاً لتفكيك هذا الخلط.
الرؤية لها أهداف معلنة يمكن الرجوع إليها، ومن بينها «تعزيز القيم الإسلامية والهوية الوطنية»، إلى جانب قيم الوسطية والتسامح، وهذا شاهد ينبغي أن يبقى على الطاولة كلما حاول أحد تصوير التنمية باعتبارها خصومة مع هوية المجتمع، فمَن ينسب إلى المشروع ما يناقض أحد أهدافه، عليه أن يفسّر التناقض قبل أن يطالب الناس بتصديق نسبته.
المشكلة تبدأ حين تصبح عبارة «مع الرؤية» مظلة يوضع تحتها كل شيء، رأي في الأسرة، وحكم على المجتمع، وموقف من التاريخ، وذائقة في الفنون، ثم تُقدَّم هذه الحزمة كاملة باعتبارها الطريق الوحيد إلى المستقبل، مع أن الانتقال من هدف تنموي إلى حكم ثقافي يحتاج حجة تخصّه، ولا يكفي أن تكون المقدمة وطنية حتى تصبح كل نتيجة تُعلَّق عليها صحيحة.
خذ مثالاً بسيطاً، إتاحة نشاط تعني أن باب المشاركة فيه أصبح مفتوحاً، لكنها لا تجعل المشاركة اختباراً لوعي المواطن، ولا تمنح أحداً حق السخرية ممن يختار غيره، فإذا تحولت الخيارات إلى امتحان اجتماعي، وصار الإنسان مطالباً بتغيير ذائقته ليثبت انفتاحه، فقد أُعيد بناء الوصاية داخل اللغة التي تزعم تحريره منها، وصارت الحرية اسماً جديداً للطاعة المطلوبة.
وفي هذه المسافة تتسلل الأيديولوجيا، حين يُستبدل السؤال عن منفعة الفكرة بالسؤال عن أهلية المعترض، وحين يُقسَّم الناس إلى فئة تفهم العصر وأخرى ينبغي تجاوزها، وحين يُعامل المجتمع بوصفه خطأ ينتظر التصحيح الشامل، هذه طريقة تفكير قديمة مهما استعارت من مفردات الحداثة، فمَن يحتكر الحقيقة اليوم لا يصبح أكثر انفتاحاً لأن قاموسه مختلف عن قاموس مَن احتكرها بالأمس.
لنعد إلى الشاهد، «تعزيز القيم الإسلامية والهوية الوطنية»، وجود هذا الهدف في صلب الرؤية يُسقط الحيلة التي تجعل الاعتزاز بالجذور قرينة على العجز عن مواكبة التحول، فكيف يصبح ما تريد الرؤية تعزيزه شيئاً ينبغي للمواطن أن يعتذر عنه؟ وكيف يحتكر تمثيل المستقبل مَن يضع الناس أمام خيار مصطنع بين النجاح في عصرهم والوفاء لانتمائهم؟
وهذا لا يمنح أي عادة حصانة من النقد، فالمجتمع الحي يراجع أخطاءه، ويصلح ممارساته، ويوسّع فرص أبنائه وبناته، لكن النقد الجاد يسمّي الخلل ويثبت ضرره ويقترح إصلاحه، أما إصدار حكم ازدراء على مجتمع كامل، ثم تقديم هذا الازدراء باعتباره وعياً متقدماً، فلا يضيف إلى التنمية معرفة، بقدر ما يضيف إلى العلاقة بين الناس خصومة مجانية.
كذلك، لا تُدان الفكرة لأنها جاءت من خارج حدودنا، فالمعرفة الإنسانية أوسع من الجغرافيا، والاستفادة منها دليل قدرة على التعلم، إنما تُسأل الفكرة عما تصلحه هنا، وعن الثمن الذي تطلبه، وعن صلاحية افتراضاتها لواقعنا، أما استيراد خصومات جاهزة، ثم البحث لها عن أطراف محلية، فهو إلزام للمجتمع بأن يعيش أزمة لم ينتجها، كي تجد الأيديولوجيا المستوردة عملاً تؤديه.
ونجاح مشروع وطني لا يثبت صحة كل أيديولوجيا يرفع أصحابها شعاره، فمَن يريد أن ينسب الإنجاز إلى أفكاره مطالب بإثبات إسهامها فيه، كما أن مَن يعرض علينا خصومة ثقافية بوصفها شرطاً للتنمية مطالب بإثبات هذه الضرورة، إذ لا يجوز أن يتحول جهد المؤسسات والمواطنين إلى رصيد مجاني يستخدمه فريق لمنح قناعاته حصانة لم تستحقها بالحجة.
وعلى مَن يربط أجندته بالرؤية، أن يجيب عن أسئلة محددة، أين النص الذي يسند هذه النسبة؟ وما الصلة المنطقية بين الهدف المعلن والنتيجة التي تفرضها؟ وبأي معيار سنعرف أن مقترحك خدم المواطن؟ هذه الأسئلة تعيد النقاش إلى موضعه الطبيعي، حيث يقدّم صاحب الفكرة دليله، ويتحمل مسؤولية قوله، ويقبل أن يكون اجتهاده قابلاً للخطأ والمراجعة.
أما الرد على الأسئلة باتهام السائل بأنه ضد التغيير، فهو تهرّب يكشف ضعف الحجة، لأن الرؤية لا تحتاج أن نجعل كل رأي يُلصق بها فوق النقاش، ولأن حماية مشروع وطني من التحريف تبدأ بإبقاء الفارق واضحاً بين أهدافه وتأويلات الناس له، وبين ما قررته مؤسساته وما يتمناه متحدث باسمه من تلقاء نفسه.
إن تحويل الاختلاف مع فرد إلى شبهة موقف من الدولة يحمّل الدولة تبعات أقوال لم تقلها، وينسب إليها خصومات لا يلزم أن تكون خصوماتها، ويجعل اسمها طرفاً في كل مشادة ثقافية، وتلك إساءة إلى المعنى السيادي للمشروع، فالمصلحة الوطنية أوسع من انتصار كاتب في جدال، وأكبر من حاجة تيار إلى إعلان غلبته على الآخرين.
مَن يثق بفكرته يستطيع أن يطرحها باسمه، ومَن يملك حجة يستطيع أن يعرضها دون استعارة هيبة أحد، لذلك يظل سؤال «مَن فوّضك؟» ضرورياً كلما جرى رفع رأي شخصي إلى مقام الإرادة الوطنية، إنه سؤال عن ادّعاء التمثيل، يطالب صاحب الكلام بأن يقف أمام الناس بحجته كاملة، وبمسؤوليته كاملة، دون أن يجعل الرؤية تتلقى عنه الاعتراض.
نقطة آخر السطر
الرؤية مشروع دولة، ومَن يجعل رأيه الشخصي أمراً باسمها، فليُبرز تفويضه قبل أن يطالب الناس بالامتثال.
The easiest way to pass off a weak opinion is to dress it in the name of a grand project. You say what you want, then leave it to the name to silence the dissenters. If you are asked about your justification, you respond with your sincerity to the project, and if your conclusion is debated, you shift the discussion to others' stance on the future. This way, the opinion holder disappears behind the vision, and it becomes expected of people to discuss their personal conviction as if it were a national decision that must be accepted.
Here precisely comes the question: Who authorized you? By what authority do you transition from supporting Saudi Arabia's vision to monopolizing its interpretation, from participating in its project to distributing certificates of belonging to it? There is a significant distance between saying "I see" and saying "This is what the state wants." This distance cannot be crossed by mere enthusiasm, raised voices, or your ability to embarrass those who disagree with you in front of an audience that does not have the time to dismantle this confusion.
The vision has declared goals that can be referred to, including "enhancing Islamic values and national identity," alongside values of moderation and tolerance. This is a witness that should remain on the table whenever someone tries to portray development as a conflict with the identity of society. Anyone who attributes to the project something that contradicts one of its goals must explain the contradiction before demanding that people believe in its attribution.
The problem begins when the phrase "with the vision" becomes an umbrella under which everything is placed: opinions on family, judgments on society, stances on history, tastes in the arts. Then this entire package is presented as the only path to the future, even though transitioning from a developmental goal to a cultural judgment requires a specific argument, and it is not enough for the introduction to be national for every result it leads to be deemed correct.
Take a simple example: allowing an activity means that the door to participation has been opened, but it does not make participation a test of the citizen's awareness, nor does it grant anyone the right to mock those who choose differently. If choices become a social exam, and a person is required to change their taste to prove their openness, then guardianship has been rebuilt within the language that claims to liberate them from it, and freedom has become a new name for the required obedience.
In this distance, ideology sneaks in when the question about the benefit of the idea is replaced with a question about the eligibility of the dissenter, when people are divided into a category that understands the era and another that should be surpassed, and when society is treated as a mistake awaiting comprehensive correction. This way of thinking is old, no matter how much it borrows from the vocabulary of modernity. Those who monopolize the truth today do not become more open simply because their vocabulary differs from that of those who monopolized it yesterday.
Let’s return to the witness: "enhancing Islamic values and national identity." The existence of this goal at the core of the vision undermines the trick that makes pride in roots a sign of incapacity to keep up with transformation. How can what the vision seeks to enhance be something the citizen should apologize for? How can those who present the future's representation monopolize it while placing people before a fabricated choice between succeeding in their era and being loyal to their belonging?
This does not grant any habit immunity from criticism. A vibrant society reviews its mistakes, corrects its practices, and expands opportunities for its sons and daughters. However, serious criticism names the flaw, establishes its harm, and proposes its correction. On the other hand, issuing a judgment of contempt on an entire society and then presenting this contempt as advanced awareness does not add knowledge to development, as much as it adds gratuitous hostility to the relationship between people.
Furthermore, an idea is not condemned because it comes from outside our borders. Human knowledge is broader than geography, and benefiting from it is a sign of the ability to learn. Rather, the idea is questioned about what it corrects here, about the price it demands, and about the validity of its assumptions for our reality. Importing ready-made conflicts and then seeking local parties for them obligates society to live through a crisis it did not produce, so that the imported ideology finds work to perform.
The success of a national project does not validate every ideology whose proponents raise its banner. Anyone who wants to attribute the achievement to their ideas must prove their contribution to it, just as anyone who presents a cultural conflict as a condition for development must prove this necessity. It is not permissible for the efforts of institutions and citizens to turn into free credit used by a team to grant its convictions immunity that it has not earned through argument.
Those who link their agenda to the vision must answer specific questions: Where is the text that supports this attribution? What is the logical connection between the declared goal and the result it imposes? By what standard will we know that your proposal served the citizen? These questions bring the discussion back to its natural position, where the idea holder presents their evidence, bears the responsibility for their statement, and accepts that their interpretation may be wrong and subject to review.
As for responding to questions by accusing the questioner of being against change, it is an evasion that reveals the weakness of the argument. The vision does not need us to place every opinion attributed to it above discussion. Protecting a national project from distortion begins by keeping the difference clear between its goals and people's interpretations of it, and between what its institutions have decided and what a spokesperson wishes for it on their own.
Transforming a disagreement with an individual into a suspicion of a stance against the state burdens the state with statements it did not make and attributes to it conflicts that do not necessarily have to be its conflicts. It makes its name a party in every cultural dispute, which is an offense to the sovereign meaning of the project. National interest is broader than the victory of a writer in a debate and greater than a current's need to declare its dominance over others.
Those who trust their idea can present it in their name, and those who possess an argument can present it without borrowing anyone's prestige. Therefore, the question "Who authorized you?" remains necessary whenever a personal opinion is elevated to the status of national will. It is a question about the claim of representation, demanding that the speaker stand before the people with their argument complete and their responsibility whole, without making the vision receive objections on their behalf.
