بدايةً أدعو بأن يكون لكل إنسان في المملكة حق الابتكار، من خلال إيجاد وتأمين طريق قصير وعادل ومعلوم للابتكار منذ بداية المشكلة إلى بلورة الفكرة إلى التجربة إلى السوق.
لا يجوز أن تضيع في المملكة فكرة جيدة؛ لأن صاحبها لا يعرف إلى أين يذهب، أو لا يملك المال، أو يعيش بعيداً عن المدن الكبرى، أو لا يحمل مؤهلاً علمياً، أو يعمل في مهنة لا تُصنّف تقليدياً ضمن قطاعات الابتكار. لا بد أن يصبح الابتكار متاحاً للجميع، وحقوق الابتكار مكفولة كالماء والهواء.
فلم تعد ثروة الدول تُقاس فقط بما تختزنه أراضيها من نفط وغاز ومعادن ومياه، ولا بمساحتها وعدد سكانها وموقعها الجغرافي. فثمة «الابتكار» المورد الجديد الذي أخذ يعيد تشكيل خريطة القوة والثروة في العالم.
من هنا يمكن النظر إلى الابتكار باعتباره بديلاً نسبياً للموارد الطبيعية، وزناداً يطلق طاقات الموارد البشرية. فالندرة بالموارد الطبيعية كثيراً ما تكون دافعاً وسبباً للبحث الدؤوب عن مورد بديل للدول.
الابتكار ليس بديلاً كاملاً عن الموارد الطبيعية، إلّا أنه يظل قادراً على تقليل الاعتماد على الموارد، وتعظيم قيمتها، وابتكار بدائل لها. فالماء المحدود والأرض الزراعية المحدودة والمواد الخام المحدودة يجعلها الابتكار موارد ذات قيمة إضافية وممتدة.
كل الدول تمتلك موارد بشرية، لكن الفارق الكبير بينها يكمن في قدرتها على إطلاق مارد الابتكار والمبتكرين والاستفادة القصوى من العقول.
هناك حلقة مفقودة، هي القدرة على تحويل المعرفة إلى فكرة، والفكرة إلى تجربة، والتجربة إلى منتج، والمنتج إلى سوق، والسوق إلى ثروة، بذلك يتم إعمال زناد الموارد البشرية، ويتحوّل الإنسان من مستهلك للمعرفة إلى منتج لها، ومن مُنفّذ للعمل إلى مطوّر له، ومن متعايش مع المشكلة إلى باحث عن حلٍّ لها.
ليس كلّ الناس مبتكرين بالدرجة نفسها، لكن معظمهم يمتلكون قابلية ما للابتكار. وصحيح أن الحاجة أم الاختراع، لكن هناك ابتكارات تولد من الطموح والفضول والمنافسة والخيال والإبداع. قد تشعل الأزمات شرارة الابتكار، لكن المنظومة والبيئة يمكنها أن تحوّل الشرارة إلى طاقة وقوة وتأثير.
قد تكون الشرارة من الأسرة والمدرسة والجامعة أو حاضنات الابتكار والمختبرات والمعامل والأبحاث، لكن أخطر تلك المراحل المتعثّرة هي حقوق التجربة وحقوق التمويل وحقوق الملكية الفكرية وحقوق تحويل المشروع إلى شركة أو مصنع أو بيع المشروع.
ليس صحيحاً أن العاملين في قطاع التقنية هم الأوفر حظاً بالابتكارات، إذا أدركت القطاعات الحكومية والجهات المسؤولة ضرورة دفع القطاعات الأقل ابتكاراً إلى التغيير، وألا تكتفي بالدعوة إلى الإبداع، بل أن تبني المنافسة والحوافز والأسواق التي تجعل الابتكار مجدياً. على سبيل المثال، نحن بحاجة لاقتصاد يحمي الثقافة ويستثمر فيها من خلال الابتكار، بدلاً من اقتصاد يسلّع الثقافة.
لقد نجحت قيادة المملكة ورؤيتها في تحقيق الكثير بمجال الابتكار خلال هذه المرحلة، وقد حان الوقت للتوسع بالابتكار من نشاط نخبوي إلى فرصة مجتمعية متاحة لكلّ فرد.
فالمملكة تمتلك بالفعل بنية مهمة: هيئة تنمية البحث والتطوير والابتكار، كما توجد برامج لدى «منشآت» لدعم النماذج الأولية والابتكار وريادة الأعمال. لكن التحدي التالي هو إيصال هذه المنظومة إلى المواطن العادي خاصة في بعض المناطق والمحافظات التي لا تزال فروع المؤسسة الحكومية والإدارة المحلية فيها بعيدةً عن التحوّل والتغيير ومواكبة مستهدفات الرؤية وبرامجها.
خلاصة القول، إنني أدعو لمشروع وطني يمكن تسميته (الابتكار للجميع)، يقوم على الآليات المترابطة التالية:
1- بوابة وطنية موحدة: (لديّ فكرة) للتحرر من المنصات الحكومية المنتمية لمؤسسة بعينها ولتستوعب أي تصنيف من الابتكارات المختلفة وربطها بالممكّنات القائمة لدى هيئة البحث والتطوير والابتكار و(منشآت) والجامعات والصناديق والجهات القطاعية.
2- مراكز ابتكار مجتمعية في كل محافظة، لا ينبغي أن يبقى مختبر الابتكار داخل الجامعات والمدن الكبرى. نحتاج إلى مراكز صغيرة مجهزة بالنمذجة والطباعة ثلاثية الأبعاد والتصميم والبرمجة والإرشاد التجاري، يستطيع دخولها الطالب والمتقاعد والمزارع والحرفي والموظف.
3- محفظة ابتكار لكلّ مواطن، بحيث يمكن إنشاء «محفظة ابتكار» رقمية للفرد تسجّل أفكاره والتحديات التي شارك في التغلب عليها، بذلك يصبح الابتكار مساراً تراكمياً لا مسابقة عابرة.
4- تحويل المشكلات الحكومية إلى سوق للابتكار. كل مؤسسة ومشفى وجامعة تنشر سنوياً قائمة بالمشكلات لديها، وتدعو المبتكرين لتقديم الحلول لها.
5- (قسيمة الابتكار) لكل صاحب فكرة واعدة. فمن أبرز أسباب موت الأفكار أن صاحبها لا يستطيع دفع تكلفة النموذج الأولي أو الاستشارة الهندسية أو الاختبار.
6- تحفيز الموظفين والمتطوعين والمتقاعدين وكل فئات المجتمع مادياً ومعنوياً من خلال دعوتهم لتقديم حلول.
7- حق التجربة والفشل المنضبط. لا يمكن أن يكون لدينا مجتمع مبتكر إذا كانت كل فكرة تحتاج إلى سلسلة من الموافقات. نحتاج إلى مساحات اختبار صغيرة وآمنة في مختلف القطاعات، بحيث يستطيع المبتكر اختبار فكرته دون تحمل التكلفة.
8- سوق وطني للأفكار وليس معرضاً للأفكار. المشكلة ليست في نقص المعارض والجوائز بقدر ما هي في ماذا يحدث للفكرة بعد المعرض.
أخيراً، أقترح إنشاء «المسار السريع للمبتكر». بمجرد اجتياز الفكرة تقييماً أولياً يحصل صاحبها، عبر نافذة واحدة، على خمسة أشياء: حماية أولية للملكية الفكرية، مستشار فني، إمكانية استخدام مختبر، تمويل نموذجي صغير، وربطه بجهة يمكن أن تكون أول عميل له. هنا سنختصر على المبتكر رحلة ربما تستغرق شهوراً. علينا ألا نطلب من الناس الذهاب إلى الابتكار، بل نجعله يذهب إليهم في ميادين أعمالهم.
ختاماً، علينا أن ننتقل من رعاية المبتكرين إلى مفهوم أوسع وهو حقوق المبتكرين.
First, I call for every individual in the Kingdom to have the right to innovate, by finding and securing a short, fair, and clear path for innovation from the beginning of the problem to the crystallization of the idea, to experimentation, and to the market.
No good idea should be lost in the Kingdom because its owner does not know where to go, or lacks funding, or lives far from major cities, or does not hold a scientific qualification, or works in a profession that is not traditionally classified within innovation sectors. Innovation must become accessible to everyone, and the rights of innovation must be guaranteed like water and air.
The wealth of nations is no longer measured solely by the oil, gas, minerals, and water that their lands hold, nor by their area, population, and geographical location. There is "innovation," the new resource that is reshaping the map of power and wealth in the world.
From here, innovation can be viewed as a relative alternative to natural resources, and a trigger that unleashes the potential of human resources. The scarcity of natural resources often drives and compels countries to search diligently for alternative resources.
Innovation is not a complete substitute for natural resources, but it remains capable of reducing dependence on resources, maximizing their value, and creating alternatives. Limited water, limited agricultural land, and limited raw materials make innovation a resource with added and extended value.
All countries possess human resources, but the significant difference between them lies in their ability to unleash the giant of innovation and innovators and to make the most of minds.
There is a missing link, which is the ability to transform knowledge into an idea, the idea into an experiment, the experiment into a product, the product into a market, and the market into wealth. This way, the trigger of human resources is activated, and individuals transform from consumers of knowledge into producers of it, from executors of work into developers of it, and from coexisting with the problem into seekers of solutions.
Not everyone is an innovator to the same degree, but most possess some capacity for innovation. It is true that necessity is the mother of invention, but there are innovations born from ambition, curiosity, competition, imagination, and creativity. Crises may ignite the spark of innovation, but the system and environment can turn the spark into energy, power, and impact.
The spark may come from family, school, university, or innovation incubators, laboratories, and research. However, the most dangerous of those stumbling stages are the rights of experimentation, funding rights, intellectual property rights, and the rights to transform a project into a company or factory or to sell the project.
It is not true that those working in the technology sector are the most fortunate in terms of innovations. If government sectors and responsible entities realize the necessity of pushing less innovative sectors towards change, they should not be content with merely calling for creativity, but rather build competition, incentives, and markets that make innovation viable. For example, we need an economy that protects culture and invests in it through innovation, rather than an economy that commodifies culture.
The leadership of the Kingdom and its vision have succeeded in achieving much in the field of innovation during this phase, and it is time to expand innovation from an elitist activity to a community opportunity available to every individual.
The Kingdom already possesses an important structure: the Authority for Research, Development, and Innovation, and there are programs at "Monsha'at" to support prototypes, innovation, and entrepreneurship. However, the next challenge is to deliver this system to the ordinary citizen, especially in some regions and provinces where the branches of government institutions and local administration are still far from transformation, change, and keeping pace with the vision's targets and programs.
In summary, I call for a national project that can be named (Innovation for All), based on the following interconnected mechanisms:
1- A unified national gateway: (I have an idea) to liberate from government platforms belonging to a specific institution and to accommodate any classification of different innovations and link them with the existing enablers at the Authority for Research, Development, and Innovation, "Monsha'at," universities, funds, and sectoral entities.
2- Community innovation centers in every province; the innovation lab should not remain confined to universities and major cities. We need small centers equipped with modeling, 3D printing, design, programming, and commercial guidance, accessible to students, retirees, farmers, craftsmen, and employees.
3- An innovation portfolio for every citizen, so that a digital "innovation portfolio" can be created for individuals to record their ideas and the challenges they have participated in overcoming, thus making innovation a cumulative path rather than a fleeting competition.
4- Transforming government problems into a market for innovation. Every institution, hospital, and university publishes an annual list of its problems and invites innovators to propose solutions.
5- An "innovation voucher" for every promising idea owner. One of the main reasons ideas die is that their owners cannot afford the cost of the prototype, engineering consultation, or testing.
6- Motivating employees, volunteers, retirees, and all community segments materially and morally by inviting them to propose solutions.
7- The right to experiment and controlled failure. We cannot have an innovative society if every idea requires a series of approvals. We need small, safe testing spaces in various sectors, where innovators can test their ideas without bearing the cost.
8- A national market for ideas, not an exhibition of ideas. The problem is not the lack of exhibitions and awards as much as it is about what happens to the idea after the exhibition.
Finally, I propose the establishment of a "fast track for innovators." Once the idea passes an initial assessment, its owner, through a single window, receives five things: initial protection for intellectual property, a technical advisor, the possibility of using a lab, small prototype funding, and a connection to an entity that could be its first customer. Here, we will shorten the innovator's journey, which could take months. We should not ask people to go to innovation; rather, we should make it come to them in their fields of work.
In conclusion, we must move from nurturing innovators to a broader concept of the rights of innovators.
