أعلن الرئيس ترمب يوم الجمعة الماضي عن مسار جديد لإدارة الحرب مع إيران وصفه بالحرب الاقتصادية غير المسبوقة. الجديد في هذا الإعلان عن الحرب الاقتصادية غير المسبوقة، توسيعها لرقعة الحرب وأطرافها، حتى تطال كل من يساعد إيران على تجاوز العقوبات الاقتصادية الجديدة، بما فيها (ضمنياً) دول عظمى، مثل الصين وروسيا اللتين شاركتا ويشاركان إيران في تجاوز الجانب الاقتصادي من الحرب، التي شارفت على بلوغ الشهر السادس، ولم تنجح في تحقيق هدف واشنطن منها، بالذات هزيمة إيران عسكرياً وتغيير نظام الحكم في طهران، بعد استسلامه.
في حقيقة الأمر ليس هناك من جديد في الحرب الاقتصادية، التي أعلن عنها الرئيس ترمب... دعك من توقع إنجازها ما لم تفلح في إنجازه الحرب العسكرية، التي بدأت في الثامن والعشرين من فبراير الماضي بهجوم واسع مشترك من قبل الولايات المتحدة وإسرائيل، الذي أسفر عن مقتل رموز استراتيجية عليا في النظام الإيراني، على رأسهم المرشد الأعلى للثورة علي خامنئي. من الناحية الاستراتيجية، أهم ما جاء به هذا الإعلان عن مسار جديد في الحرب، يُفهم منه ضمنياً أن الرئيس ترمب استبدل الأداة العسكرية التقليدية في إدارة وخوض الحرب وتحقيق الهدف منها بأداة أكثر نعومة وأدنى مضاءً، والحرب في أوج تصعيدها العنيف، انتظاراً لحسمها، قبل موعد انتخابات الكونغرس النصفية في الثالث من نوفمبر القادم.
لا أحد ينكر المتغيّر الاقتصادي وأهميته الاستراتيجية، لدى طرفي أي حرب. ربما تكون في الأوقات العادية الأداة الاقتصادية من أمضى أدوات السياسة الخارجية للدولة في محاولتها إدارة مصالحها وأهداف سياستها الخارجية على مسرح السياسة الدولية. ليس فقط أمضى أدوات السياسة الخارجية للدولة، بل قد تكون أقلها تكلفةً وأكثرها توقعاً لنتائجها. والأداة الاقتصادية، أثناء استعار الحرب، تتكامل مع الأداة العسكرية، ليس فقط في تحمّل تكلفة وأعباء الحرب، بل أيضاً، الاقتراب من تحقيق قرار خوض الحرب نفسها.
لكن الإعلان عن غلبة الأداة الاقتصادية في تحقيق أهداف الحرب، والحرب في أوج استعارها، مع اقتراب وضع أوزارها، وتوقع جني عائدها، لا يعني سوى أمر واحد: الإعلان عن عجز الأداة الرئيسية في إدارة الحروب، قبل حسم مصيرها، من قبل الطرف الذي يبدو أنه يتوقع النصر فيها. وهذا، ليس له سوى معنى واحد: أن الحرب لم تستنفد وقودها بعد، ولم يعد بالإمكان التحكم في حركتها العنيفة، ليس ضعفاً في الإمكانات القتالية، ولا وهناً في قوة الخصم، بل ببساطة: إعادة تقييم مسار الحرب وضغط زيادة تكلفة الاستمرار في مسارها العنيف، عمّا هو متوقع من عائدها.
ثم التحوّل للأداة الاقتصادية عن الأداة الأكثر ملاءمة مع طبيعة الحرب العنيفة (الأداة العسكرية)، خاصةً في مراحل الحرب المتقدّمة، فإن ذلك لا يساعد في حسمها.
الإعلان عن مسار جديد أقل تكلفة من استمرار حركة العنف المتولدة عن الحرب باستخدام أداة أكثر نعومة وأخف حدة وأدنى مستوى من العنف، يتناقض مع قرار توسعة رقعة الحرب وزيادة أطرافها، إذ إن ذلك من شأنه أن يرفع تكلفة الحرب نفسها. ثم إن قرار توسيع رقعة الحرب بزيادة أعداد أطرافها لا يشكّل قيمة ردع مضافة، لا للخصم الرئيس في الحرب، ولا لمن أضيفوا، إلى سعيرها المتقد. ترى هل يردع تهديد من يرى الرئيس ترمب مِمّن هو محتمل مساعدة طهران في تخطي خطوط الحرب الاقتصادية الحمراء الجديدة، وهو يقصد بالذات الصين وروسيا. فهاتان الدولتان منذ بداية الحرب وقفتا إلى جانب طهران؛ لأن مصالحهما الاستراتيجية والقومية كانت مع الوقوف مع طهران في التحايل على الآثار السلبية للحرب على إيران، بالذات الجانب الاقتصادي منها، الذي هو الإضافة الجديدة لجهود واشنطن في إدارة الحرب وخوضها.
Last Friday, President Trump announced a new course for managing the war with Iran, which he described as an unprecedented economic war. The new aspect of this announcement regarding the unprecedented economic war is its expansion to include the battlefield and its parties, reaching everyone who helps Iran circumvent the new economic sanctions, including (implicitly) major powers like China and Russia, which have participated and continue to participate with Iran in overcoming the economic side of the war, which is nearing its sixth month without achieving Washington's goal of defeating Iran militarily and changing the regime in Tehran after its surrender.
In reality, there is nothing new in the economic war announced by President Trump... Forget about expecting its success unless the military war, which began on February 28 with a wide joint attack by the United States and Israel that resulted in the deaths of high strategic figures in the Iranian regime, including the Supreme Leader Ali Khamenei, succeeds. Strategically, the most important implication of this announcement about a new course in the war is that President Trump has replaced the traditional military tool in managing and conducting the war and achieving its objectives with a softer and less impactful tool, while the war is at the peak of its violent escalation, awaiting resolution before the midterm congressional elections on November 3.
No one denies the economic variable and its strategic importance to both sides of any war. Perhaps in ordinary times, the economic tool is one of the most effective tools of a state's foreign policy in its attempts to manage its interests and objectives on the international political stage. Not only is it one of the most effective tools of a state's foreign policy, but it may also be one of the least costly and most predictable in terms of outcomes. The economic tool, during the height of war, complements the military tool, not only in bearing the costs and burdens of war but also in approaching the decision to engage in the war itself.
However, the announcement of the predominance of the economic tool in achieving war objectives while the war is at its peak, with the end of its burdens approaching and the expectation of reaping its returns, signifies only one thing: the announcement of the failure of the primary tool in managing wars before determining their fate, by the party that seems to anticipate victory in it. This has only one meaning: that the war has not yet exhausted its fuel, and it is no longer possible to control its violent movement, not due to weakness in combat capabilities or frailty in the opponent's strength, but simply due to a reassessment of the course of the war and the pressure to increase the cost of continuing its violent path beyond what is expected from its returns.
Then, shifting to the economic tool from the tool that is more suitable for the nature of violent war (the military tool), especially in the advanced stages of war, does not help in resolving it.
The announcement of a new course that is less costly than continuing the cycle of violence generated by the war using a softer and less intense tool contradicts the decision to expand the battlefield and increase its parties, as this would raise the cost of the war itself. Moreover, the decision to expand the battlefield by increasing the number of its parties does not constitute an added deterrent value, neither for the main opponent in the war nor for those added to its escalating flames. One wonders whether the threat posed by President Trump to those he sees as potential helpers for Tehran in crossing the new red lines of the economic war, specifically targeting China and Russia, will deter them. These two countries have stood by Tehran since the beginning of the war because their strategic and national interests align with supporting Tehran in circumventing the negative effects of the war on Iran, particularly its economic aspect, which is the new addition to Washington's efforts in managing and conducting the war.
