شاركت المملكة في المنتدى الحضري العالمي الثالث عشر في أذربيجان، الذي نظّمته الأمم المتحدة للمستوطنات البشرية، لشرح تجربتها الفريدة. فما نشهده اليوم لم يعد مجرد توسع عمراني تقليدي، بل مشروع حضاري متكامل يعيد تعريف فكرة (المدينة) بوصفها كياناً حياً يتفاعل مع الإنسان، ويحترم البيئة، ويؤسّس لمستقبل أكثر اتزاناً واستدامة.
تصريحات الوزير ماجد الحقيل خلال المنتدى، جاءت كقراءة إستراتيجية عميقة لمسار التحول الحضري الذي تعيشه المملكة، وحجم جهد وزارة البلديات والإسكان في إعادة بناء مفهوم المدينة الحديثة على أسس أكثر إنسانية واستدامة وجودة للحياة.
التحوّل الحضري تحت مظلة الرؤية القديرة يعكس وعياً عميقاً بأن المدن الحديثة تُقاس بقدرتها على خلق بيئة إنسانية متوازنة تمنح السكان الإحساس بالأمان والانتماء والراحة النفسية والاستقرار الاجتماعي.
لذلك أصبح مفهوم (المدينة الإنسانية) حاضراً في التخطيط السعودي، بدءاً من تصميم الأحياء ووصولاً إلى تطوير الخدمات الذكية والمساحات الخضراء وأنظمة النقل وجودة البيئة العمرانية، والانتقال من مفهوم الإدارة الخدمية التقليدية إلى مفهوم الإدارة التنموية الشاملة التي أعادت صياغة البيئة الحضرية بكاملها، عبر تطوير التشريعات، وتحفيز الاستثمار العقاري، وإطلاق برامج الإسكان التنموي، وتوسيع خيارات التملك، وتحسين جودة التخطيط العمراني، وربط التنمية السكنية بجودة الحياة والاستدامة الاقتصادية والاجتماعية.
في التجربة السعودية الدولة لم تتعامل مع الإسكان باعتباره ملفاً خَدَمياً محدود الأثر، بل اعتبرته أحد أهم مفاتيح الاستقرار الوطني والاجتماعي.
ارتفاع نسبة تملك المساكن إلى أكثر من 66% يعبّر عن تحوّل اجتماعي عميق ينعكس مباشرة على استقرار الأسر، وتعزيز الطبقة الوسطى، وتقوية شعور المواطن بالأمان والانتماء للمكان.
الإنسان الذي يمتلك منزله يصبح أكثر ارتباطاً بمدينته وأكثر إيماناً بالمستقبل وأكثر قدرة على المشاركة في عملية التنمية والإنتاج، وهو ما عملت عليه الدولة عبر برامج متنوعة استفاد منها أكثر من مليون أسرة سعودية.
المشروع الحضري السعودي يجمع بين الأصالة والمعاصرة، وهي معادلة معقدة فشلت فيها تجارب كثيرة حول العالم.
إطلاق 19 طرازاً معمارياً يعكس الهوية العمرانية السعودية يمثل خطوة شديدة الذكاء؛ لأن المدن التي تفقد هويتها الثقافية تتحوّل مع الزمن إلى نسخ متشابهة بلا روح. العمارة ليست جدراناً وأسقفاً بل ذاكرة بصرية تحفظ شخصية المجتمع وتاريخه وثقافته.
فالحفاظ على الطابع العمراني المحلي بالتوازي مع التحديث يمنح المدن السعودية خصوصيتها الحضارية ويمنع ذوبانها الكامل في النموذج العمراني العالمي المكرر، عبر اعتماد نماذج معمارية تعكس التنوع الثقافي والجغرافي للمملكة.
الاهتمام بالمدن الذكية يكشف عن إدراك مبكر لطبيعة المستقبل.
دخول ثماني مدن سعودية ضمن مؤشر IMD للمدن الذكية يعكس حجم الاستثمار في التقنيات الحديثة والبيانات والتحوّل الرقمي. المدينة الذكية لم تعد ترفاً تقنياً، بل ضرورة اقتصادية وأمنية وبيئية، لأنها ترفع كفاءة الخدمات، وتقلل الهدر، وتحسّن إدارة المرور والطاقة والمياه والنفايات، وتخلق بيئة أكثر مرونة وقدرة على التعامل مع التحديات المستقبلية.
جهات عدة سعت لتطوير المنصات الرقمية والخدمات الذكية والتوسع في الحلول التقنية المرتبطة بإدارة المدن، فانضمام 16 مدينة سعودية إلى مبادرة المدن الصحية يحمل دلالة أخرى بالغة الأهمية، تؤكد أن التنمية السعودية الجديدة تجاوزت المفهوم التقليدي للعمران إلى مفهوم أكثر شمولاً يربط الصحة العامة بالتصميم الحضري وجودة الهواء والمساحات المفتوحة وأنماط الحياة اليومية.
تشهد الرياض اليوم مشروعاً حضارياً عملاقاً، المسار الرياضي بطول 135 كيلومتراً؛ بهدف تشجيع السكان على تبني أسلوب حياة صحي معتمداً على «الكود العمراني» المستوحى من العمارة السلمانية لتحسين المشهد الحضري والبيئي.
المدن الحديثة تساعد سكانها على الحياة بصورة صحية ومتوازنة نفسياً وجسدياً، وتعيد صياغة العلاقة بين الإنسان والمكان بعد عقود هيمنت فيها المدن الاستهلاكية وحوّلت البشر إلى مجرد أرقام داخل فضاءات عمرانية فاقدة للروح.
المدينة في المفهوم السعودي الجديد تسعى لأن تكون فضاءً للعيش الكريم، والعمل، والثقافة، والترفيه، والاستدامة، والتفاعل الإنساني، وهو ما يفسر التركيز المتزايد على جودة الحياة والمشروعات البيئية والحدائق والممرات العامة والمرافق الثقافية والرياضية.
العالم اليوم يواجه تحديات حضرية هائلة، تشمل التلوث، والتكدّس السكاني، والاختناق المروري، وضعف الخدمات، وارتفاع تكاليف المعيشة، وتغيّر المناخ.
لذلك فإن أي تجربة قادرة على تقديم نموذج متوازن للتنمية الحضرية ستجد اهتماماً دولياً واسعاً.
السعودية تحاول أن تقدّم نفسها باعتبارها مختبراً عالمياً لصناعة مدن المستقبل، مستفيدة من قدراتها الاقتصادية، ورؤيتها الإستراتيجية، وسرعة اتخاذ القرار، والانفتاح الكبير على التقنيات الحديثة والشراكات الدولية.
المدن الجديدة التي تُبنى اليوم في المملكة تحمل رسالة تقول إن الإنسان يجب أن يبقى محور التنمية وغايتها الكبرى، وإن المدينة الناجحة تمنح سكانها الشعور بالحياة.
رسالة معبّرة لأمناء المناطق وحافز قوي لهم لينظروا ويتأملوا فعل الرؤية منذ أن أظلّت حاضر حياتنا، باثة طاقة جديدة، ومحركة تروس الإنجاز لترسم الدهشة والغبطة والإعجاب، في كل مجال ومساق، بغير استثناء.

The Kingdom participated in the thirteenth World Urban Forum in Azerbaijan, organized by the United Nations Human Settlements Programme, to explain its unique experience. What we witness today is no longer just traditional urban expansion, but a comprehensive civilizational project that redefines the idea of the (city) as a living entity that interacts with humans, respects the environment, and establishes a more balanced and sustainable future.
Minister Majid Al-Hoqail's statements during the forum came as a deep strategic reading of the urban transformation that the Kingdom is experiencing, and the extent of the efforts of the Ministry of Municipal and Rural Affairs and Housing in rebuilding the concept of the modern city on more humane, sustainable, and quality-of-life foundations.
The urban transformation under the umbrella of the powerful vision reflects a deep awareness that modern cities are measured by their ability to create a balanced human environment that provides residents with a sense of security, belonging, psychological comfort, and social stability.
Therefore, the concept of the (human city) has become present in Saudi planning, starting from the design of neighborhoods to the development of smart services, green spaces, transportation systems, and the quality of the urban environment, transitioning from the concept of traditional service management to the concept of comprehensive developmental management that has redefined the entire urban environment through the development of legislation, stimulating real estate investment, launching developmental housing programs, expanding ownership options, improving the quality of urban planning, and linking residential development to quality of life and economic and social sustainability.
In the Saudi experience, the state did not treat housing as a limited-service file, but rather considered it one of the most important keys to national and social stability.
The increase in the home ownership rate to over 66% reflects a profound social transformation that directly impacts family stability, strengthens the middle class, and enhances citizens' sense of security and belonging to their place.
A person who owns their home becomes more connected to their city, more hopeful about the future, and more capable of participating in the development and production process, which the state has worked on through various programs that have benefited more than one million Saudi families.

The focus on smart cities reveals an early awareness of the nature of the future.
The inclusion of eight Saudi cities in the IMD Smart Cities Index reflects the scale of investment in modern technologies, data, and digital transformation. The smart city is no longer a technical luxury, but an economic, security, and environmental necessity, as it enhances service efficiency, reduces waste, improves traffic, energy, water, and waste management, and creates a more flexible environment capable of dealing with future challenges.
Several entities have sought to develop digital platforms, smart services, and expand technical solutions related to city management, so the joining of 16 Saudi cities to the Healthy Cities Initiative carries another significant indication, confirming that the new Saudi development has surpassed the traditional concept of urbanism to a more comprehensive concept that links public health with urban design, air quality, open spaces, and daily lifestyle patterns.
Today, Riyadh is witnessing a giant urban project, the Sports Path, which is 135 kilometers long; aimed at encouraging residents to adopt a healthy lifestyle based on the "urban code" inspired by Islamic architecture to improve the urban and environmental landscape.
Modern cities help their residents live in a healthy and psychologically and physically balanced manner, and reshape the relationship between humans and places after decades in which consumer cities dominated and turned people into mere numbers within soulless urban spaces.
The city in the new Saudi concept seeks to be a space for dignified living, work, culture, entertainment, sustainability, and human interaction, which explains the increasing focus on quality of life, environmental projects, parks, public pathways, and cultural and sports facilities.
The world today faces enormous urban challenges, including pollution, population congestion, traffic congestion, weak services, rising living costs, and climate change.
Therefore, any experience capable of providing a balanced model for urban development will find wide international interest.
Saudi Arabia is trying to present itself as a global laboratory for building the cities of the future, benefiting from its economic capabilities, strategic vision, quick decision-making, and significant openness to modern technologies and international partnerships.
The new cities being built today in the Kingdom carry a message that says humans must remain the focus of development and its ultimate goal, and that a successful city gives its residents a sense of life.
A powerful message for the regional secretaries and a strong incentive for them to look and reflect on the vision since it has overshadowed our lives, radiating new energy and driving the gears of achievement to create wonder, joy, and admiration in every field and direction, without exception.
