وصلت الحرب الأمريكية-الإيرانية إلى تقاطع طرق سوف يحدد ليس فقط شكل المنطقة بل أيضًا العالم. إيران عبر تاريخها، تعتمد على سياسة الاستنزاف وتستفيد منها ليس فقط للحفاظ على وجود نظامها، بل أيضًا لاستثمار «ثقافة الصمود» في الحروب على المستويين الخارجي والداخلي.
ففي الداخل، كانت تستثمر لعبة التهديد الوجودي وصمود النظام لإحكام القبضة العسكرية على الداخل. أما خارجيًا، وهنا الأهم، استطاعت إيران رغم الحروب ورغم الحصار والإخفاقات التي تعرّضت لها، أن تبني ترسانة نفوذها عبر تقوية وكلائها الممتدين بشكل مباشر في اليمن والعراق ولبنان وفلسطين وسوريا، سياسيًا وإعلاميًا واقتصاديًا واجتماعيًا وعسكريًا. من «درّة تاجها» حزب الله مرورًا بالحوثيين في اليمن، والحشد الشعبي والفصائل الأخرى في العراق، أنتجت إيران نظامًا في المنطقة تصبح فيه سيادة الدول موضع تفاوض دائم. لننظر إلى لائحة ما تسمّيها إيران الشروط لإبرام أي تسوية ممكنة مع الولايات المتحدة الأمريكية، فهي تتضّمن مطالب بعدم التعرّض إلى حلفائها، وهم مجموعات عقائدية و/أو عسكرية خارجة عن القانون في بلادهم تحت عناوين مختلفة ومنها المقاومة، يفرضون نفوذهم في البلاد التي يتحركون فيها بقوة السلاح. الأخطر من ذلك، تعمل إيران على دعم هؤلاء في مساومة أنظمة البلاد التي يتواجدون فيها مقابل أي تفكير في تسليم السلاح والاحتكام إلى مؤسسات دولهم، من خلال دفع هؤلاء للحصول على مكتسبات سياسية «إضافية» في بلدانهم تحت عنوان الضمانات مقابل البحث في تسليم السلاح.
كما أن أخطر ما أنتجته إيران في المنطقة هو لا مركزية العمل لوكلائها على مستوى العمليات، وفي الوقت نفسه بناء شبكة معرفية عملياتية مرتبطة ببعضها البعض تتبادل الخبرات العسكرية والموارد المالية وغيرها. فعلى سبيل المثال لا الحصر، تم اختبار تكتيكات وقدرات جديدة في ساحات القتال وتطوير الأدوات والإستراتيجيات في استخدام الطائرات المسيّرة والعمل على الاستفادة من الأخطاء التي وقعت في الحروب الماضية. هذه الاختبارات استفادت منها المليشيات الإرهابية وعملت وما تزال على تكيّفها بما يناسب ظروفها. هذه الشبكات في نقل الخبرات من ساحة قتال إلى غيرها عن طريق الحرس الثوري وفيلق القدس، كانت تستفيد منها إيران بدورها، ليس فقط في نقل المعركة خارج حدودها عبر استنزاف خصومها في مواجهة الوكلاء، لكن أيضًا في تحويل العمليات العسكرية التي يقوم بها الوكلاء إلى محطات اختبار تستفيد منها إيران في حروبها كما يحدث اليوم في مضيق هرمز.
تسعى إيران عبر نظامها إلى تثبيت نموذج إقليمي يقوم على دول تحتفظ بحدودها ومؤسساتها الرسمية، فيما تبقى قراراتها السيادية الكبرى ومستقبلها رهينة قوى مسلّحة موازية للدولة، تمتلك حق التعطيل في الداخل وترتبط إستراتيجيًا بطهران. فمن خلال هؤلاء، تحقق إيران موطئ قدم لها إستراتيجي قرب المضائق المؤدية إلى القرن الإفريقي. وفي أدوات الحروب الحالية، من يسيطر على الممرّات والمضائق يبني النفوذ.
من هنا، تبرز الحاجة إلى وجود نظام ردع فاعل وليس شكليًا ضد النموذج الذي تحاول إيران المحافظة عليه وتكريسه، وإلا، فإن أي تسوية تحت عنوان الاحتواء دون معالجة مصادر التهديد الإيراني ودون وجود سياسة ردع حقيقية، ستتحوّل إلى فرصة جديدة للنظام الإيراني لإعادة بناء وتفعيل وتكريس النموذج الذي فرضته إيران.
حينها، لن تكون الدول العربية القائمة التي تبني وتستثمر في نظام قائم على القانون والمؤسسات والتنمية قد ربحت استقرارًا مستدامًا، بل هدنة مؤقتة بانتظار الجولة المقبلة.
The American-Iranian war has reached a crossroads that will determine not only the shape of the region but also the world. Throughout its history, Iran has relied on a policy of attrition, benefiting from it not only to maintain the existence of its regime but also to invest in a "culture of resilience" in wars on both external and internal levels.
Internally, it has invested in the game of existential threats and the resilience of the regime to tighten its military grip on the domestic front. Externally, and here lies the most important aspect, Iran has managed, despite wars, sanctions, and the failures it has faced, to build a arsenal of influence by strengthening its direct proxies in Yemen, Iraq, Lebanon, Palestine, and Syria, politically, media-wise, economically, socially, and militarily. From its "crown jewel," Hezbollah, to the Houthis in Yemen, and the Popular Mobilization Forces and other factions in Iraq, Iran has produced a system in the region where the sovereignty of states is a matter of ongoing negotiation. Let’s look at the list of what Iran calls the conditions for any possible settlement with the United States; it includes demands not to target its allies, who are ideological and/or military groups operating outside the law in their countries under various titles, including resistance, imposing their influence in the countries they operate in by the force of arms. More dangerously, Iran works to support these groups in bargaining with the governments of the countries they are in, in exchange for any consideration of disarming and submitting to their state institutions, by pushing these groups to gain "additional" political gains in their countries under the title of guarantees in exchange for discussing disarmament.
Moreover, the most dangerous outcome produced by Iran in the region is the decentralization of operations for its proxies, while simultaneously building an operational knowledge network interconnected with each other, exchanging military experiences, financial resources, and more. For example, new tactics and capabilities have been tested in combat arenas, and tools and strategies have been developed in the use of drones, while working to benefit from the mistakes made in past wars. These tests have been utilized by terrorist militias, which have adapted them to suit their circumstances. These networks in transferring experiences from one battlefield to another via the Revolutionary Guard and the Quds Force have also benefited Iran, not only in transferring the battle outside its borders by exhausting its opponents in facing the proxies but also in turning the military operations carried out by the proxies into testing grounds that Iran benefits from in its wars, as is happening today in the Strait of Hormuz.
Through its regime, Iran seeks to establish a regional model based on states that maintain their borders and official institutions, while their major sovereign decisions and future remain hostage to armed forces parallel to the state, which have the right to disrupt internally and are strategically linked to Tehran. Through these groups, Iran achieves a strategic foothold near the straits leading to the Horn of Africa. In the current tools of warfare, whoever controls the passages and straits builds influence.
From here, there is a pressing need for an effective deterrent system, not merely a formal one, against the model that Iran is trying to maintain and entrench; otherwise, any settlement under the banner of containment without addressing the sources of the Iranian threat and without a genuine deterrent policy will turn into a new opportunity for the Iranian regime to rebuild, activate, and entrench the model imposed by Iran.
At that point, the existing Arab states that are building and investing in a system based on law, institutions, and development will not have achieved sustainable stability, but rather a temporary truce awaiting the next round.
