في خضمّ الرمال المتحركة للتحوّلات الجيوسياسية في منطقتنا، التي لا تكتفي بالوقوف على صفيح ساخن، بل إنها تتأرجح حرفياً على صفيح «جهنمين»: الأول، صراعاتُ المنطقة وحروبها العبثية التي أبت أن تتوقف، وسباق نفوذ تفتحه قوى لا تتقن سوى إشعال الحرائق وترك الرماد خلفها. والثاني، ذلك «العملاق النائم» في شكل «بركان» الذي تربض فوقه مدينة عدن. وكم هو ممعنٌ في «شر البلية ما يضحك» أن نتذكر هنا مقولة عالم البراكين البريطاني الشهير «I.G. Gass»، الذي درس جيولوجيا المنطقة ووصف ثوران بركان عدن التاريخي، بأنه سيجعل من ثوران البراكين الأخرى تبدو كـ«ألعاب نارية»!
ومن هنا، برز «حلف مكة» الجديد بين السعودية، وتركيا، وباكستان كحدث لم يكن العبور فوقه تحليلياً خياراً ذكياً. لقد سارع الكثير من المحللين إلى وضع هذا التحالف في قوالب «الردع العسكري التقليدي» الجاهزة، واصفين إياه بأنه مجرد جدار صدّ في وجه التمدّد الإيراني. لكن، نظرة فاحصة على هذا المولود الجيوسياسي، وضمن رؤيته كـ«إدارة إطفاء» إقليمية ذكية تسعى لإقناع طهران بالعدول عن إشعال «الألعاب النارية» السياسية والعسكرية في المنطقة، تكشف عن دهاء استراتيجي أعمق بكثير من فكرة «المواجهة بحد السيف».
إن ما يحدث ليس بناء «جدار»، بل هو هندسة دقيقة لـ «قفص ذهبي»، أعدته القوى الثلاث بعناية فائقة لاستيعاب طهران، ليس عبر كسرها عسكرياً، بل عبر مأسسة سلوكها وتقييد طموحاتها بشبكة من المصالح الواقعية.
فك شفرة الدهاء: مأسسة الخصوم
(Institutional Enmeshment):
هذا هو المصطلح المفتاحي الذي غفل عنه الكثير من المحللين. في علم العلوم السياسية، لا تعني القوة دائماً تدمير الخصم، بل تعني غالباً القدرة على إعادة تشكيل بيئته بحيث يصبح خيار العدوان لديه هو الخيار الأعلى كلفة والأقل جدوى.
ولنا في التاريخ القريب مثال ساطع و«منطقي» جداً يوضح هذه الإستراتيجية وهو: كيف تعامل الغرب مع ألمانيا الغربية بعد الحرب العالمية الثانية؟
لم يكن الحل في الخوف من إعادة نهوض ألمانيا كتهديد عسكري هو تدميرها كلياً أو عزلها للأبد، بل كان الحل في مأسستها. عبر دمجها في حلف شمال الأطلسي (NATO) والجماعة الأوروبية للفحم والصلب -الاتحاد الأوروبي فيما بعد-، تم تقييد جيشها ضمن هيكل قيادة مشترك، وربط اقتصادها (عصب الحرب) باقتصادات جيرانها بشكل لا يقبل الانفصام. هذه «المأسسة» جعلت شن ألمانيا لحرب أخرى أمراً مستحيلاً عملياً ولوجستياً، ومكلفاً جداً اقتصادياً وسياسياً. هكذا، تم تحويل «الخصم المحتمل» عسكرياً إلى «شريك أساسي» في الأمن والازدهار الأوروبي.
هندسة «القفص الذهبي» لإيران:
بالمقارنة، يتبنى حلف مكة الإستراتيجية نفسها تجاه إيران، لكن بأدوات مختلفة تناسب جغرافيا وثقافة المنطقة. التحالف لا يسعى لحرب استباقية، بل يخلق واقعاً إجبارياً يطوق الطموح الإيراني بـ «مؤسسة» من عناصر القوة التي أعدتها الدول الثلاث بعناية:
النفوذ و«الجذب» السعودي: لا تقتصر القوة السعودية هنا على المال فحسب، بل على مكانتها الروحية والاقتصادية، وقدرتها على حشد الشرعية الدولية والإقليمية. هي قوة «جذب» تجعل الخروج من عباءة التفاهم معها انعزالاً باهظاً.
المظلة والردع النووي الباكستاني: بوجود إسلام أباد، يكتسب التحالف بُعداً رادعاً استراتيجياً حاسماً يضع حداً نهائياً لأي طموح توسعي إيراني قد يفكّر في تجاوز الخطوط الحمراء عسكرياً.
الدرونز والتفوق التقني التركي: تضيف أنقرة للتحالف ذراعاً عسكرية مرنة ومتقدّمة تكنولوجياً، قادرة على توفير استجابة سريعة ودقيقة لأي تهديدات دون الحاجة لتورط عسكري ميداني واسع.
المسار إلى «العقلنة» استراتيجياً وضم الخصم:
بهذا المزيج المرعب من «الصلابة النووية» و«المرونة التقنية» و«الجاذبية الاقتصادية»، يضع التحالف طهران أمام حقيقة جيوسياسية جديدة، تقودها إلى حالة من «العقلنة استراتيجياً» (Strategic Rationalization) عبر مفاوضات جادة تدرك فيها حدود قوتها.
وهنا تكمن قمة الدهاء: ذروة الاحتواء لا تأتي بعزل إيران نهائياً أو بكسر نظامها، بل قد تأتي، في نهاية المطاف، بشكل ضم إيران كشريك إلى منظومة أمنية وتكاملية إقليمية جديدة، مشروطة بالتزام تام وكلي بقواعد اللعبة الجديدة: «احترام السيادة الوطنية، وعدم التدخل في الشؤون الداخلية». حينها، ستكون مكاسب الاندماج والازدهار لطهران أعلى بكثير من تكلفة الانعزالية والمواجهة.
إن حلف مكة هو إعلان عن نضج جيوسياسي عربي-تركي-باكستاني، يفضل هندسة السلام عبر القوة الذكية (smart power)، على الانجرار لمواجهات عبثية لا رابح فيها، محاولاً إعادة صياغة الشرق الأوسط بقواعد لعبة تجعل السلم مصلحة الجميع، والعدوان انتحاراً لصاحبه.
In the midst of the quicksand of geopolitical transformations in our region, which not only stands on a hot plate but literally teeters on a plate of "two hells": the first, the region's conflicts and its absurd wars that refuse to stop, and the power struggle opened by forces that know only how to ignite fires and leave ashes behind. The second, that "sleeping giant" in the form of a "volcano" over which the city of Aden rests. And how ironic it is to remember here the saying of the famous British volcanologist "I.G. Gass," who studied the geology of the region and described the historic eruption of Aden's volcano as making the eruption of other volcanoes seem like "fireworks"!
From here, the new "Mecca Alliance" between Saudi Arabia, Turkey, and Pakistan emerged as an event that analytically could not be overlooked. Many analysts hastened to categorize this alliance within the ready-made frameworks of "traditional military deterrence," describing it as merely a bulwark against Iranian expansion. However, a closer look at this geopolitical entity, and within its vision as a smart regional "firefighting management" seeking to convince Tehran to refrain from igniting political and military "fireworks" in the region, reveals a strategic cunning that is much deeper than the idea of "confrontation at sword's edge."
What is happening is not the construction of a "wall," but rather a precise engineering of a "golden cage," carefully prepared by the three powers to contain Tehran, not by breaking it militarily, but by institutionalizing its behavior and constraining its ambitions with a network of real interests.
Decoding the cunning: Institutional Enmeshment:
This is the key term that many analysts have overlooked. In political science, power does not always mean destroying the opponent; it often means the ability to reshape their environment so that the option of aggression becomes the most costly and least effective choice.
We have a shining and very "logical" example in recent history that illustrates this strategy: how did the West deal with West Germany after World War II?
The solution to the fear of Germany's resurgence as a military threat was not to completely destroy it or isolate it forever, but rather to institutionalize it. By integrating it into NATO and the European Coal and Steel Community - later the European Union - its military was constrained within a joint command structure, and its economy (the nerve of war) was linked to its neighbors' economies in an inseparable manner. This "institutionalization" made it practically and logistically impossible for Germany to wage another war, and very costly economically and politically. Thus, the "potential military adversary" was transformed into a "key partner" in European security and prosperity.
Engineering the "golden cage" for Iran:
In comparison, the Mecca Alliance adopts the same strategy towards Iran, but with different tools suited to the geography and culture of the region. The alliance does not seek a preemptive war, but creates a coercive reality that encircles Iranian ambition with an "institution" of power elements that the three countries have carefully prepared:
Saudi influence and "attraction": Saudi power here is not limited to money alone, but also to its spiritual and economic stature, and its ability to rally international and regional legitimacy. It is a "magnet" that makes stepping out from under the understanding with it a costly isolation.
The umbrella and Pakistani nuclear deterrence: With Islamabad's presence, the alliance gains a decisive strategic deterrent dimension that puts a definitive end to any Iranian expansionist ambition that might consider crossing military red lines.
Drones and Turkish technological superiority: Ankara adds to the alliance a flexible and technologically advanced military arm, capable of providing a quick and precise response to any threats without the need for extensive military involvement.
The path to "rationalization" strategically and incorporating the adversary:
With this terrifying mix of "nuclear rigidity," "technical flexibility," and "economic attraction," the alliance places Tehran before a new geopolitical reality, leading it to a state of "strategic rationalization" through serious negotiations in which it recognizes the limits of its power.
Here lies the peak of cunning: the pinnacle of containment does not come from completely isolating Iran or breaking its regime, but may ultimately come in the form of incorporating Iran as a partner into a new regional security and integrative system, conditioned on a complete and total commitment to the new rules of the game: "respect for national sovereignty and non-interference in internal affairs." At that point, the gains of integration and prosperity for Tehran will far outweigh the costs of isolation and confrontation.
The Mecca Alliance is a declaration of the geopolitical maturity of the Arab-Turkish-Pakistani alliance, which prefers to engineer peace through smart power over being dragged into futile confrontations with no winners, attempting to reshape the Middle East with rules of the game that make peace a mutual interest and aggression a suicide for its perpetrator.
