من أهم أهداف رؤية المملكة 2030، هو تنويع مصادر الاقتصاد الوطني السعودي بعيداً عن الاعتماد على النفط وتقلباته في الأسعار والإمدادات والتي كشفت لنا أزمة حرب أمريكا وإيران الأخيرة خطورة هذا الاعتماد الأحادي على قطاع الطاقة بشكل عام، تخيل تدخل دول الخليج في صراع عنيف قد يهدد منابع ومنشآتها النفطية، وهو سيناريو شهدنا بداية له من ضرب تلك المصانع وتوقف الإمدادات النفطية جراء إغلاق مضيق هرمز من قبل إيران.
المملكة ومنذ بداية هذه الرؤية ذات الطابع الاقتصادي بشكل قوي تعمل على عملية تنويع اقتصادها من خلال الاستثمار في قطاعات خدمية جديدة كما في قطاع السياحة والترفيه مثلاً، وهذه القطاعات تحتاج إلى نقلة نوعية واستثمار ضخم في هذه القطاعات.. فالدولة عملت مشاريع ترفيهية وسياحية ضخمة وفتحت هذه القطاعات للاستثمار الأجنبي، آخر هذه القرارات المهمة باعتقادي في منظومة التنوع الاقتصادي هو العمل على تهيئة البيئة التشريعية والتنظيمية لتملك غير السعوديين في مناطق ومدن محددة، حيث وافق مجلس الوزراء، في جلسته الأخيرة، على اللائحة التنفيذية لقرار تملك غير السعوديين للعقارات في بلادنا، وتم وضع شروط معقولة جداً في هذا المشروع الذي سوف يكون له تأثيرات إيجابية على الاقتصاد الكلي، وكذلك من النواحي الاجتماعية، نحن في وطن يأتي في مقدمة الدول من حيث مؤشرات عديدة تجذب الإنسان للعيش فيها، ويأتي في مقدمة ذلك مستوى الأمن والاستقرار العالي فيها، إضافة إلى التنوع الجغرافي للمملكة، وهذه عوامل جذب مهمة، وهناك العشرات من هذه العوامل لتفضيل المملكة من قبل المستثمرين الأجانب للدخول إلى السوق العقارية السعودية، هناك لجنة من عدة جهات تقوم بالعمل على هذا الملف المهم، وأتمنى أن تواكب التغيرات السريعة في السوق العقارية الوطنية بعد هذا القرار، من حيث زيادة النطاقات الجغرافية لحق تملك العقارات في المدن الرئيسية أو من حيث زيادة المدن الداخلة في هذا المشروع، كثير من دول العالم يقصدها مستثمرون سعوديون ويشترون عقارات في مدن وأحياء تلك الدول بدون أية ضوابط، ورغم ذلك يظل ارتفاع أسعار العقارات في العواصم فقط كما في لندن أو باريس، أما في المدن الصغيرة والمتوسطة تظل الأسعار فيها معقولة ولم يؤثر دخول الأجانب على الأسعار للعقارات في تلك المدن، البعض يتخوف وعنده حساسية مرتفعة تجاه هذا الموضوع، ولكن هذا القرار قد يشجع المطورين والشركات الإنشائية العقارية للدخول في استثمار نوعي في المناطق المصرح لغير المواطن في التملك فيها، أي أن التأثير سوف يكون كمياً ونوعياً، فهناك ملايين المقيمين عندنا عاشوا لعقود طويلة في بلادنا، تخيل يكون له منزل يملكه ويسكن فيه مع عائلته كيف سيكون علاقته النفسية والاجتماعية للبلد ككل، فالمكان الذي نملك منزلاً فيه في وقتنا المعاصر هو الوطن الحقيقي، الخوف من التضخم في أسعار العقارات ليس مبرراً في التخوف في قرار التملك العقاري لغير السعوديين، خاصة أن سمو ولي العهد اتخذ قرارات مهمة قبل أكثر من عام أُطلق عليها قرار سمو ولي العهد للتوازن العقاري في مدينة الرياض، وقد شهدنا كيف حدت من الارتفاعات الجنونية لأسعار الأراضي، وقرار آخر نظّم قطاع الإيجار العقاري السكني والتجاري بدون ضرر للملاك والمستأجرين.
من نظرة سريعة على النطاقات الجغرافية للمناطق التي يسمح بتملك غير السعوديين فيها، هناك تركيز على المشاريع الترفيهية في الرياض ومشاريع نيوم في شمال غرب المملكة، وهذا سوف يدفع المستثمرين في هذه المجالات للتملك والتطوير فيها، إضافة إلى أن في العاصمة الرياض وجدة المناطق الشعبية القديمة مسموح التملك فيها، وهذا دفعة مهمة لاستغلال تلك الأحياء المتكاملة الخدمات والتي تعج بالعمالة أن تكون مناطق مرغوبة للمستثمرين خاصة من قبل الأفراد، المشروع بشكل عام يعتبر نقلة نوعية في القطاع العقاري من ناحية الاستثمار فيه ورافداً مهماً للاقتصاد الوطني بشكل عام.
One of the most important goals of the Kingdom's Vision 2030 is to diversify the sources of the Saudi national economy away from reliance on oil and its price and supply fluctuations. The recent crisis of the America-Iran war has revealed the dangers of this unilateral dependence on the energy sector in general. Imagine the Gulf countries intervening in a violent conflict that could threaten their oil sources and facilities. This scenario has already begun with the attacks on those factories and the halt of oil supplies due to Iran's closure of the Strait of Hormuz.
Since the beginning of this economically focused vision, the Kingdom has been working vigorously on diversifying its economy through investment in new service sectors, such as tourism and entertainment, for example. These sectors require a qualitative leap and significant investment. The state has undertaken massive entertainment and tourism projects and opened these sectors to foreign investment. The latest important decision, in my opinion, within the framework of economic diversification is working on preparing the legislative and regulatory environment for non-Saudis to own property in specific areas and cities. The Council of Ministers, in its last session, approved the executive regulations for the decision allowing non-Saudis to own real estate in our country, and very reasonable conditions were set in this project, which will have positive impacts on the overall economy, as well as on social aspects. We are in a nation that ranks among the top countries in various indicators that attract people to live in it, with a high level of security and stability, in addition to the geographical diversity of the Kingdom. These are important factors of attraction, and there are dozens of these factors that make the Kingdom preferable for foreign investors to enter the Saudi real estate market. A committee from several entities is working on this important file, and I hope it keeps pace with the rapid changes in the national real estate market following this decision, in terms of increasing the geographical areas for property ownership in major cities or in terms of increasing the cities included in this project. Many countries around the world are visited by Saudi investors who buy properties in the cities and neighborhoods of those countries without any regulations. Nevertheless, property prices remain high only in capitals like London or Paris, while in small and medium cities, prices remain reasonable, and the entry of foreigners has not affected property prices in those cities. Some people are apprehensive and have a heightened sensitivity toward this issue, but this decision may encourage developers and construction companies to engage in qualitative investment in the areas where non-citizens are permitted to own property. This means that the impact will be both quantitative and qualitative. There are millions of residents who have lived in our country for decades; imagine having a home they own and live in with their families—how this would affect their psychological and social relationship with the country as a whole. The place where we own a home in contemporary times is the true homeland. The fear of inflation in property prices is not justified in the apprehension regarding the decision to allow non-Saudis to own real estate, especially since His Royal Highness the Crown Prince made important decisions over a year ago, referred to as His Royal Highness the Crown Prince's decision for real estate balance in Riyadh. We have seen how it curtailed the insane increases in land prices, along with another decision that regulated the residential and commercial rental sector without harming landlords and tenants.
A quick look at the geographical areas where non-Saudis are allowed to own property shows a focus on entertainment projects in Riyadh and the NEOM projects in the northwest of the Kingdom. This will drive investors in these fields to own and develop in them. Additionally, in the capital Riyadh and Jeddah, ownership is permitted in the old popular areas, which is an important push to utilize those fully serviced neighborhoods that are bustling with labor, making them desirable areas for investors, especially individuals. The project, in general, is considered a qualitative leap in the real estate sector in terms of investment and an important contributor to the national economy overall.
