بعض ما قرأته عن المركز الوطني لسلامة النقل، الذي وافق عليه مجلس الوزراء، يبدو مشجعاً؛ فالمركز يهدف إلى تعزيز مستوى السلامة في منظومة النقل بكل أنماطها، من خلال نشر الوعي وثقافة السلامة بين المستفيدين داخل منظومة النقل وخارجها، براً وجواً وبحراً. كما أنه يوفر قاعدة بيانات للحوادث الجسيمة لتسهيل وصول الجهات ذات العلاقة إليها!
ورغم أن المركز سينشئ منصة إلكترونية تربطه بالجهات الأخرى ذات العلاقة، بما يسهم في تلقي بلاغات الحوادث الجسيمة وتبادل البيانات والمعلومات بما يعزز السلامة في وسائل النقل، إلا أن دوره سيكون أكثر فاعلية عندما يملك صلاحية مستقلة تتجاوز مهمات إصدار التوصيات الإرشادية وتقديم الخدمات الاستشارية. فالمطلوب وجود جهة مستقلة تملك صلاحية التحقيق والتدخل لإصلاح كلِّ خللٍ في التصاميم والإجراءات والممارسات وتخطيط مسارات حركة النقل، حتى تكون أكثر فاعلية في تحقيق أهداف السلامة!
أما بالنسبة لي، فكل حادثة تهدّد السلامة الجسدية هي حادثة جسيمة، سواء كانت صغيرةً أو كبيرةً، ولدينا نسبة عالية من وفيات وإصابات حوادث الطرق، ورغم انخفاضها في السنوات الأخيرة مع تطبيق إجراءات أكثر صرامة في رصد المخالفات، وإصلاح خلل تصميم وتخطيط بعض الطرق، ومراجعة معايير السلامة، إلا أننا ما زلنا من الدول الأعلى نسبة في أعداد الوفيات والإصابات في حوادث الطرق، مما يوجب التفكير في إيجاد وسائل إضافية تساعد على تحقيق مستهدفات السلامة. ولعل إنشاء هذا المركز إحدى تلك الوسائل، بشرط أن يمتلك دوراً فاعلاً ومؤثراً وملزماً في تحقيق أهداف السلامة!
باختصار.. استقلالية المركز، وامتلاكه الكفاءة لتحقيق أهدافه، ومنحه صلاحيات تُلزم الجهات الأخرى بإصلاح أنظمة وممارسات السلامة، سيكون خير داعم أساسي لمستهدفات السلامة كما جاءت في الرؤية. أما دون ذلك، فسيبقى أثره محدوداً واختيارياً لدى الجهات ذات العلاقة بقطاع النقل!

Some of what I read about the National Transportation Safety Center, which was approved by the Cabinet, seems encouraging; the center aims to enhance the level of safety in the transportation system in all its forms by raising awareness and promoting a culture of safety among beneficiaries both within and outside the transportation system, on land, in the air, and at sea. It also provides a database for serious accidents to facilitate access for relevant parties to it!
Although the center will establish an electronic platform linking it to other relevant entities, which will contribute to receiving reports of serious accidents and exchanging data and information to enhance safety in transportation means, its role will be more effective when it has independent authority that goes beyond the tasks of issuing advisory recommendations and providing consulting services. What is required is the existence of an independent entity that has the authority to investigate and intervene to rectify any flaws in designs, procedures, practices, and transportation route planning, so that it can be more effective in achieving safety goals!
As for me, any incident that threatens physical safety is a serious incident, whether small or large, and we have a high rate of deaths and injuries from road accidents. Despite a decrease in recent years with the implementation of stricter measures to monitor violations, rectifying design and planning flaws in some roads, and reviewing safety standards, we still rank among the highest countries in terms of the number of deaths and injuries from road accidents, which necessitates thinking about finding additional means to help achieve safety targets. Perhaps the establishment of this center is one of those means, provided that it has an effective, influential, and mandatory role in achieving safety goals!
In short... the center's independence, its competence to achieve its goals, and granting it powers that obligate other entities to rectify safety systems and practices will be a strong fundamental support for the safety targets as outlined in the vision.
