كلُّ توجهات وأهداف وبرامج الرؤية الوطنية للمملكة يمكن اعتبارها بشكل عام تسعى لتحقيق حقوق الإنسان بمعناها الشامل، حقه في الحياة الكريمة بكل جوانبها وضمان وصون حقوقه بكل أشكالها، ولهذا حدثت التطورات الكبيرة في سنِّ التشريعات والأنظمة والقوانين في كل المجالات بما يتيح تحقيق هذه الغاية الإنسانية، ولكن كان لا بد من وجود كيان يتمتع بالشخصية الاعتبارية، والاستقلال التام للإشراف على كل ما يتعلق بحقوق الإنسان وحمايتها وتعزيزها وفقاً لمعايير حقوق الإنسان الدولية في جميع المجالات، ونشر الوعي بها والإسهام في ضمان تطبيقها، ولذلك تم إنشاء هيئة حقوق الإنسان في المملكة عام 1426هـ، وتم تعديل تنظيمها في عام 1437هـ، مع استمرار عملية التطوير في آليات عملها التي تلتزم ـحسب نظامهاـ بقيم الاستقلالية، والعدالة، والشفافية، والمساءلة، والمشاركة، والتفكير والإبداع.
شخصياً، لدي اهتمام خاص بهذا الشأن، لذلك أتابع ما يحدث فيه من خلال نشاط الهيئة عبر تقاريرها ومشاركاتها وشراكاتها وإحصائياتها وعملها الميداني، وأستطيع التأكيد أنها تقوم بعمل حقيقي جاد وفعال وكبير على مستوى التطبيق، بالإضافة إلى الحرص على التطوير المستمر. ولذلك كانت فرصة مهمة عندما التقت مجموعة من كتاب صحيفة «عكاظ» بمعالي رئيس هيئة حقوق الإنسان الدكتورة هلا بنت مزيد التويجري، يوم الأربعاء الماضي 3 سبتمبر، للحوار حول مواضيع ومستجدات حقوق الإنسان في المملكة من خلال عمل الهيئة، وقد كان حواراً شفافاً لم تتردد خلاله الدكتورة هلا في الإجابة عن أي سؤال وتوضيح أي استفسار، خلال ما سمح به الوقت المحدد للقاء، الذي تمنيناه أن يطول نظراً لأهمية الموضوع وتشعب جوانبه، لكن الدكتورة وعدت بحوار أطول مع عدد أكبر من الكتاب والإعلاميين في مقر الهيئة، ونرجو أن يتم ذلك في وقت قريب.
لقد تعرّضت المملكة سابقاً لنقدٍ مبالغٍ فيه في بعض مواضيع حقوق الإنسان، بل إنها تعرّضت لحملات استهداف ممنهجة من بوابة حقوق الإنسان، وما زالت تنبثق من وقت لآخر، وهنا لا نستطيع نفي الثغرات التي كانت موجودة لدينا، لكن الواقع الذي تغيّر من خلال الإصلاحات الشاملة في كل المجالات أصبح يدحض تلك المزاعم. صحيح أن الممارسة التطبيقية لحقوق الإنسان لدينا من خلال كيان مستقل حديثة عهد، لكنها مع بقية منظومة الدولة تعمل لتطبيق هذا المفهوم الإنساني النبيل بجدية، وبعيداً عن المزايدات التي تشوه معناه وغاياته السامية. لذلك نرجو أن تكثف الهيئة حضورها في كل المنابر الإعلامية والثقافية والتعليمية والاجتماعية للتعريف بنشاطها والمستوى الذي وصلت إليه حقوق الإنسان لدينا، وسماع وجهات نظر المجتمع وتساؤلاته للاستفادة منها، وذلك بالتوازي أيضاً مع الحضور في الإعلام الدولي والمنتديات الحقوقية ومراكز التأثير في القرار وتشكيل الصورة الذهنية عن الدول والمجتمعات.

All the orientations, goals, and programs of the national vision of the Kingdom can generally be considered as striving to achieve human rights in their comprehensive sense, ensuring the right to a dignified life in all its aspects and guaranteeing and preserving rights in all their forms. For this reason, significant developments have occurred in enacting legislation, regulations, and laws in all fields to facilitate the achievement of this humanitarian goal. However, it was necessary to have an entity that enjoys legal personality and complete independence to oversee everything related to human rights, protect and promote them according to international human rights standards in all areas, raise awareness about them, and contribute to ensuring their implementation. Therefore, the Human Rights Commission was established in the Kingdom in 1426 AH, and its organization was amended in 1437 AH, while the process of developing its operational mechanisms continues, which, according to its regulations, adhere to the values of independence, justice, transparency, accountability, participation, thinking, and creativity.
Personally, I have a special interest in this matter, so I follow what is happening through the Commission's activities via its reports, participations, partnerships, statistics, and fieldwork. I can confirm that it is doing serious, effective, and substantial work at the level of implementation, in addition to its commitment to continuous development. Therefore, it was an important opportunity when a group of writers from the newspaper "Okaz" met with Her Excellency Dr. Hala bint Mazid Al-Tuwaijri, the President of the Human Rights Commission, last Wednesday, September 3, to discuss topics and updates on human rights in the Kingdom through the Commission's work. It was a transparent dialogue in which Dr. Hala did not hesitate to answer any question and clarify any inquiry, within the time allowed for the meeting, which we wished could have lasted longer due to the importance of the topic and its multifaceted nature. However, Dr. Hala promised a longer dialogue with a larger number of writers and media professionals at the Commission's headquarters, and we hope that this will happen soon.
The Kingdom has previously faced exaggerated criticism on some human rights issues, and it has been subjected to systematic targeting campaigns under the guise of human rights, which still emerge from time to time. Here, we cannot deny the gaps that existed, but the reality that has changed through comprehensive reforms in all fields refutes those claims. It is true that the practical application of human rights in our country through an independent entity is relatively recent, but it works alongside the rest of the state system to apply this noble humanitarian concept seriously, away from the exaggerations that distort its meaning and lofty goals. Therefore, we hope that the Commission will intensify its presence in all media, cultural, educational, and social platforms to introduce its activities and the level of human rights we have achieved, and to hear the community's viewpoints and questions to benefit from them. This should also be parallel to its presence in international media, human rights forums, and centers of influence in decision-making and shaping the mental image of countries and societies.
