في بيان رسمي أصدرته وزارة الخارجية السعودية أعربت اللجنة الوزارية العربية - الإسلامية بشأن غزة عن أسفها العميق إزاء قرار وزارة الخارجية الأمريكية بعدم منح تأشيرات الدخول لوفد دولة فلسطين المشارك في أعمال الدورة الثمانين للجمعية العامة للأمم المتحدة المزمع عقدها في نيويورك خلال شهر سبتمبر الجاري، ودعت اللجنة الإدارة الأمريكية إلى إعادة النظر في هذا القرار والتراجع عنه، مؤكدة أهمية احترام الالتزامات بموجب اتفاقية مقر الأمم المتحدة، وإتاحة الفرصة للحوار والدبلوماسية.
هذا موقف واضح للجنة الوزارية، وبالطبع هو موقف بقية دول العالم التي تقف مع العدالة والحقوق والمساواة تحت المظلة الأممية التي يجب أن تكون مستقلة في قرارتها، وغير خاضعة لهيمنة طرف يملي عليها ما هو ضد نظامها الأساسي. ولكن هل بالإمكان أن تتراجع الإدارة الأمريكية عن هذا القرار التعسفي أم أنها ستعيد نفس المأزق المحرج الذي وقعت فيه عام 1988 عندما رفضت إعطاء تأشيرة دخول لياسر عرفات، لكن الجمعية العامة قررت الانتقال إلى جنيف بتصويت أغلبية كبيرة، وتمكّن عرفات من إلقاء خطابه وتوضيح الموقف الفلسطيني.
لا يبدو أن إدارة الرئيس ترمب لديها المرونة لإعادة التفكير والنظر في قرارها المجحف الذي يأتي في وقت حرج جداً، يبحث فيه العقلاء عن حلول عملية تنفيذية للسلام في فلسطين، استناداً إلى قرارات الشرعية الدولية وتبنّي حل الدولتين. أمريكا بقرارها هذا تضع عقبة أمام المبادرة التي تبنّتها المملكة وفرنسا وحشدت من أجلها جهوداً دبلوماسية دولية كثيفة، بل إنها تضع عقبة أمام المجتمع الدولي الذي يسعى لإنقاذ الوضع الكارثي في غزة وبقية الأراضي المحتلة. كما أن القرار يصطدم مع الرأي العام العالمي الذي بدأ يتفهم ويتعاطف مع المأساة الفلسطينية، ويشكّل قوة ضغط على الحكومات، إضافة الى أنه يتعارض مع اتفاقية المقر للأمم المتحدة، وبذلك فإن الإدارة الأمريكية الراهنة تناقض أي ادعاء لها بأنها راعية للسلام ومنع الحروب.
والمقلق أكثر ما تسرّب خلال اليومين الماضيين من خطة أمريكية لغزة تفرض وصايتها عليها لسنوات، مع تفريغ ممنهج لسكانها وضمانات لإسرائيل بحماية أمنها بالطريقة التي تقررها. هنا الأمر أخطر كثيراً مما سبق، وفيه دفع بالأمور إلى مسارات غير مسبوقة في المنطقة. وبالتالي هل يمكن التحشيد لنقل اجتماع الجمعية العامة من أجل حل الدولتين خارج نيويورك كما حدث سابقاً من أجل تحقيق العدالة والمساواة، أم ستفاجئنا الإدارة الأمريكية بتعديل موقفها؟

In an official statement issued by the Saudi Ministry of Foreign Affairs, the Arab-Islamic ministerial committee regarding Gaza expressed its deep regret over the decision of the U.S. Department of State not to grant entry visas to the delegation of the State of Palestine participating in the 80th session of the United Nations General Assembly scheduled to be held in New York this September. The committee called on the U.S. administration to reconsider and reverse this decision, emphasizing the importance of respecting commitments under the United Nations Headquarters Agreement and providing an opportunity for dialogue and diplomacy.
This is a clear position from the ministerial committee, and of course, it reflects the stance of the rest of the world that stands for justice, rights, and equality under the UN umbrella, which should be independent in its decisions and not subject to the dominance of a party dictating what is against its charter. But can the U.S. administration reverse this arbitrary decision, or will it repeat the same embarrassing predicament it faced in 1988 when it refused to grant a visa to Yasser Arafat? At that time, the General Assembly decided to move to Geneva with a large majority vote, allowing Arafat to deliver his speech and clarify the Palestinian position.
It does not seem that President Trump's administration has the flexibility to rethink and reconsider its unjust decision, which comes at a very critical time when rational minds are seeking practical and executable solutions for peace in Palestine, based on international legitimacy and the adoption of a two-state solution. With this decision, America is placing an obstacle in front of the initiative adopted by the Kingdom and France, which has mobilized extensive international diplomatic efforts. Moreover, it is creating an obstacle for the international community that is striving to save the catastrophic situation in Gaza and the rest of the occupied territories. Additionally, the decision clashes with global public opinion, which has begun to understand and empathize with the Palestinian tragedy, forming a pressure force on governments. It also contradicts the UN Headquarters Agreement, thus the current U.S. administration contradicts any claim that it is a sponsor of peace and war prevention.
What is even more concerning is the leak over the past two days regarding an American plan for Gaza that imposes its guardianship over it for years, with a systematic emptying of its population and guarantees for Israel to protect its security in the manner it decides. Here, the matter is much more serious than before, pushing things into unprecedented paths in the region. Therefore, can there be a mobilization to move the General Assembly meeting for the two-state solution outside New York, as happened previously to achieve justice and equality, or will the U.S. administration surprise us by changing its position?
