في عام 2016، تم تدشين مصطلح جديد في قاموس التنمية الشاملة في المملكة اسمه «برنامج التحول الوطني»، وعلينا أن نتوقف عند هذه التسمية واختيارها بالتحديد لما تعنيه من دلالات. التحول يعني في ما يعنيه الانتقال من حال إلى حال، لكن ليس بشكل مفاجئ وسريع وبآلية دراماتيكية قد تفرز بعض السلبيات نتيجة النقلة الحادة، وإنما بشكل مدروس ومتدرج وفق خطة زمنية معقولة للوصول إلى أهداف محددة يمكن بلوغها عندما تتوفر الإمكانات، مع تفعيل المتابعة والمراجعة والتقييم بشكل مستمر ودقيق وشفاف.
ومع اقتراب برنامج التحول الوطني من سنته العاشرة، يؤكد لنا الرئيس التنفيذي لبرنامج التحول الوطني المهندس فواز الرابح، في تصريح نشره موقع «العربية.نت» قبل يومين، أن أكثر من 90% من مبادرات البرنامج تسير في مسارها الصحيح. وأشار أيضاً إلى أن البرنامج، الذي يشكّل نحو 35% من أهداف رؤية السعودية 2030، نفّذ حتى الآن 317 مبادرة، اكتمل منها أكثر من 55%.
المتابعون للتحولات التي أحدثتها الرؤية، يعرفون عن وجود إدارات للإشراف على برامج التحول في كل قطاع وكل جهاز وكل وزارة وهيئة ومصلحة حكومية لضمان تحقيقه وفق جدوله وخطواته وأهدافه. وهي إدارات فاعلة في أدائها وتخضع لمتابعة وحوكمة دقيقة عبر مستويات متدرجة من المسؤولية وصولاً إلى أعلى مستوى، وبالتالي يكون برنامج التحول الوطني ليس مجرد شعار وإنما ممارسة حقيقية تشمل كل المجالات، وغير قابلة للتراخي أو التسويف أو الانحراف عن المسار المرسوم.
هناك أوطان تراوح مكانها لأنها تفتقد إلى إرادة التحول إلى الأفضل، ومع الوقت تزداد الفجوة بينها وبين الآخرين، وفي المقابل هناك أوطان لديها الشجاعة على تقييم مسيرتها، ولديها الإرادة والعزيمة على التحول إلى الأفضل، والعمل بجدية ومثابرة على تحقيقه. والنموذج السعودي خير مثال على ذلك.

As the National Transformation Program approaches its tenth year, the CEO of the National Transformation Program, Engineer Fawaz Al-Rabeh, confirms to us, in a statement published by the "Al-Arabiya.net" website two days ago, that more than 90% of the program's initiatives are on the right track. He also pointed out that the program, which constitutes about 35% of the goals of Saudi Vision 2030, has implemented 317 initiatives so far, more than 55% of which have been completed.
