للأسف الشديد لم تتعود بعض المجتمعات العربية على النظام واحترامه والالتزام به في أي وجه من وجوه الحياة، ببساطة لأنه لا توجد أنظمة واضحة، وإن وجدت في أي شأن فإن القاعدة محاولة القفز عليها وتجاوزها بأساليب متعددة، الاستثناءات تصبح القاعدة، وحتى لو كانت التجاوزات خطيرة وضارة بالمصالح العامة للناس فإن العقوبات عادةً ما تكون انتقائية ومزاجية. لهذا السبب يستغرب البعض الآن عندما تسن دولة أنظمة صارمة غير مسموح بتجاوزها لأي أحد، وتضع عقوبات صارمة بحق من يفعل ذلك.
لنأخذ المملكة نموذجاً، فقد اتخذت خلال السنوات الأخيرة عدداً كبيراً جداً من التنظيمات والتشريعات في كل مجال تقريباً، يلتزم بها المواطن والمقيم والزائر، لا استثناءات فيها ولا تسامح في تطبيق عقوبات مخالفتها، وبما أننا في موسم الحج فقد وضعت الدولة تنظيمات كثيرة، واضحة ومعلنة للجميع، ويتم تبليغها لكل الدول التي يأتي منها الحجاج، ومن أهم هذه الأنظمة هو ضرورة وجود تصريح لمن يريد الحج، أي «لا حج بدون تصريح»، وغير مسموح أبداً تقديم أي استثناء أو إعفاء من العقوبة لمن يحاول التحايل على هذا الشرط، وهو بالمناسبة شرط معلن بكل اللغات وفي كل وسائل الإعلام والتواصل والاتصالات.
يرى بعض المعتادين على الفوضى في بلدانهم أن في هذا الشرط تضييقاً على الناس الذين يريدون الحج دون ترتيبات مسبقة. هذا خطأ فادح والتفاف على الحقيقة، الحج مسؤولية أمنية وصحية وخدماتية وتنظيمية ضخمة ومعقدة تتطلب جاهزية عالية وكاملة لكل أجهزة الدولة بناء على معرفة العدد المحدد مسبقاً الذي سيتواجد في المشاعر المقدسة؛ وهذا يتطلب أنظمة صارمة لضمان أمن وسلامة وصحة الحجيج، وتقديم الخدمات اللازمة بكفاءة وسلاسة.
المملكة أصبحت دولة أنظمة وقوانين في كل شيء، تطبيقها إلزامي على الجميع، وإذا كان مفهوم النظام ملتبساً لدى البعض سواء في الداخل أو الخارج، فعليهم تثقيف أنفسهم فيه، لمصلحتهم ومصلحة غيرهم.
