في خطوة حاسمة لمواجهة المحتوى الصحي المضلل، أصدرت السلطات المصرية قراراً بمنع ظهور الأسترالية باربرا أونيل في جميع وسائل الإعلام، وحظر الترويج لفعالياتها أو خدماتها الصحية داخل البلاد، وذلك بعد تحذيرات رسمية من وزارة الصحة ونقابة الأطباء أكدت أنها لا تحمل ترخيصاً لممارسة الطب، وأنها تروج لمزاعم صحية تخالف الأدلة العلمية، فيما سبق أن مُنعت مدى الحياة من تقديم أي خدمات صحية في أستراليا.
وبحسب بيان صدر عن المجلس الأعلى لتنظيم الإعلام في مصر، اليوم (الخميس)، ألزم المجلس جميع الوسائل الإعلامية الخاضعة لأحكام قانون تنظيم الصحافة والإعلام رقم 180 لسنة 2018 بمنع ظهور الأسترالية باربرا أونيل، وحظر بث أو إعادة بث أو تداول أي محتوى مصور خاص بها، إلى جانب منع الترويج لأي فعاليات أو خدمات صحية أو تدريبية تقدمها داخل مصر.
القرار جاء استجابة لتوصية لجنة الشكاوى بالمجلس، عقب تلقي مخاطبات رسمية من وزارة الصحة والسكان ونقابة أطباء مصر، أكدت أن أونيل لا تحمل ترخيصاً لمزاولة مهنة الطب داخل البلاد، وغير مقيدة بسجل الأطباء بوزارة الصحة أو بجدول النقابة العامة للأطباء، كما أنها لا تمتلك أي مؤهل معترف به في الطب أو التغذية العلاجية.
وأوضح المجلس أن تقديمها أي محتوى تشخيصي أو علاجي يخالف أحكام القانون المصري رقم 415 لسنة 1954 بشأن مزاولة مهنة الطب البشري، مشيراً كذلك إلى صدور قرار رقابي دائم بحقها في أستراليا من لجنة شكاوى الرعاية الصحية في ولاية نيو ساوث ويلز (HCCC) بتاريخ 24 سبتمبر 2019، يمنعها مدى الحياة من تقديم أي خدمات أو نصائح أو محاضرات صحية، سواء بمقابل أو تطوعاً.
وأكد المجلس أن القرار استند أيضاً إلى ما وصفه بترويج أو نيل لمزاعم صحية غير مثبتة علمياً، من بينها الترويج لعلاجات غير معتمدة لمرضى الأورام، والدعوة إلى استخدام ألبان الحيوانات بديلاً عن الرضاعة الطبيعية للرضع، والتقليل من جدوى المضادات الحيوية، ومناهضة التطعيمات، معتبراً أن هذه الادعاءات قد تدفع المرضى إلى تأخير العلاج الطبي أو التخلي عنه، بما يمثل تهديداً للصحة العامة، فضلاً عن تقديم نفسها بألقاب علمية وطبية لا تستند إلى مؤهلات معترف بها.
تحرك نقابي لوقف فعالية في الجونة
وكانت نقابة أطباء مصر قد أعلنت تحركاً رسمياً بعد رصد إعلان عن تنظيم دورة تدريبية بمدينة الجونة خلال الفترة من 2 إلى 7 نوفمبر، بمشاركة باربرا أونيل، مؤكدة أنها ممنوعة مدى الحياة من تقديم أي خدمات أو نصائح صحية في أستراليا، وأن الأفكار التي تروج لها تتعارض مع الأدلة العلمية وتشكل خطراً على صحة المواطنين.
وأوضحت النقابة أنها خاطبت وزارة الصحة والسكان، ووزارة السياحة والآثار، لاتخاذ الإجراءات القانونية والرقابية اللازمة بشأن تنظيم الفعالية، كما خاطبت المجلس الأعلى لتنظيم الإعلام لاتخاذ ما يلزم تجاه المحتوى الذي تنشره أونيل عبر وسائل الإعلام ومنصات التواصل الاجتماعي.
جهود لمواجهة المحتوى الطبي المضلل
ويأتي هذا التحرك في إطار حملة أوسع تنفذها السلطات المصرية خلال الفترة الأخيرة لمواجهة منتحلي صفة الأطباء، وإغلاق الكيانات غير المرخصة، والتصدي للمحتوى الطبي المضلل على وسائل الإعلام ومنصات التواصل الاجتماعي.
كما تكثفت حملات التوعية والرقابة عقب الجدل الذي أثاره الطبيب المصري الراحل وصانع المحتوى ضياء العوضي، وما صاحبه من نقاشات واسعة حول مخاطر تلقي النصائح الطبية من غير المختصين، الأمر الذي دفع الجهات المعنية إلى تشديد إجراءاتها لحماية المواطنين.
من هي باربرا أونيل؟
تُعرف باربرا أونيل بأنها من أبرز الشخصيات المثيرة للجدل في مجال ما يسمى بـ«الطب الطبيعي»، حيث تقدم محاضرات ودورات حول ما تصفه بالعلاجات الطبيعية، وتعرّف نفسها باعتبارها خبيرة في التغذية والعلاج الطبيعي، في حين أكدت السلطات الصحية الأسترالية أنها لا تحمل مؤهلاً معترفاً به في التغذية العلاجية أو الطب.
ومن أبرز المزاعم التي روجت لها ادعاؤها أن السرطان عبارة عن «فطر» يمكن علاجه باستخدام بيكربونات الصوديوم أو من خلال تعديل النظام الغذائي، وهو ادعاء رفضته الجهات الصحية المختصة، محذرة من أنه قد يدفع المرضى إلى التخلي عن العلاجات الطبية المثبتة.
كما أثارت انتقادات واسعة بسبب ترويجها لاستخدام حليب الماعز الطازج بديلاً عن الرضاعة الطبيعية، إلى جانب تشكيكها في أهمية اللقاحات والمضادات الحيوية، رغم اعتمادها علمياً كوسائل علاجية ووقائية فعالة.
قرار الحظر في أستراليا
وكانت لجنة شكاوى الرعاية الصحية في ولاية نيو ساوث ويلز الأسترالية قد أجرت تحقيقاً بشأن ممارسات باربرا أونيل، انتهى في عام 2019 إلى إصدار قرار يمنعها مدى الحياة من تقديم أي خدمات أو نصائح صحية أو إلقاء محاضرات أو تنظيم دورات تدريبية، سواء كانت مدفوعة أو تطوعية، بعدما اعتبرت أن المعلومات التي تروج لها قد تعرض الصحة العامة للخطر، خصوصا فيما يتعلق بمرضى السرطان والرضع.
نقيب الأطباء: معلومات مضللة تستوجب التدخل
وقال نقيب أطباء مصر، الدكتور أسامة عبدالحي، إن لجنة الإعلام بالنقابة هي التي رصدت الإعلان عن مشاركة باربرا أونيل في فعالية بمدينة الجونة، لتبادر النقابة بإبلاغ وزارة الصحة ووزارة السياحة والآثار والمجلس الأعلى لتنظيم الإعلام.
وأوضح أن السلطات الأسترالية سبق أن منعتها من تقديم المحاضرات أو النصائح الطبية، حتى في المؤتمرات المجانية، بسبب نشر معلومات صحية مضللة، مشيراً إلى أن النقابة كانت على علم بحالتها منذ عدة أشهر بعد تلقيها معلومات من طبيب مصري مقيم في الولايات المتحدة.
وشدد عبدالحي على أن مواجهة الترويج للمعلومات الصحية غير الموثقة مسؤولية مشتركة تتطلب تعاون مختلف الجهات المعنية، مؤكداً أهمية رفع الوعي المجتمعي، وفرض رقابة على الفعاليات التي تستضيف أشخاصاً يقدمون معلومات طبية غير مستندة إلى الأدلة العلمية، بما يضمن حماية صحة المواطنين.
In a decisive step to combat misleading health content, Egyptian authorities have issued a decision banning Australian Barbara O'Neill from appearing in all media and prohibiting the promotion of her events or health services within the country. This follows official warnings from the Ministry of Health and the Medical Syndicate, which confirmed that she does not hold a license to practice medicine and promotes health claims that contradict scientific evidence. She has previously been banned for life from providing any health services in Australia.
According to a statement issued by the Supreme Council for Media Regulation in Egypt today (Thursday), the council has obligated all media outlets subject to the provisions of the Press and Media Regulation Law No. 180 of 2018 to prevent the appearance of Australian Barbara O'Neill and to prohibit broadcasting, rebroadcasting, or circulating any video content related to her, in addition to banning the promotion of any health or training events she offers within Egypt.
The decision came in response to a recommendation from the Complaints Committee of the council, following official communications from the Ministry of Health and Population and the Egyptian Medical Syndicate, which confirmed that O'Neill does not hold a license to practice medicine in the country and is not registered in the doctors' registry at the Ministry of Health or in the General Medical Syndicate's list. Furthermore, she does not possess any recognized qualifications in medicine or therapeutic nutrition.
The council clarified that her provision of any diagnostic or therapeutic content violates the provisions of Egyptian Law No. 415 of 1954 regarding the practice of human medicine. It also pointed out that a permanent regulatory decision against her was issued in Australia by the Health Care Complaints Commission in New South Wales (HCCC) on September 24, 2019, banning her for life from providing any health services, advice, or lectures, whether for a fee or voluntarily.
The council emphasized that the decision was also based on what it described as the promotion or acceptance of unproven health claims, including the promotion of unapproved treatments for cancer patients, advocating the use of animal milk as a substitute for breastfeeding infants, downplaying the effectiveness of antibiotics, and opposing vaccinations. It considered that these claims could lead patients to delay or abandon medical treatment, posing a threat to public health, in addition to her presenting herself with scientific and medical titles not based on recognized qualifications.
Union action to stop an event in El Gouna
The Egyptian Medical Syndicate announced an official move after spotting an advertisement for a training course organized in El Gouna from November 2 to 7, featuring Barbara O'Neill. It confirmed that she is banned for life from providing any health services or advice in Australia, and that the ideas she promotes contradict scientific evidence and pose a risk to citizens' health.
The syndicate explained that it contacted the Ministry of Health and Population and the Ministry of Tourism and Antiquities to take the necessary legal and regulatory measures regarding the organization of the event. It also reached out to the Supreme Council for Media Regulation to take necessary actions regarding the content O'Neill publishes through media outlets and social media platforms.
Efforts to combat misleading medical content
This move is part of a broader campaign implemented by Egyptian authorities recently to confront impersonators of doctors, shut down unlicensed entities, and combat misleading medical content on media and social media platforms.
Awareness and regulatory campaigns have intensified following the controversy raised by the late Egyptian doctor and content creator Diaa Al-Awadi, which sparked widespread discussions about the dangers of receiving medical advice from non-specialists, prompting relevant authorities to tighten their measures to protect citizens.
Who is Barbara O'Neill?
Barbara O'Neill is known as one of the most controversial figures in the field of what is called "natural medicine," where she gives lectures and courses on what she describes as natural treatments, and identifies herself as an expert in nutrition and natural therapy, while Australian health authorities have confirmed that she does not hold a recognized qualification in therapeutic nutrition or medicine.
Among the most notable claims she has promoted is her assertion that cancer is a "fungus" that can be treated using sodium bicarbonate or by modifying the diet, a claim that has been rejected by relevant health authorities, warning that it may lead patients to abandon proven medical treatments.
She has also faced widespread criticism for promoting the use of fresh goat's milk as a substitute for breastfeeding, alongside questioning the importance of vaccines and antibiotics, despite their scientific endorsement as effective therapeutic and preventive measures.
The ban decision in Australia
The Health Care Complaints Commission in New South Wales, Australia, conducted an investigation into Barbara O'Neill's practices, which concluded in 2019 with a decision banning her for life from providing any health services, advice, or giving lectures or organizing training courses, whether paid or voluntary, after it was deemed that the information she promotes could endanger public health, especially concerning cancer patients and infants.
Head of the Doctors' Syndicate: Misleading information requires intervention
The head of the Egyptian Medical Syndicate, Dr. Osama Abdel-Hai, stated that the syndicate's media committee was the one that spotted the advertisement for Barbara O'Neill's participation in an event in El Gouna, prompting the syndicate to inform the Ministry of Health, the Ministry of Tourism and Antiquities, and the Supreme Council for Media Regulation.
He clarified that Australian authorities had previously banned her from giving lectures or medical advice, even at free conferences, due to the dissemination of misleading health information, noting that the syndicate had been aware of her case for several months after receiving information from an Egyptian doctor residing in the United States.
Abdel-Hai emphasized that combating the promotion of unverified health information is a shared responsibility that requires cooperation among various concerned parties, stressing the importance of raising community awareness and imposing oversight on events that host individuals providing medical information not based on scientific evidence, to ensure the protection of citizens' health.
