وفي تطور سريع أمرت نيابة مصر الجديدة، بحبس مالك ومدير دار أيتام 4 أيام على ذمة التحقيقات في هتك عرض عدد من الأطفال داخلها وأمرت بتفريغ كاميرات المراقبة لكشف ملابسات الواقعة وتوقيع الكشف الطبي على الأطفال.

استغلال 4 أطفال
وكشفت التحريات والتحقيقات أن 4 أطفال كانوا يقيمون لدى أحد المتبرعين للدار خارج نطاقها تمامًا، في مخالفة صريحة للوائح المنظمة لعمل دور الرعاية، ما استدعى التنسيق الفوري مع النيابة العامة للتحقق من ملابسات الواقعة والوقوف على أبعادها القانونية والإنسانية، وتم تسليم الأطفال مرة أخرى إلى دار الرعاية حفاظًا على سلامتهم، بالتوازي مع اتخاذ الإجراءات الإدارية والقانونية اللازمة.
تدخل النيابة العامة
وفي بيان لها، اليوم (الأحد)، أكدت وزارة التضامن أنها تواصل التنسيق الكامل مع النيابة العامة وكافة الجهات المعنية لمواجهة أي انتهاكات داخل دور الرعاية، وذلك عقب اكتشاف واقعة اتجار بالبشر تقودها إدارة إحدى دور الأيتام، مؤكدة أن حماية الأطفال بدور الرعاية حق أصيل لا يقبل المساومة، وأن الوزارة لن تتهاون مع أي تجاوز يمس أمنهم وسلامتهم.
وأوضحت الوزارة أن الواقعة محل التحقيق من قبل النيابة العامة تتعلق باكتشاف شبكة للاتجار بالبشر يقودها مدير دار أيتام، ورجل أعمال كان ينفق على نزلاء الدار من ماله الخاص مقابل استغلالهم في ممارسة الرذيلة داخل شقته بمنطقة مصر الجديدة.
تفتيش مفاجئ
وقد جرى اكتشاف الواقعة خلال إحدى الزيارات المفاجئة التي تنفذها الوزارة عبر لجان الضبطية القضائية على دور الرعاية منذ عدة أشهر، وذلك بالتعاون مع النيابة العامة.
وكشفت الوزارة أن الواقعة تتمثل في قيام مدير الدار بتسليم عدد 4 أبناء لأحد الأشخاص بزعم كفالتهم منزليًا، دون أي سند قانوني أو موافقة من الجهة المختصة، في مخالفة جسيمة وصريحة لكافة القوانين واللوائح المنظمة لرعاية الأطفال، وبما يعرضهم لخطر الإساءة والاستغلال، وهو ما يشكل شبهة جريمة اتجار بالبشر مكتملة الأركان، وفقًا لأحكام القانون المصري رقم 64 لسنة 2010 بشأن مكافحة الاتجار بالبشر ولائحته التنفيذية، التي تجرم صراحة تسليم الأطفال أو نقلهم أو استغلالهم خارج الأطر القانونية، وتُشدد العقوبة حال كون المجني عليهم من الأطفال أو الفئات الأولى بالرعاية.
لا تهاون أو تستر
وشد البيان على أن وزارة التضامن لن تتهاون أو تتستر على أي تجاوز أو تقصير داخل دور الرعاية، وقد اتخذت بالتوازي مع التحقيقات القضائية إجراءات إدارية صارمة منذ لحظة اكتشاف الواقعة، شملت إحالة جميع الموظفين المختصين بمتابعة الدار للتحقيق، وفق التقرير المقدم من الإدارة العامة للرعاية الأسرية والمؤسسية، تمهيدًا لتوقيع أقصى العقوبات القانونية حال ثبوت أي مسؤولية أو إهمال.
وأكدت الوزارة أن حماية الأطفال بدور الرعاية حق لا يقبل المساومة، وأنها ماضية في التطبيق الحاسم لأحكام قانون مكافحة الاتجار بالبشر وكافة القوانين المنظمة لمنظومة الرعاية الاجتماعية، بالتنسيق الكامل مع النيابة العامة وجميع أجهزة الدولة المعنية، لضمان ردع أي محاولة لاستغلال الأطفال ومحاسبة كل من تسول له نفسه العبث بحقوقهم أو تعريضهم للخطر.

In a swift development, the New Cairo prosecution ordered the detention of the owner and director of the orphanage for 4 days pending investigations into the sexual assault of several children inside it, and ordered the review of surveillance camera footage to uncover the circumstances of the incident and to conduct medical examinations on the children.

The details of the incident relate to the sexual assault and physical exploitation of children inside one of the orphanages in New Cairo, discovered by the Ministry of Social Solidarity after intensifying monitoring and periodic oversight of care homes. Inspection teams reported the presence of 4 children who were not officially registered in the orphanage's records and were not present inside it, which raised suspicions about their conditions and prompted the ministry to conduct extensive investigations to ensure their safety and place of residence.
Exploitation of 4 Children
Investigations revealed that 4 children were residing with one of the donors to the orphanage completely outside its premises, in clear violation of the regulations governing the operation of care homes. This necessitated immediate coordination with the public prosecution to verify the circumstances of the incident and to understand its legal and humanitarian dimensions. The children were returned to the care home to ensure their safety, alongside taking the necessary administrative and legal actions.
Intervention of the Public Prosecution
In a statement today (Sunday), the Ministry of Social Solidarity confirmed that it continues full coordination with the public prosecution and all relevant authorities to address any violations within care homes, following the discovery of a human trafficking case led by the management of one of the orphanages. The ministry emphasized that protecting children in care homes is an inherent right that cannot be compromised, and that it will not tolerate any violations that affect their safety and security.
The ministry clarified that the incident under investigation by the public prosecution involves the discovery of a human trafficking network led by the director of the orphanage and a businessman who was financially supporting the residents of the orphanage in exchange for exploiting them in immoral activities inside his apartment in the New Cairo area.
Surprise Inspection
The incident was discovered during one of the surprise visits conducted by the ministry through judicial inspection committees on care homes several months ago, in cooperation with the public prosecution.
The ministry revealed that the incident involved the director of the orphanage handing over 4 children to an individual under the pretext of providing them with home care, without any legal basis or approval from the competent authority, in a gross and clear violation of all laws and regulations governing child care, which exposes them to the risk of abuse and exploitation. This constitutes a suspicion of a completed human trafficking crime, according to the provisions of Egyptian Law No. 64 of 2010 regarding the combat of human trafficking and its executive regulations, which explicitly criminalize handing over, transferring, or exploiting children outside legal frameworks, and the punishment is intensified if the victims are children or vulnerable groups.
No Tolerance or Concealment
The statement emphasized that the Ministry of Social Solidarity will not tolerate or conceal any violations or shortcomings within care homes. It has taken strict administrative measures in parallel with the judicial investigations since the moment the incident was discovered, including referring all employees responsible for monitoring the orphanage for investigation, according to the report submitted by the General Administration for Family and Institutional Care, in preparation for imposing the maximum legal penalties if any responsibility or negligence is proven.
The ministry affirmed that protecting children in care homes is a non-negotiable right and that it is committed to the decisive application of the provisions of the Law on Combatting Human Trafficking and all laws governing the social care system, in full coordination with the public prosecution and all relevant state agencies, to ensure deterrence against any attempts to exploit children and to hold accountable anyone who dares to infringe upon their rights or expose them to danger.
