The U.S. Department of Homeland Security has ordered federal civil agencies to remove products and services from the Chinese artificial intelligence company "Deep Seek" from their technical systems, and has prohibited the purchase or use of services that rely on the company's models, due to concerns related to cybersecurity and the potential leakage of sensitive data to China.
The decision includes the products and services developed by the Chinese company and its affiliates, in addition to applications and services from third parties based on "Deep Seek" models, in a move that expands the scope of U.S. restrictions on Chinese artificial intelligence technologies.
Concerns About Espionage and Data Leakage
The Department of Homeland Security clarified that the company's models may pose multiple security risks, warning of the possibility of sensitive information concerning U.S. government employees or contractors being transferred to China, as well as the potential for data to be exploited to generate intelligence about individuals or U.S. government institutions.
The department pointed to concerns that the models may contain malware or security vulnerabilities, although this does not imply that harmful software is present in all of the company's products.
Regulatory Measures to Protect Government Systems
The department revealed an internal memo issued last July, in which it called on federal agencies to monitor the flow of incoming and outgoing data from government sites and systems, with the aim of detecting any indicators of security risks associated with the use of "Deep Seek" technologies.
The decision is based on the Federal Supply Chain Security and Procurement Act of 2018, following a review of a recommendation made by the Federal Procurement Security Council and the associated evidence. The published notice did not specify a deadline for the completion of the removal of the banned products.
Previous Restrictions on Chinese Artificial Intelligence
U.S. entities, including the Departments of Commerce and the Navy, have previously imposed restrictions on the use of "Deep Seek" in government devices, and the states of New York, Tennessee, and Virginia have taken similar actions amid rising American concerns about data security and Chinese technologies.
The decision comes amid increasing competition between the United States and China in the artificial intelligence sector, coinciding with Washington's move to tighten oversight of Chinese technologies used in infrastructure and government systems.
The Ban Does Not Include Individuals and Private Companies
The new ban is limited to the systems and procurements of federal civil agencies and does not impose a general ban on the use of "Deep Seek" by individuals or private companies within the United States.
