وتم تعيين «دييلا»، التي يعني اسمها «الشمس»، في سبتمبر وزيرة رسمية للذكاء الاصطناعي في البلاد، بهدف جعل نظام المشتريات العامة في ألبانيا شفافاً وخالياً من الفساد. تم إطلاق الوزيرة الرقمية لأول مرة مساعدة افتراضية في يناير، لمساعدة المواطنين والشركات على الوصول إلى الخدمات الحكومية من خلال منصة e-Albania.
يأتي هذا التطور بعد أيام قليلة من تقديم المشرّعين في ولاية أوهايو مشروع قانون يحظر على الذكاء الاصطناعي الزواج من البشر أو الحصول على حقوق قانونية، ما يؤكد مدى السرعة التي يتطور بها النقاش العالمي حول الذكاء الاصطناعي. بينما تتبنى ألبانيا مستقبلاً يمكن فيه للذكاء الاصطناعي أن يقود وزارة و«يولّد» مساعدين رقميين، تتحرك حكومات أخرى لرسم خطوط صارمة حول شخصية الذكاء الاصطناعي.
يتوقع رئيس وزراء ألبانيا أن يكون «أطفال دييلا» نشطين في البرلمان بحلول نهاية 2026، في ما قد يكون أحد أكثر المبادرات الحكومية في مجال التكنولوجيا غرابة حتى الآن.
In a scene where fantasy blends with reality, Albanian Prime Minister Edi Rama revealed that "Diella," the world's first virtual minister managed by artificial intelligence, has become a "mother" to 83 digital children, in a strange move that is the first of its kind in the world to experiment with using an artificial government official.
"Diella," which means "the sun," was appointed in September as the official Minister of Artificial Intelligence in the country, with the aim of making Albania's public procurement system transparent and free from corruption. The digital minister was first launched as a virtual assistant in January, to help citizens and businesses access government services through the e-Albania platform.
This development comes just days after lawmakers in Ohio introduced a bill that prohibits artificial intelligence from marrying humans or obtaining legal rights, highlighting the rapid pace at which the global discussion on artificial intelligence is evolving. While Albania embraces a future where AI can lead a ministry and "generate" digital assistants, other governments are moving to draw strict lines around the personality of artificial intelligence.
Albanian Prime Minister expects "Diella's children" to be active in parliament by the end of 2026, in what may be one of the strangest government initiatives in the field of technology so far.
