تواصل السعودية تعزيز دورها الريادي في دعم السكان باليمن، عبر برنامجها التنموي «البرنامج السعودي لتنمية وإعمار اليمن»، محققة قفزات نوعية في تعزيز شريان الحياة ورفد قطاع المياه بمشاريع إستراتيجية ومستدامة.
وأثمر الدعم التنموي للبرنامج في هذا القطاع الحيوي عن تنفيذ 62 مشروعاً ومبادرة تنموية توزعت على 14 محافظة يمنية، وأسهمت بشكل مباشر في تلبية الحاجات الأساسية لـ1,183,467 مستفيداً، عبر توفير مصادر مياه عذبة وآمنة وتطوير البنية التحتية للمنظومة المائية.

وأظهرت مؤشرات الإنجاز الميداني للبرنامج نجاحاً كبيراً في رفع كفاءة التغذية المائية وضمان وصولها للسكان؛ إذ تمكنت المشاريع والمبادرات التنموية من تحقيق تغطية بنسبة 100% من حاجات المياه لمدينة الغيضة بمحافظة المهرة، وتغطية بنسبة 50% من الحاجات المائية في محافظة سقطرى، إلى جانب تغطية بنسبة 10% من حاجات المياه في 3 محافظات يمنية أخرى، وهو ما أحدث فارقاً جوهرياً في تلبية الطلب المتزايد على الموارد المائية.
أمن مائي ومحطات تحلية
وتركز المشاريع والمبادرات التنموية على تعزيز الأمن المائي الشامل من خلال تنفيذ مشاريع حيوية تتضمن إنشاء محطات التحلية، وتوفير مصادر المياه العذبة والآمنة، إلى جانب رفع كفاءة إدارة الموارد المائية وشبكات التوزيع الحضرية والريفية، بما يعزز الوصول المنصف والآمن لمياه الشرب.
وفي خطوة ترسي مفهوم الاستدامة البيئية، يعتمد البرنامج بشكل محوري على حلول الطاقة المتجددة والنظيفة عبر تشغيل الآبار بمنظومات الطاقة الشمسية للحد من استهلاك المحروقات وتقليل التكاليف التشغيلية، وهو ما تجسّد في مشاريع إستراتيجية مثل حقل «بير أحمد» بمدينة عدن، إضافة إلى المبادرات النوعية في محافظتي حضرموت ومأرب.
تطوير البنية التحتية
وامتدت المشاريع والمبادرات التنموية لتشمل حفر الآبار، وصيانة وتطوير شبكات توزيع المياه وتأهيلها في مختلف المحافظات؛ ومنها عدن وحضرموت وسقطرى، مع التركيز على بناء قدرات المجتمعات المحلية وإشراكها في الإدارة المباشرة لتحسين كفاءة الموارد المائية وضمان ديمومتها.

وأسهمت هذه التغطية المائية المستمرة في تقليل نسب الأمراض والأوبئة المنقولة عبر المياه الملوثة، حيث عملت المنظومات الجديدة على تأمين صهاريج مياه شرب نقية، وتوفير خطوط إمداد آمنة للمستشفيات والمدارس والمرافق الخدمية، ما انعكس بشكل مباشر على رفع مستوى الصحة العامة في المناطق الأكثر احتياجاً.
تنمية اقتصادية واستقرار مجتمعي
ولم تتوقف هذه المشاريع عند الجانب الصحي، بل امتدت لتشكل ركيزة دعم للاستقرار الاجتماعي والاقتصادي؛ إذ خففت عن كاهل الأسر الأعباء المالية المترتبة على شراء المياه بأسعار مرتفعة، كما وفرت فرص عمل محلية في مجالات التشغيل والصيانة، ما انعكس إيجابياً على حركة السوق المحلية وتحفيز النشاط الاقتصادي.
ورفعت هذه المشاريع والمبادرات التنموية المعاناة عن المرأة والطفل بوجه خاص، حيث كانت عملية جلب المياه من أماكن بعيدة تستنزف ساعات طويلة من يومهم؛ وأتاح توفير شبكات ومصادر المياه القريبة فرصة أكبر للأطفال للانتظام في التعليم، وللمرأة للتمكين والمشاركة المجتمعية والأنشطة الأسرية بدلاً من رحلات الجلب الشاقة.
ولم تنحصر نتائج تحسين إمدادات المياه في الاستخدام البشري المباشر، بل امتدت لتغذي القطاع الزراعي وتدعم الثروة الحيوانية في المناطق الريفية، حيث أسهمت الآبار والمناهل الحديثة في توفير مياه الري وإغاثة المواشي، ما حفظ مصادر الدخل الريفي وزاد مستوى الأمن الغذائي المحلي.
وامتداداً لرؤية الشراكة المستدامة، حرص البرنامج على رفد المؤسسات المحلية العامة للمياه بالكوادر والتجهيزات الفنية، من خلال تقديم خزان ناقلات المياه الحديثة، وتزويدهم بالمعدات اللازمة للفحص والتحليل الدائم لسلامة المياه، وهو ما رفع الجاهزية التشغيلية للجهات الحكومية المعنية وشجّع على الحوكمة الرشيدة للموارد المائية في النطاقات الحضرية والريفية على حد سواء في نحو 14 محافظة.
نهج تنموي شامل
يُذكر أن هذه الإنجازات في قطاع المياه تأتي كجزء من مسيرة تنموية شاملة يضطلع بها «البرنامج السعودي لتنمية وإعمار اليمن»، حيث نفذ البرنامج أكثر من 300 مشروع ومبادرة تنموية شملت مختلف القطاعات الحيوية والخدمية؛ كالتعليم، والصحة، والطاقة، والنقل، والزراعة والثروة السمكية، وبناء قدرات المؤسسات الحكومية، مجسّداً التزام المملكة الراسخ بدعم الشعب اليمني، ودفع عجلة التنمية المستدامة، وبناء مستقبل أكثر استقراراً وازدهاراً.

The field achievement indicators of the program have shown great success in improving water supply efficiency and ensuring its delivery to the population; the development projects and initiatives have managed to achieve 100% coverage of water needs for the city of Al-Ghaydah in Al-Mahrah Governorate, 50% coverage of water needs in Socotra Governorate, and 10% coverage of water needs in three other Yemeni governorates, which has made a substantial difference in meeting the increasing demand for water resources.
Water Security and Desalination Plants
The development projects and initiatives focus on enhancing comprehensive water security by implementing vital projects that include the establishment of desalination plants, providing safe and fresh water sources, and improving the efficiency of water resource management and urban and rural distribution networks, thereby promoting equitable and safe access to drinking water.
In a step that establishes the concept of environmental sustainability, the program relies centrally on renewable and clean energy solutions by operating wells with solar energy systems to reduce fuel consumption and lower operational costs, as embodied in strategic projects such as the "Bir Ahmad" field in Aden, in addition to qualitative initiatives in Hadhramaut and Marib governorates.
Infrastructure Development
The development projects and initiatives have extended to include drilling wells, maintaining and developing water distribution networks, and rehabilitating them in various governorates, including Aden, Hadhramaut, and Socotra, with a focus on building the capacities of local communities and involving them in direct management to improve the efficiency of water resources and ensure their sustainability.

This continuous water coverage has contributed to reducing the rates of waterborne diseases and epidemics caused by contaminated water, as the new systems have secured pure drinking water tanks and provided safe supply lines for hospitals, schools, and service facilities, which has directly reflected on improving public health in the most needy areas.
Economic Development and Community Stability
These projects did not stop at the health aspect but extended to form a pillar of support for social and economic stability; they alleviated the financial burdens on families resulting from purchasing water at high prices and provided local job opportunities in operations and maintenance, positively impacting the local market movement and stimulating economic activity.
These development projects and initiatives have particularly alleviated the suffering of women and children, as the process of fetching water from distant places consumed long hours of their day; the provision of nearby water networks and sources has given children a greater opportunity to attend school and allowed women to empower themselves and participate in community and family activities instead of enduring the arduous fetching trips.
The results of improving water supplies have not been limited to direct human use but have extended to nourish the agricultural sector and support livestock in rural areas, as modern wells and water sources have contributed to providing irrigation water and assisting livestock, preserving rural income sources and increasing local food security.
In line with the vision of sustainable partnership, the program has ensured the provision of local public water institutions with qualified personnel and technical equipment by offering modern water tanker reservoirs and supplying them with necessary equipment for continuous testing and analysis of water safety, which has enhanced the operational readiness of the concerned government entities and encouraged sound governance of water resources in both urban and rural areas across approximately 14 governorates.
Comprehensive Development Approach
It is worth noting that these achievements in the water sector are part of a comprehensive developmental journey undertaken by "The Saudi Program for the Development and Reconstruction of Yemen," where the program has implemented more than 300 development projects and initiatives covering various vital and service sectors, such as education, health, energy, transportation, agriculture, and fisheries, as well as building the capacities of government institutions, embodying the Kingdom's steadfast commitment to supporting the Yemeni people, driving sustainable development, and building a more stable and prosperous future.
