أطلق رئيس مجلس السيادة السوداني عبد الفتاح البرهان حوارا سودانيا شاملا، بمبادرة من مجموعة وطنية من أبناء السودان، مؤكدا أنه سيكون مستقلاً ولن تتولى الدولة تنظيمه أو تحديد أجندته أو مخرجاته. وشدد على أن الخرطوم لن تقبل سلاماً يعيد قادة قوات الدعم السريع إلى السلطة.
وقال البرهان في كلمة بمناسبة الذكرى الـ72 لتأسيس القوات المسلحة السودانية، أمس الجمعة، إن المجموعة بادرت إلى طرح آلية وطنية مستقلة تهيئ لحوار سوداني شامل، بهدف تحقيق توافق وطني يقود البلاد نحو الاستقرار، مشيراً إلى أنه التقى ممثليها واستمع إلى رؤيتهم ووافق على توفير الضمانات اللازمة لانعقاد الحوار ومشاركة أطرافه.
وأضاف أن الدولة ستوفر الدعم اللوجستي والضمانات القانونية والسياسية والأمنية للمشاركين، دون التدخل في إدارة الحوار أو تحديد أطرافه أو أجندته أو مخرجاته. ودعا البرهان أن يجري الحوار في مناخ عام تسوده الحريات، بما يسمح للمواطنين والقوى السياسية والمجتمعية بالتعبير عن آرائهم بحرية.
وشدد على أن الطريق إلى السلام يبدأ بوقف القتال ووضع السلاح وعودة المواطنين إلى مناطقهم واستعادة الخدمات والأمن.
وأعلن البرهان منح المشاركين ضمانات قانونية تتعلق بالإجراءات الجنائية القائمة بحقهم، موضحاً أن وقف الإجراءات لا يمثل عفواً أو إسقاطاً نهائياً للمسؤولية القانونية، وإنما حصانة إجرائية مؤقتة تقتضيها تهيئة الظروف الملائمة للمشاركة في الحوار.
وأكد توفير حصانة دائمة للآراء والمواقف التي يطرحها المشاركون داخل جلسات الحوار، بحيث لا تستخدم تصريحاتهم ومقترحاتهم أساساً لاتخاذ إجراءات جنائية أو مدنية أو إدارية ضدهم مستقبلاً.
وفي الشأن العسكري، جدد البرهان تعهده بمواصلة القتال ضد قوات الدعم السريع، قائلاً إن القوات المسلحة ماضية في استكمال تطهير السودان من المليشيات، مشيراً إلى أن الحرب لن تحول دون التعامل مع أي مبادرة صادقة للسلام.
وشدد على أن الخرطوم لن تقبل، وفقاً لما أعلنه، بسلام يعيد قادة قوات الدعم السريع أو من وصفهم بالمجرمين والقتلة إلى السلطة أو المشاركة فيها، معتبراً أن الطريق إلى السلام يبدأ بوقف القتال ووضع السلاح وعودة المواطنين إلى مناطقهم واستعادة الخدمات والأمن.
وقال إن السلطات بدأت العمل مع القوى الوطنية التي ساندت الدولة ووحدة مؤسساتها لإكمال مؤسسات الحكم، بما في ذلك المجلس التشريعي، باعتباره استحقاقاً دستورياً.
وأكد عزم القوات المسلحة على تطوير قدراتها لمواجهة التحديات الداخلية والخارجية، مشيراً إلى أن الانسجام بين الشعب والجيش وصل إلى مرحلة متقدمة، وأن الحوار القادم يهدف إلى استكمال ما وصفه بمثلث الاستقرار. وتعهد بعودة النازحين واللاجئين إلى مناطقهم، قائلاً إن العودة يجب أن تكون لا نزوح ولا خوف بعدها.
The Chairman of the Sudanese Sovereignty Council, Abdel Fattah al-Burhan, launched a comprehensive Sudanese dialogue, initiated by a national group of Sudanese citizens, emphasizing that it will be independent and that the state will not organize it or determine its agenda or outcomes. He stressed that Khartoum will not accept a peace that returns the leaders of the Rapid Support Forces to power.
Al-Burhan stated in a speech on the occasion of the 72nd anniversary of the establishment of the Sudanese Armed Forces, yesterday Friday, that the group initiated a proposal for an independent national mechanism to prepare for a comprehensive Sudanese dialogue, aimed at achieving national consensus that leads the country towards stability, noting that he met with its representatives, listened to their vision, and agreed to provide the necessary guarantees for the dialogue to take place and for its parties to participate.
He added that the state will provide logistical support and legal, political, and security guarantees for the participants, without interfering in the management of the dialogue or determining its parties, agenda, or outcomes. Al-Burhan called for the dialogue to take place in a general atmosphere characterized by freedoms, allowing citizens and political and community forces to express their opinions freely.
He emphasized that the path to peace begins with stopping the fighting, laying down arms, and the return of citizens to their areas, as well as restoring services and security.
Al-Burhan announced the provision of legal guarantees for participants concerning the existing criminal proceedings against them, clarifying that halting the proceedings does not represent a pardon or a final dismissal of legal responsibility, but rather a temporary procedural immunity necessitated by creating suitable conditions for participation in the dialogue.
He confirmed the provision of permanent immunity for the opinions and positions expressed by participants during the dialogue sessions, so that their statements and proposals cannot be used as a basis for taking criminal, civil, or administrative actions against them in the future.
On the military front, Al-Burhan renewed his commitment to continue fighting against the Rapid Support Forces, stating that the armed forces are determined to complete the cleansing of Sudan from militias, noting that the war will not prevent dealing with any sincere initiative for peace.
He stressed that Khartoum will not accept, according to what he announced, a peace that returns the leaders of the Rapid Support Forces or those he described as criminals and murderers to power or participation in it, considering that the path to peace begins with stopping the fighting, laying down arms, and the return of citizens to their areas, as well as restoring services and security.
He stated that the authorities have begun working with the national forces that supported the state and the unity of its institutions to complete the governance institutions, including the legislative council, as it is a constitutional entitlement.
Al-Burhan affirmed the armed forces' determination to develop their capabilities to face internal and external challenges, pointing out that the harmony between the people and the army has reached an advanced stage, and that the upcoming dialogue aims to complete what he described as the triangle of stability. He pledged the return of displaced persons and refugees to their areas, stating that the return should be without displacement or fear afterward.
