دان وزراء خارجية السعودية، مصر، قطر، الإمارات، الأردن، إندونيسيا، باكستان، وتركيا، بأشد العبارات، الانتهاكات الإسرائيلية المتواصلة في قطاع غزة، مؤكدين رفضهم لاستهداف المرافق والمنشآت الصحية، والاعتداء على البنية التحتية المدنية، واستمرار سقوط الضحايا المدنيين، بمن فيهم النساء والأطفال، باعتبار ذلك انتهاكاً جسيماً للقانون الدولي، بما في ذلك القانون الدولي الإنساني.
وأكد الوزراء، في بيان مشترك اليوم (الخميس)، أن استمرار هذه الانتهاكات يمثل خرقاً واضحاً لالتزامات إسرائيل بموجب القانون الدولي، وكذلك للخطة الشاملة الهادفة إلى إنهاء النزاع في قطاع غزة، مشيرين إلى أن هذه الممارسات تقوّض الجهود الدولية والإقليمية المبذولة لتنفيذ المرحلة الثانية من الخطة.
وأوضح البيان أن استمرار التصعيد يأتي في أعقاب إعلان الرئيس الأمريكي دونالد ترمب قبول الفصائل الفلسطينية خريطة الطريق، بما في ذلك ما يتعلق بحصر السلاح، محذراً من أن الانتهاكات الجارية تهدد بنسف المسار السياسي، وإعادة دوامة التصعيد، وتعميق الكارثة الإنسانية التي يشهدها قطاع غزة.
وشدد وزراء الخارجية على أن حماية المدنيين، والحفاظ على سلامة المرافق الطبية والعاملين في القطاعين الصحي والإنساني، وضمان وصول المساعدات الإنسانية والإمدادات الطبية والإغاثية إلى جميع أنحاء قطاع غزة بشكل فوري وآمن ودون عوائق، تمثل التزامات قانونية لا يمكن الإخلال بها أو الانتقاص منها تحت أي ظرف.
وأشار البيان إلى أن الانتهاكات الإسرائيلية في قطاع غزة لا يمكن فصلها عن الاعتداءات التي يرتكبها المستوطنون في الضفة الغربية المحتلة، إلى جانب التوسع الاستيطاني غير القانوني، والإجراءات الأحادية التي تهدف إلى تغيير الوضع القائم في القدس المحتلة.
وأكد الوزراء أن هذه الممارسات مجتمعة تمثل سياسة ممنهجة تهدف إلى فرض أمر واقع بالقوة، وتقويض الأسس التي يقوم عليها حلُّ الدولتين، وتهميش الحقوق المشروعة للشعب الفلسطيني، في انتهاك واضح للقانون الدولي وقرارات الأمم المتحدة ذات الصلة.
ودعا الوزراء المجتمع الدولي، لا سيما مجلس الأمن، إلى تحمُّل مسؤولياته القانونية والأخلاقية، واتخاذ إجراءات عملية وفاعلة لإلزام إسرائيل بالوفاء بالتزاماتها بموجب القانون الدولي، بما في ذلك القانون الدولي الإنساني، وقرار مجلس الأمن رقم 2803، إضافة إلى محاسبة المسؤولين عن الانتهاكات الجسيمة.
وأكدوا أن اتخاذ هذه الإجراءات من شأنه الإسهام في حماية المدنيين، والحفاظ على فرص استكمال تنفيذ الاتفاق، والوصول إلى وقف دائم لإطلاق النار.
كما جدد الوزراء رفض دولهم القاطع لأي محاولات تهدف إلى ضم الأراضي الفلسطينية المحتلة، أو فرض السيادة الإسرائيلية عليها، أو تهجير الشعب الفلسطيني قسراً، مؤكدين أن الطريق الوحيد لتحقيق السلام العادل والشامل يتمثَّل في إطلاق مسار سياسي جاد يُفضي إلى تنفيذ حل الدولتين.
وشدد البيان على ضرورة إقامة الدولة الفلسطينية المستقلة ذات السيادة على حدود عام 1967، وعاصمتها القدس الشرقية، باعتبار ذلك السبيل لتحقيق السلام والاستقرار في المنطقة.
The foreign ministers of Saudi Arabia, Egypt, Qatar, the UAE, Jordan, Indonesia, Pakistan, and Turkey strongly condemned the ongoing Israeli violations in the Gaza Strip, affirming their rejection of targeting health facilities and infrastructure, and the continued loss of civilian lives, including women and children, considering this a serious violation of international law, including international humanitarian law.
The ministers stated in a joint statement today (Thursday) that the continuation of these violations represents a clear breach of Israel's obligations under international law, as well as the comprehensive plan aimed at ending the conflict in the Gaza Strip, pointing out that these practices undermine international and regional efforts to implement the second phase of the plan.
The statement clarified that the escalation comes in the wake of U.S. President Donald Trump's announcement of the Palestinian factions' acceptance of the roadmap, including the aspects related to disarmament, warning that the ongoing violations threaten to derail the political process, reignite the cycle of escalation, and deepen the humanitarian catastrophe in the Gaza Strip.
The foreign ministers emphasized that the protection of civilians, the safety of medical facilities and personnel in the health and humanitarian sectors, and ensuring the immediate, safe, and unhindered delivery of humanitarian aid and medical supplies throughout the Gaza Strip represent legal obligations that cannot be violated or diminished under any circumstances.
The statement noted that the Israeli violations in the Gaza Strip cannot be separated from the assaults committed by settlers in the occupied West Bank, alongside the illegal settlement expansion and unilateral measures aimed at changing the status quo in occupied Jerusalem.
The ministers affirmed that these practices collectively represent a systematic policy aimed at imposing a fait accompli by force, undermining the foundations of the two-state solution, and marginalizing the legitimate rights of the Palestinian people, in clear violation of international law and relevant United Nations resolutions.
The ministers called on the international community, particularly the Security Council, to assume its legal and moral responsibilities and take practical and effective measures to compel Israel to fulfill its obligations under international law, including international humanitarian law, and Security Council Resolution 2803, in addition to holding accountable those responsible for grave violations.
They affirmed that taking these measures would contribute to protecting civilians, maintaining opportunities to complete the implementation of the agreement, and achieving a lasting ceasefire.
The ministers also reiterated their countries' firm rejection of any attempts to annex the occupied Palestinian territories, impose Israeli sovereignty over them, or forcibly displace the Palestinian people, emphasizing that the only path to achieving just and comprehensive peace lies in launching a serious political process that leads to the implementation of the two-state solution.
The statement stressed the necessity of establishing an independent Palestinian state with sovereignty along the 1967 borders, with East Jerusalem as its capital, considering this the way to achieve peace and stability in the region.
